Tyler Street Alley - Request for one-way northbound travel between tlm Avenue and Grand Avenue. Bob 3ohnson gave the staff report, stating Redevelopment Agency had requested a one-way alley from Elm Avenue to Grand Avenue. There was a lease which allowed traffic to use and circulate in the parking areas behind the businesses. That lease will not be renewed and traffic must drive on an alley that varies in width. 0' Day Emin Fuller Herring Melideo ,- MINUTES PAGE COMMISSIONERS August 3, 1987 TRAFFIC SAFETY COMMISSION Mr. Johnson stated with the Streetscape Project, there will be a right-turn in and out for southbound traffic, and the buildings tend to restrict the sight distance. There will be signing to indicate a one-way alley and curb work done to minimize the obstructions. only, with no parking on either side. The alley will be for access Commissioner Melideo stated this lot was an important parking area for the Redevelopment area and building permits had been given on the strength of using this parking lot. Lynn Fitzgerald stated Chris Salomone had been unable to get a 2/3 majority of merchants to agree to the re-issuing of the lease. for the individual merchants. The parking will revert to private parking Commissioner Melideo said the 17 parking spaces that would be lost were a part of the remodeling and extra shops allowed on the corner of Elm Avenue and State Street. This would eliminate the public parking there. Staff stated there would be a loss of more than 17 parking spaces, as all the spaces would be returned to private parking for the merchants. However, only seven spaces are being removed entirely, and the public will be able to use the private parking. Harold Clarke, 814 Caminito Del Reposo, addressed the Commission stating he owns property on State Street and Grand Avenue. The merchants on the north side of Grand between State Street and Roosevelt do not have sufficient parking for their businesses. They arrive at work in the morning and line up on his lot and walk across the street. Mr. Clarke stated his tenants have no advantage, and the parking was to be for their customers. did not work as it was intended, and people parked there all day. parking", but this did not help. Therefore, the merchants all agreed to bail out of the lease at the first possible opportunity . The parking lot The merchants did post signs stating "no In answer to Commission query about contacting all the merchants in the area, Mr. Clarke stated he had not discussed this with all the merchants, but felt it was only fair to offer this parking to the tenants who pay the rent in those buildings. Commissioner Melideo expressed her concern with the way this parking lot had been presented, as it was not stated this was only a five-year lease, and then would not be available for public parking . Bob Johnson suggested the matter of the parking lot being returned to private use should be referred to the Design Review Board for action. L \ MINUTES COMMISSIONERS August 3, 1987 TRAFFIC SAFETY COMMISSION Page 3 Traffic Safety Commission adopted the recommendation of the Traffic Safety Coordinating Committee to create northbound one-way travel on the Tyler Street alley between Elm Avenue and Grand Avenue. Commissioner Melideo made a motion to oppose the termination of the parking lease at this time for the mid- block parking lot adjacent to Tyler Street between Elm Avenue and Grand Avenue, and refer it to the Design Review Board for consideration. Commissioner Fuller seconded the motion. Mr. Johnson stated the parking in the lot was not enforceable and the businessmen in the area decided not to renew the lease. Two-hour parking signs were posted, and still there was no space available for the tenants of those buildings or their customers. Commissioner Melideo stated the Beach Committee had based its decisions on parking being available in that lot. It was never presented to them there was a five-year lease that might not be renewed. Chris Salomone, Community Redevelopment Director, stated the agreement with the property owners was done in public hearings and a five-year lease was signed. been disputes because of the long-term employee parking, and as a result of that, the property Owners did not want to renew the agreement. The lease could be re-negotiated if the Design Review Board directed staff to pursue that. However, Mr. Salomone was not aware of any credit being given to any development for parking spaces in that lot. There have Mr. Salomone stated if anyone was not aware of the five- year lease agreement for the parking lot, that was an error, but without a 2/3 majority of owners, it was not possible to re-negotiate the lease. was to clean up that alley, and the lease agreement was an opportunity to do that and put in lighting and provide public parking. The original intent In answer to Commission query regarding any allowance given developers for parking spaces in this lot, Mr. Salomone stated Mr. Grant was granted his permit for the remodeling at State Street and Elm Avenue with the condition that when a parking authority is established, he would pay into that. Mr. Salomone stated he has been directed to form that parking authority and an agenda bill is going to Council. Traffic Safety Commission expressed opposition to the termination of the lease at this time for the parking lot adjacent to Tyler Street between Elm Avenue and Grand Avenue, and recommended this item be referred to the Design Review Board for consideration. Commissioner Erwin suggested the schools be notified under Step One when that guard crossing is being considered. Mr. 3ohnson replied the studies are done on a random basis to avoid influencing the count. If the City takes a guard away, that does not preclude the school putting a guard there . John Blair, Assistant Superintendent for Business Services at the School District, stated he was here at the invitation of the City. He added he would like to respond to the recommendations of the Commission in writing. appreciated the one recommendation to move the School District notification up on the list, and realizing there are some intersections that do not need crossing guards any more. He Bob Ewalt , San Marcos Unified School District , addressed the Commission, asking whether La Costa Meadows School was one of the schools to be considered for City guards.
