Date of Meeting: September 8, 1986 Place of Meeting: City Council Chambers y\\\ COMMISSIONERS \ CALL TO ORDER: Chairman Fuller called the Meeting to order at 3:06 P.M. ROLL CALL: ----- Present - Chairman Fuller, Commissioners Erwin, Melideo, and O'Day. Commissioner Herring arrived at 3:08 P.M. Chairman Fuller introduced newly elected Commissioner Robert Herring to the Commis- sion. Absent - None Staff Members Present: Bob Johnson, Principal Civil Engineer Mike Shirey, Engineering Technician I1 Officer Kates, Police Department arrived at 3 P.M. 45 APPROVAL OF MINUTES: Minutes of the Meeting held August 4, 1986 were approved as presented. REPORT ON ACTION FROM PREVIOUS MEETING: No report given. ,.ACTION ITEMS: 1. Garfield Street between Elm Avenue and Grand Avenue - Request to C1 ose St ree t . At the August 4, 1986 Commission meeting, Chris Salomone, Housing and Redevelopment Manager, was asked by the Commission to: (1) Talk with nearby property owners; and (2) provide other design options. presented was diagonal parking on a one way street (north or south) keeping the same configuration but adding sidewalks, curbs and gutters, and landscaping thereby beautifying, and making parking legal by City Standards, to compliment streetscape. Commissioner Melido asked Mr. Salomone whether the diagonal parking.would create more parking spaces. Mr. Salomone replied that it would probably double the parking. Commissioner Melido also questioned the entrance and exits to the parking lot. two-way circulation would be best. stressed that she felt that parking was more the critical issue and that if making the street a one-way street would do that, then it should be done. Mr. Salomone replied that at this time, Commissioner Melido Commissioner O'Day raised a question regarding the number of parking spaces and asked if parking .would be on both sides. Mr. Salomone pointed out that on the design he was presenting there were 45 parking spaces, if a herringbone pattern was used with one way circulation. Commissioner O'Day inquired as to the size the parking spaces would have to be to accommodate the width of a compact car for the herringbone pattern. Mr. Salomone said that he had the City parking standards and that if the project were in a redevelopment area that they could allow 40% or 7-1/2 feet by 15 feet (smaller than the standard 8 feet by 20 feet). Commissioner O'Day pointed out that the right-of-way would be reduced by the installation of the curb and gutter from 60 feet to approximately 50 feet on the west side. He also noted that the east side has a 10 foot parkway and that the property line is not too far from where the wheel stop is located. Mr. Salomone agreed and stated that some wheel stops were over the property line. Mr. Salomone also stated that this design would bring the street into conformance with City Standards, something that it is not at the present time. parking on bothsides with 45" diagonal parking. Commissioner Melideo asked if it .was necessary to have sidewalks on the west side. Mr. Salomone emphasized that it was more important for the Commission to decide if it wanted one-way or two-way circulation so that the Engineering Department and the design group could lay out the best design for the area. the hotel on the west side would not be there forever. Mr. Salomone agreed and stated that he had already heard of several offers on the property. Commissioner O'Day recommended Commissioner O'Day pointed out that Commissioner O'Day asked if the street is closed one way, will it still be accessible to the public - a public access easement, for instance. Mr. Salomone replied that no access would be denied to adjacent properties and would function primarily as Washington Street now function and that the parking requirements would be brought into legal conformity. MINUTES September 8, 1986 TRAFFIC SAFETY COMMISSION Page 3 \ COMMISSIONERS ACTION ITEMS: (continued) Commissioner Melideo made a motion to have City staff redesign and do a herringbone pattern with diagonal parking on both sides and sidewalks only on the east side with an entrance from Elm Avenue and exit onto Grand. Commissioner O'Day wanted clarification of the motion and recommended that the wording be changed to "closure and convert Garfield street to a public parking lot subject to conditions." Commissioner Melideo wanted clarification on the word 'closure'. would require approval by half of the property owners. Closure is deeded back to the City for other purposes and specifically a street for circulation. 'closed', just a different standard for a street. Commissioner O'Day pointed out that vacation It doesn't mean Commissioner O'Day seconded the motion if the word 'closure' was deleted and recommended leaving the design of the parking up to the engineering department . A final motion was made to convert Garfield Street to a public parking lot, one-way from Elm to Grand using herringnbone parking on both sides of the street. 2. La Costa Meadows Elementary School - Request for stop sign, traffic siqnal and crosswalk. Mr. Wise, Principal of La Costa Meadows Elementary School expressed his concerns regarding stop signs on El Fuerte at Corinita, a traffic signal at Alga Road and Corintia Street, and crosswalks on all four corners at Alga and El Fuerte in a letter. Commissioner Fuller read the staff report. been installed on Corintia at El Fuerte as recommended previously by the Commission. A traffic signal was not recommended for Alga and Corintia by the Traffic Safety Coordinating Committee, however crosswalks are painted at this time at Alga Road and El Fuerte Street on the north anc west legs of the intersection. Dr. Hugh Terrell, 7017 El Fuerte St., representing the Parents/Teachers organization and the executive board of La Costa Meadows Elementary School, requested immediate attention to the two intersections - €1 Fuerte at Corintia and Alga at Corintia. Dr. Terrell read a lengthy letter to the Commission from the Parent/Teacher organization request- ing a traffic signal at the corner of Alga and Corintia and a three-way stop at El Fuerte and Corintia. Dr.Terrel1 stated that the 42 MPH speed on El Fuerte as shown by the speed survey was unsafe for school children and that the 52 MPH on Alga Road was also unsafe. Dr,Terrell pointed out that this is a main path to both the park and the school am that if Alga and Corintia were designated as "school crossings", the warrants would be met for a traffic signal. Commissioner Fuller asked Dr.Terrel1 if the school was the primary reason for wanting traffic signals and the possibility of using crossing guards as they have at Alga and El Fuerte. Dr.Terrel1 responded that there are no funds available for crossing guards and that the park is still an important issue and that crossing guards would not be there for that purpose. Susan Rapowske stated that she is a walker and that she has almost been hit five times while walking in the Corintia Street area. She also stated that many animals have been hit in this area, that many people drive faster than the 52 mph and she supports the concept of traffic signals. Steven Ford pointed out that the local City Municipal Code 10,060 Section A (sic) states that a traffic signal is to protect life and property. Mr. Ford brought up the cost of the traffic signal and the cost of insurance carriers and the recent supreme court decision on the culpability of negligence of municipal workers against individuals. Commissioner O'Day inquired as to the name of the insurance carrier that Mr. Ford .was referring to and if during his conversation was any mention of the City's concern over the cost of the trafic control devices mentioned to the carrier? stated that if cost wasn't the usual concern, then why was E signal not installed. Mr. Ford declined to say who the carrier was and further Commissioner Melideo brought up the fact that Mr. Ford was new to the community and that he was assuming a lot without knowing the track record of the people of Carlsbad and that she resented it. Mr. Ford responded that he understood how she felt but his concern was first and foremost for the children. Karen Brown pointed out that El Fuerte is a very steep and dangerous hill in itself and that the times that the children use the park do not necessarily fall within the time zones for the crossing guards. position that she would like to see a signal or stop signs at El Fuerte and Corintia. The A second motion was made that an additional traffic study be done showing specific hourly totals and a pedestrian study done during the rush hour for about two hours in the morning and in the evening. The staff report ,was read with the recommendation that the request be denied and the area be monitored in the future. The Commission asked Mr. Johnson to call the Postmaster to inquire if the postal employees had been directed to park on adjoining streets. A motion was made, seconded and approved that the Commission go along with the staff report. 4. Commissioner Fuller read the staff report as contained in the Agenda Packet. responding to her letter regarding this matter and agreed with the recommendation of the staff report.
