MINUTES Meeting of: TRAFFIC SAFETY COMMISSION Time of Meeting: 3:OO p.m. Date of Meeting: December 5, 1983 Place of Meeting: Council Chambers y\\\ COMMISSIONERS CALL To ORDER: The meeting was called to order by Chairman Punches at 3:07 p.m. A. ROLLCALL: Present: Chairman Jeff Punches, Conmissioners Robert wood, William Harkins and Pat O'Day. Absent: Conmissioner Mary Melideo. Staff Members present : Steve Tisdale, Project Manager Ron Beckman, Assistant City Manager, Development a1 Services B, APPRWZG OF MINUTES: The Minutes of the November 7, 1983, Meeting were approved as presented. C. REFORT ON ACTION REOUESTED AT PREVIOUS MEETING: Steve Tisdale, Project Manager, reported staff was making work orders for decisions made at the last meeting. Also, there will be a meeting next week with the Principal of Magnolia School to discuss the traffic circulation problem there. D. ACTION ITEMS: Chairman Punches announced that Items 1 and 2 are the result of a letter from Robert Kilian and could be discussed jointly. 1. Left turn lane on El Camino Real at Chestnut Avenue - Request for longer lane. Mrs. Jane Kilian, 3950 Holly Brae Lane, addressed the Commission, stating the letter signed by her husband, Robert Kilian, was self-explanatory. is quite long to make a left turn as the lane is too short, and the remval of just a portion of the island would sirrplify the matter. She stated the wait Commissioner Harkins stated this has been a problem for years, and when the left turn people get there first, then the lane is blocked for the straight ahead lane. Ron Beckman, Assistant City Manaqer, Developmental Services, explained the policy of City Council regardinq development of this type. A similar project was in this year's CIP and was removed by the Council. This project will be recomnded for the next capital hrprovemnt program. Mr, Beckman further explained that any project totalling $50,000 or mre qoes into the capital irrprovement program. If the cost is below that amount, then it muld be included in the annual operations and maintenance budget. Hawever, both nust be approved by the Council. Punches Harkins wood O'Day *- I MINUTES December 5, 1983 Page 2 COMMISSIONERS In answer to a question as to whether this would be paid by the developer, Steve Tisdale answered it would be a City project. The Traffic Safety Comnission remmwnded to City Council to make the necessary changes in the left turn lanes at El Camino Real and Chestnut as soon as possible. 2. trucks from 8:OO p.m. to 6:OO a.m. Trucks on El Camino Real - Request for prohibition of Mrs. Kilian explained that last sunsner the noise from the trucks shifting gears by their home made so mch noise that it was difficult to have the windows and doors open. She explained that she knew the request in the letter was not reasonable. Ron Beckman stated there was really no alternative, as El Camino Real is one of the prime arterials that is to be used to keep the trucks out of residential neighborhoods. Cordssioner O'Day suggested to Mrs. Kilian that a noise wall (and he stated it could be a small wall) would help bounce the noise up into the air. Also, landscaping auld be used to absorb some of the noise. Mrs. Kilian contact a Landscape Architect. Mr. O'Day suggested The Traffic Cdssion confirmed staff's decision on this item to take no action at the present time. 3. and Laguna. Request for red curb on northeast corner of Pi0 Pico The Comission agreed, by consensus, to approve staff's recomndation on this item. OFF-AGE" ITEM: Chairman Punches asked for suggestions from the Comnissioners to make the wrk of this Comnission mre effective. Ron Becknan stated there will be a Traffic Engineer hired on a contract basis and part of the duties of this Engineer would be to h-plement a program dealing with the systematic analysis of accidents, locations, etc., determining where the problems can be solved. issues will come before this Comnission, such as policy and codes, for recommendations to the City Council. The traffic Comnissioner Harkins expressed concern that a Co- ordinating Comnittee and a Comnission were both in existence, with the statement being made if staff were doing its job well, the Comnission would have nothing to do. He stated he felt the Comnission should have a conplete breakdown on actions taken by the Comnittee. the person involved did not agree with this action, then that person should appear before,this Comnission to be heard. If Punches Harkins wocd O'Day Punches Harkins wood O'Day December 5, 1983 '- MINUTES Page 3 y\\\ COMMISSIONERS ~~ ~ Ron Beckman stated that when staff receives a written complaint, this Comnission gets that conplaint, if only as an information item to let the Comnission know the solution. right to appear before this Conmission if they are not pleased with the solution provided by staff. The people involved are told they have the Cmissioner O'Day stated he was satisfied with the function of the Comnission and read from the Ordinance creating the Co-ordinating Comnittee and the Comnission giving the duties of the two bodies. Ron Beckman reported he was making a recomnendation to the City Council on mtters relatins to traffic safety. Mr. Beckman stated that anything reported to the City by any source would be referred to the City Engineer for purposes of analysis-whether it is a hazard now or a potential hazard--and the report referred to the proper department with a mrk order. on this decision, Mr. Beckman would act as the arbitrator. If the decision is made that a hazard exists, the person would be instructed to complete the job imdiately. If no funds are available, Ron Beckman would have a special fund for the ,elimination of traffic hazards. After the work was conpleted, there would be an inspection to make certain the hazard had been eliminated. A report would be made at that time. If there is a disagreement Mr. Beckman stated he would get copies of that Agenda Bill for the members of this Comnission.
