MEETING OF: TRAFFIC SAFETY COMMISSION DATE OF MEETING: November 1, 1982

CALL TO ORDER
The meeting was called to order by Chairman Arthur Kantor at 3:05 P.M.
ROLL CALL
Present - Commissioners Arthur Kantor, Pol ice Chief Vincent Jimno,
Absent - Commissioners Frank Aleshire and William Harkins.
Larry Dossey, and Robert Wood.
Also present were:
Bill Bal dwin, Assistant City Manager/Maintenance and Operations
Mrs. Lisa Juarez, 4120 Park Drive, Carlsbad
APPROVAL OF MINUTES:
Minutes of the Regular Meeting, held September 13, 1982, were approved as submitted.

Mrs. Lisa Juarez, 4120 Park Drive, Carlsbad, addressed the Commission. a petition containing approximately 150 signatures of Park Drive and adjoining street residents, expressing their concern regarding non-enforcement of the speed limit in the area. She indicated that Park Drive is subject to excessive speeds, and although the Police Department has been monitoring the area for the past week, it is only a temporary solution.

Chief Jimno pointed out that when the area develops and new streets are put in, it will take care of the problem on a permanent basis.
Following brief discussion, the Commission recommended that Staff come back to the next meeting with some alternative solutions, and that the Police Department put more emphasis on patrol and enforcement in the interim period.

2. SKYLINE & WESTHAVEN - Request for stop sign.
The Commission recommended not posting any regulatory signs at this time.

The Commission recommended that increased patrol enfor be implemented. nt of th SP d limit

The Commission discussed the need for widening the street.
1300 BUENA VISTA WAY - Request for No Parking Any Time signs.
The Commission recommended to the City Council that "NO Parking Any Time" signs be posted on the south side of Buena Vista Way from the narrowed section on the west to Highland Drive on the east.

6. ELM AVENUE BETWEEN STATE STREET & WASHINGTON STREET - Request for No Parking Any Time signs.
The Commission recommended to the City Council that "No Parking Any Time" signs be posted on the north side of Elm Avenue from State Street to Washington Street, and on the south side of Elm Avenue from 10' east of the parking lot access to Washington Street.
