HomeMy WebLinkAbout1986-04-07; Traffic Safety Commission; Minutesc MINUTES Meeting of: TRAFFI, SAFETY COMMISSION Time of Meeting: 3:OO p.m. Date of Meeting: April 7, 1986 Place of Meeting: City Council Chambers y COMMISSIONERS CALL TO ORDER: Chairman Fuller called the Meeting to order at 3:OO p.m. ROLL CALL: Present: Chairman Fuller, Commissioners Erwin, Melidec and Wood. Absent: Commissioner O'Day. Staff Members Present: Kent Sears, Traffic Engineer Officer Shipley Mike Shirey APPROVAL OF MINUTES: Mintues of the Meeting held March 6, 1986, were approved as presented. REPORT ON ACTION FROM PREVIOUS MEETING: There was no report at this time. ACTION ITEMS: 1. Johnny's House of Glass - Request for green curb. Lorraine Rosas, 2680 State Street, owner of Johnny's House ( Glass, addressed the Commission stating cars park in front of their place of business and so close to the edge of the driveway that cars cannot turn into the driveway. She requested green curbing in front of their business to allow customers to drop off the glass or pick up items. She statt their business is a service business and relies on quick access for the customers. She commented about the narrownet of the driveway to the rear of the shop, and with the limited space for turning into the driveway, it is almost impossible for anyone to use that driveway to reach the parking at the rear of the building. Discussion followed, with staff indicating there is some green curbing across the street, and they have not been able to find authorization for that curbing. Traffic Safety Commission requested staff paint red curbings on each end of the driveway to allow access. for green curbing in front of the store was denied. The request Chairman Fuller requested staff investigate the green curb markings, and if they are illegally installed, have those curbings painted out. 2. This item was deferred until later in the meeting. ITEMS FROM COMMISSIONERS: Commissioner Erwin stated a group had been referred to him asking for time to make a presentation to the Commission. Alan Recce, representing the Concerned La Costa Citizens, explained the proposal to make the existing Rancho Santa Fe Road a residential street from Melrose to La Costa Avenue. The initial road improvements would be made to Melrose and La Costa extension. Mr. Recce used wall maps to indicate the proposed route. Fe Road would travel through canyon area and would need no sound attenuation measures. The traffic flow, according to Mr. Recce, could move from Rancho Santa Fe onto the La Costa extension, and then onto Melrose without restriction. Commissioner Erwin nominated Commssioner Melideo to represent the Traffic Safety Commission on this Committee. Commissione Wood seconded the nomination. The vote was unanimous. ITEMS FROM COMMISSIONERS: Commissioner Erwin asked whether a left turn signal could be installed at the La Costa/Rancho Santa Fe Road corner. Kent Sears indicated he would check into the possibility of re-opening the left-hand pocket there.
