HomeMy WebLinkAbout1984-03-05; Traffic Safety Commission; Minutes_- MINUTES Meeting of: TRAFFIC SAFETY COMMISSION Time of Meeting: 3:OO p.m. Date of Meeting: March 5, 1984 Place of Meeting: Council Chambers I- COMMISSIONERS CAU TO ORDER: The meeting was called to order by Chairman Punches at 3:03 p.m. A. ROLLCALL: Present: Chairman Punches, Comnissioners O'Day, wood, Melideo and Harkins. Absent: None. Staff Members present: Steve Tisdale, Project Manager Ron Beckman, City Engineer Vince Jimno, Police Chief Patty Cratty, Redevelopment Marty Rouman, Traffic Consultant Marsha Backlund, Parks & Recreation B. APPROVAL OF MINUTES: The Minutes of the February 6, 1984, Meeting were approved as presented. C. REPORT ON ACTION REQUESTED AT PREYIOUS MEETING: Steve Tisdale, Project Manager, reported no action had been taken since the last meeting. D. INFORMATIONAL ITEMS: 1. Kelly Drive - Request for Speed Limit Signs Mrs. Peggy Troupe was present to thank the Comnission for the actions to be taken on this item. Steve Tisdale, Project Manager, qave the report on this item, calling attention to the.attachments to the packet. Codssioner WxA stated he muld like to enphasize having the police department mnitor this area to enforce the speed limits. Police Chief Jbo stated three of the new units are in force now and the fourth will be by the end of this month, which will enable the Police Department to spend more time enforcinq speed limits, such as this one. There was a discussion about the critical speed in this particul-ar area being 40 mph, which might prove to be a problem if anyone takes a ticket to court. circumstances muld be taken into consideration, and whether the speed was unsafe at the time of the ticket. The speed limit for school area can only be enforced while children are goirw to and from school and on lunch period. The Traffic Safety Comnission requested special police surveillance of the Kelly School area for a period of time to insist the signs are obeyed during the school hours. 2. circulation mttern. Tamarack Avenue and Edinburgh Drive - Proposed new Mrs. Liliann Glick, 4718 Edinburgh Drive, addressed the Cmission, stating her mncern about the speeding on these streets and the added mncern about the proposed Park in the area, with the only accesses on Edinburgh. Cmissioner Harkins stated this Cdssion should get the Traffic Circulation Comnittee remmnendation on this before taking any action. Steve Tisdale reported on this item, using the wall map to indicate the Park site. Tamarack Avenue and Elm Avenue will be put through before this Park is coPrpleted, and this should change the traffic circulation pattern. Marsha Backlund, Parks & Recreation, stated if entrances were put on the arterial streets, this would create traffic hazards. parking inside the park. She stated there would be adequate Mr. Bernard Markham, 4748 Inverness Court, addressed the Corrmission, stating he lives in the Colony and was concerned about the traffic, and asked whether larger stop signs auld be installed. check to see whether the streets had stop bars painted on them with the wording STOP. Markham's question regarding signalization, staff stated there was none planned for that mrner. Staff stated they muld In answer to Mr. Mrs. Glick stated they had a homeowners' association that was quite active, and the Comnission and staff suggested this would be an excellent way to educate the local residents as to the speeding and stop signs. Police Chief Jho stated his Department would do some unexpected mnitorinq of the area periodically. As far as the added traffic generated by the Park in this area, staff noted this had been a mmrical zone, and if it had been developed as such, muld generate a greater munt of traffic than a Park. The Cmission at this point voted to go on remrd as congratulating Ron Beckman on his appointment as City Engineer. Redeveloanent Area - Promsed new street name sisns Patty Cratty, Redevelopment Department, gave the report on this item, referring to the attachments in the packet and using a map and photographs to show the new signs as proposed. She stated the idea is to draw people into the downtawn area and create a village atmosphere. Comissioner O'Day sugqested a sign at Elm off of the freeway. 4. School Safetv Patrol Prouram Steve Tisdale reported this was an informational item only and the Comnissioners auld read through the information in the packet. Officer Kates stated the Police Department is meeting with the administrators of Pine School. The school is in charge of the patrol, with the Police and Highway Patrol cooperating. At the present time, Pine School is the only patrol in aperation. The statement was made that the safety patrol was a qood way for some of the &ildren to learn the traffic safety laws. E.
