HomeMy WebLinkAbout1985-01-07; Traffic Safety Commission; Minutes- J MINUTES Meeting of: TRAFFIC SAFETY OMMISSIm Time of Meeting: 3:OO p.m. Date of Meeting: January 7, 1985 Place of Meeting: City Council Chambers j\Y COMMISSIONERS CALL To ORDER: The meeting was called to order by Chairman wood at 3:02 p.m. ROLL CALL: Present: Chairman wood, Camnissioners Melideo, O'Day and Harkins. Cdssioner Punches arrived at 3:08 p.m. Absent: None. Staff Members present: Steve Tisdale, Project Manager Ron Beckman, City Engineer Vincent Jirmo, Chief of Police AP- OF MINUTES: me Minutes of the November 5, 1984, meeting were approved as presented. REpowl CIN ACTION REQUESTEI, AT PREVIOUS MEETIM; Steve Tisdale reported the updated traffic munts for Edinburgh and Glasgaw were available and copies were distributed to the Cdssioners. ACTION ITEMS: 1. - Request for stop signs, speed limit signs and children- at-play signs. Cadencia between Del Rey Avenue and La Costa Avenue Chairman Mxd reported the Traffic Cdttee recomnded a speed study, to establish a speed limit that muld be enforced with radar by the police. reamended a "school bus stop ahead" sign for the area. The Cdttee The Traffic Study has not been done at the present time. Mrs. Jaaquie Laskiewicz, 7575 Cadencia, spoke on this item, stating the speeds down Cadencia are too high, and there is no visibility to La Costa. She stated it is very difficult to back out of driveways m, and there will soon be six driveways instead of four, making mre traffic hacking out into the street. The Camnissioners explained to Mrs. Laskiewicz that stop signs are not used to control speed, and Ron Beckman, City Engineer, mntinued, stating the Cdttee suggested a speed survey and establishment of a speed zone on Cadencia, along with a school bus stop sign. He stated he would also add a warning sign advising the southbound traffic there is a stop sign ahead. mis would be located between La Costa and Del Rey, closer to Del Rey, in order to give the drivers adequate time to stop. Ron Beckman stated that when the spe?ed survey is coqleted, an enforceable speed limit will be established, forming a habit pattern for the drivers in that area, with a speed limit to be enforced by radar. c.iEood O'Day Melideo Harkins .- MINUTES January 7, 1985 Page 2 COMMISSIONERS Steve Tisdale repo*ed that when the area becomes mre developed, the traffic speeds will autmtically decrease. Traffic Safety Conmission accepted staff reammendation to do a speed study on Cadencia at Del Rey Avenue and install "School Bus Stop Ahead" sign for the downhill traffic. Also, a warning sign of "Stop Sign Ahead" should he added for southbound traffic on Cadencia. 2. El Camino Real and Kelly - Request for a signal. Chairman hbod ammented that this item originated with staff . Fan Beclunan, City Engineer, stated the City was proceeding on the premise that this Conmission would approve this request. He stated this had been included in the CIP. In answer to query, Mr. Beckman explalined this was included in the public facilities fee program. If there is an access granted opposite Kelly in the future, that developer will have to put in the fourth 1- of the signal. He concluded, stating this signal will be synchronized with the siqnal at Tamarack and El Cdno Real. Traffic Safety comnission approved the installation of a traffic signal at El Camin0 Real and Kelly Lkive. 3. for a 35 mph speed limit me. Tamarack between El Camino Real and Skyline - Request Steve Tisdale gave the report on this item, referring to the speed study in the packet, and stating the recamnendation of staff was for a 35 mph speed limit. Ron Beckman added that the developer had been required to put a cfiip seal coating on this area to make the surface rough, to establish contact between the tires of cars and the pavement during the time the pavement is wet. Traffic Safety Comission approved the 35 mph speed limit between El Camin0 Real and Skyline. Cdssioner O'Day asked for re-consideration of the stop sign at Tamarack and Skyline, after the inprovements are put in Ron BeclaMn stated this will be put on the agenda after the street has been opened to traffic. 4. Parking Ordinance. Tamarack between Skyline and Elm Avenue - No Steve Tisdale reported this was a safety item. Cdssioner Harkins mmnted that items 3 and 4 had been pre-decided. Ron Beckman answered that these items auld have been taken to Council, but were presented to the Traffic Cdssion, for their reanmendation. He added that m irrevocable actions will be taken by staff or the Conanittee without first ooming before this Conmission.
