HomeMy WebLinkAbout1983-09-12; Traffic Safety Commission; MinutesMINUTES Meeting of: TRAFFIC SAFETY COMMISSION Time of Meeting: 6:OO p.m. Date of Meeting: September 12, 1983 Place of Meeting: Council Chambers - COMMISSIONERS CALL TO ORDER: The meeting was called to order by Chairman Punches at 6:03 p.m. A. ROLL CALL: Present: Chairman Jeff Punches, Commissioner; Robert Wood, Mary Melideo and Pat O'Day. Commissioner Harkins arrived at 6:17 p.m. Absent: None. Staff Members present: Richard Allen, Assistant City Vincent Jimno, Chief of Police Steve Tisdale, Project Manager Engineer B. APPROVAL OF MINUTES: The Minutes of the August 1, 1983, meeting were approved as presented. C . REPORT ON ACTION REQUESTED AT PREVIOUS MEETING: Steve Tisdale, Project Manager, reported the only action requested at the August 1, 1983, meeting, wa: the posting of the speed limit on Alga Road. This item went to the City Council, and the Engineering Department must wait 30 days to post the speed limi- D. STAFF REPORTS: 1. Longview Drive - Request for No Parking The following residents were present: 3746 Longview Drive; Claire and Walter Valentine, 3747 Longview Drive; Judy and Bill Weyers, 3732 Longview Drive; Nina and Vince Thorpe, 3715 Longvie\ Drive; Kathy Klos and Tom Bedford, 3710 Longview Drive; Gloria Foote, 3740 Longview Drive and Fran Ferguson, 3752 Longview Drive. Nikko Parry, Commissioner O'Day stated he would not take part in the discussion on this item and would abstain from voting due to a possible conflict of interest. Steve Tisdale gave the staff presentation, referring to the memoranda attached to the packet from the Fire Chief and Police Chief, and reported staff fell the recommendations of these departments should be followed. Gloria Foote, 3740 Longview Drive, addressed the Commission, stating the dangerous part of the streel was the portion within the curve. She felt the portion of the street to the end of the curve shoulc be painted red and that would eliminate the blind portion of the street. Punches Melideo Wood 0 ' Day MINUTES September 12, 1983 Page 2 COMMISSIONERS \ Ms. Foote continued, stating if the entire street were to be redlined, there would be no place for the residents or visitors to park. Walter Valentine, 3747 Longview Drive, spoke next, supporting Ms. Foote's statement regarding the dange of the blind curve area. Vince Thorpe, 3715 Longview, addressed the Cornissic agreeing with the previous speakers that the dangerc part of the street is the curve. Once the street becomes straight, there is no problem as far as the traffic is concerned. Mr. Thorpe also agreed that portion of the street where the curve restricts the vision of drivers should be painted red on both side of the street. He felt the entire street should not be red curbed, due to the restrictive parking. Vincent Jimno, Police Chief, reported the street was designed as a sub-standard street and there is not enough space for safe parking on both sides of the street and still provide egress and ingress at the same time. He stated emergency vehicles could not maneuver on this street and a solution is necessary. He suggested posting one side of the street "no parking", and suggested perhaps posting the east side of the street. Another solution would be to widen the street, but that presents the proble of who would pay for that. Chief Jimno stated a compromise should be worked out. Chairman Punches read the memorandum from the Fire Chief recommending parking on one side of Longview. Ms. Foote stated there were too many cars and driver for the space they have now, and to eliminate one side of the street for parking would create a hardsh Also, visitors to the area would have to park on Chestnut or Elm and walk to the street. In answer to a statement from Chairman Punches regarding emergency vehicles, Ms. Foote stated the fire department had extinguished a fire behind her home and had not experienced any difficulty getting in or out of the street. Chief Jimno stated there were two issues, one, the sight problem at the curved portion of the street, and two, the no-parking problem due to the width of the street. In a discussion between the residents and the Commissioners, it was determined this street is a cul-de-sac and restricted to the people who live there, their visitors or business people. Assistant City Engineer Richard Allen stated the street was designed for residences on one side and was minus eight feet on the undeveloped side. Commissioners Harkins and Melideo discussed the width of the street, with Commissioner Harkins stating the street should be widened and Commissione Melideo stating one side should be painted red all the way down the street. Ms. Foote inquired which side of the street would be widened, and Chairman Punches stated that would be an Engineering decision , 3 3. MINUTES September 12, 1983 Chairman Punches stated he felt the street should not be redlined for the entire length of the street, and that the sight problem on the curve should be solved at this time. Commissioner Melideo stated she felt the Fire Department recommendation should be considered. Commissioner Harkins felt the accident rate was not a factor on this street, and if at a future date a problem arose because of the width of the street, the street should then be widened. He also agreed the sight problem was the immediate problem to be solved. The Commission voted to ask the City Council to exempt Longview Drive from Resolution No. 6334, adopted October 28, 1980, to redline the street for the entire west side. The Commission recommends redlining both sides of the street at the inter- section of Longview Drive and Chestnut Avenue, a distance to be determined by an Engineering study, to give the protection necessary on the curved area. Chairman Punches explained to the residents present that this recommendation would go to the City Counci and they would make the final determination. INFORMATIONAL ITEMS : 1. Traffic Safety Policies Steve Tisdale announced the Commissioners had been given copies of the Policies. 2. Elm Avenue Median Steve Tisdale called attention to displayed on the Council Chambers perusal of the Commissioners. 3. Edinburgh & Glasgow - Request Traffic Control the wall maps wall for the for Add it ional Loree Hogan, 4717 Edinburgh Drive and Paul Glick, 4718 Edinburgh Drive, were presen, to speak to the Commission on this item. Mr. Glick stated only one stripe had been painted on the street at this time, and that is not sufficient to cause people to obey the stop sign. He stated the trucks are not stopping at all and he would like to see stricter enforcement. Steve Tisdale stated the letters "STOP" will be painted on the street. Mr. Glick indicated the construction trucks run the stop signs, especial1 between 6:30 - 7:30 a.m. and again between 3:30 - i: :3O p.m. Punches Melideo Wood 0 ' Day Harkins MINUTES September 12, 1983 Commissioner Harkins suggested police enforcement of the stop signs be scheduled for the specific times given by Mr. Glick. Commissioner Melideo suggested letters be written to the companies involved, asking them to control their drivers. Mr. Glick stated he had contacted the companies involved and some of the trucks were to be re-routed. Mr. Glick volunteered to conduct a traffic Survey, and stated he had already done this once and 90% of the trucks did not comply with the signs. The Commission voted to ask the Police Department to patrol the intersection of Edinburgh Drive and Glascow Drive between 6:3O - 7:30 a.m. and 3:30 - 4:30 p .m. (when the greater amount of non-compliance to the signs is taking place) and issue citations. Further, the Police Department should be asked to monitor this intersection periodically. Loree Hogan, 4-71? Edinburgh Drive, brought up a matter that she and Mr. Glick felt could become a Traffic Safety Commission matter. this was a matter for the Planning Commission and Parks & Recreation Commission, and Chairman Punches referred Ms. Hogan and Mr. Glick to those Commission This involved a planned park in their area and the matter of ingress and egress. 4. It was determined Alga & El Fuerte - Request for &Way Stop Charles Cannova, 6827 El Fuerte Street, addressed the Commission on this item, using the chalkbo.ard to illustrate the intersection and present stop signs. sign was too close to the intersection and should be moved beyond Santa Isabel Street. Mr. Cannova requested a stop sign be placed in the median and stop bars be added. Steve Tisdale stated the signs are temporary and if stop bars were put in, they would be difficult to remove. He added that in the future that would be a "no Parking" area, and the intersection will eventually be signalized. The Commission voted to add "Stop Ahead" signs and two temporary signs (largest possible) ; to be installed as high as possible to be seen coming up Alga Road. He further stated the 25 mph speed limit 5. Traffic Safety Commissioners Seminar Steve Tisdale announced the Seminar would be October 5th between 1:OO and 4:OO p.m. 6. Police Department News Releases Steve Tisdale announced these were for the Commissioners' perusal.
