HomeMy WebLinkAbout1987-10-05; Traffic Safety Commission; MinutesMINUTES eeting of: TRAFFIC SAFETY COMMISSION Time of Meeting: 3:OO p.m. Date of Meeting: October 5, 1987 Place of Meeting: City Council Chambers CALL TO ORDER: Chairman O'Day called the Meeting to order at 3:Ol p.m. ROLL CALL: Present -- Chairman O'Day, Commissioners Erwin, Fuller, Herring and Melideo. Absent - - None. Staff Members Present: Bob 3ohnson, Principal Civil Engineer Mike Shirey, Engineering Tech 11 Officer Shipley APPROVAL OF MINUTES: Minutes of the Meeting held September 14, 1987, were approved as presented. ORAL COMMUNICATIONS: No one was present to speak before the Commission. OLD BUSINESS: Rob Johnson reported the alley downtown behind Redevelopment, (between Elm and Grand, west of Roosevelt ) that the Traffic Safety Commission recommended for one- way was now on a "wait-and-see" basis. The Design Review Board recommended this be placed on hold to see whether any problems arose as far as some of the merchants. Mr. 3ohnson reported Carlsbad received a citation from the Automobile Club of Southern California for its low pedestrian accident record in 1986. NEW BUSINESS: A. City Wide - Pedestrian Safety Proposal. Bob 3ohnson gave the staff report on this item, stating the item had been continued to allow time for Mrs. Hayes to prepare recommendations. letter were included in the packet. Chairman O'Day opened the public hearing at 3:33 p.m., and issued the invitation to speak. Marion Gast, 7212 San Lucas, a Member of the Senior Citizen Commission, spoke in favor of the ad hoc committee recommendations. She stated one example of an area where help was needed was the timing on the walk signal at Harding and Elm Avenue. for seniors to safely cross the street. That signal changes too quickly 0 'Day Erwin Fuller Herring Me1 i deo MINUTES October 5, 1987 TRAFFIC SAFETY COMMISSION PAGE ~OMMISSIONERS Thelma Hayes, 570 Laguna Drive, addressed the Commission relating how the committee reached the recommendations presented to the Traffic Safety Commission. commmittee members felt the pedestrian got lost in the consideration of traffic, with emphasis placed on vehicles and bicycles. She stated the Mrs. Hayes stated she did not know whether there is an ordinance regulating the placing of tables and chairs in the pedestrian right-of-way, which is a common practice by restaurants. The committee felt the Circulation Element was inadequate as far as an educational program. Mrs. Hayes stated one person had commented on the color of the "walk" signals, stating they were difficult to see. In answer to Commission query regarding sidewalks, Mrs. Hayes stated the problem was mainly with old construction, with specific examples being the schools, where there are no sidewalks or curbs. The committee felt in the vicinity of all schools, there should be sidewalks and a separation from the cars. Mrs. Hayes added that "1" intersections need guidance to inform the pedestrian how to safely cross that intersection. She stated the committee would like to see safer and more comfortable streets for all pedestrians; particularly the elderly, children and handicapped. Officer Shipley commented the Police Department does have a safety referral program. Bailey Noble, 5470 Los Robles Drive, spoke in favor of the recommendations as presented by the committee. he was not in favor of a member of AAA being on the Traffic Safety Coordinating Committee. Mr. Noble stated the citizens do not have access to one certain person or department to present their pedestrian problems. He stated Mario Monroy, 3610 Carlsbad Boulevard, stated there was a need to improve how problems are handled by the City. He asked the Commission to send the recommendations of the committee forward to the City Council. He cited some examples of pedestrian problems existing on Carlsbad Boulevard. Chairman O'Day suggested Mr. Monroy write a letter to the Planning Department or to the Traffic Safety Engineer. Commissioner Melideo commented the Traffic Safety Commission is an advisory body and does not make a final decision; the City Council makes all final decisions. Brockmann, 5511 Los Robles Drive, discussed pedestrian problems at Carlsbad Boulevard and Manzano Drive up to Tamarack. Carlsbad Boulevard was a truck route, and stated this related to the time before 1-5 was completed. the trucks should be told that is no longer a truck route. He referred to a document stating He stated Harold Clarke, 824 Caminito Del Reposa, added his support for the recommendations of the committee. Marjorie Monroy, 3610 Carlsbad Boulevard, asked the Commission to consider the pedestrian, as their problems have not been taken care of. Thelma Hayes, in response to query regarding interdepartmental programs, stated the committee would like to have one spot for matters affecting pedestrians, and want the Commission to be pro-active and not re- active, with general aims and guidelines. Mrs. Hayes stated they would like to have a non-voting member on the Traffic Safety Coordinating Committee to see that pedestrians receive their just due. Mort Bonas, 231 Olive Avenue, stated agreement with the committee recommendations and suggested they be sent forward to Council. A motion was made and seconded to recommend the City Manager consider appointing an ex-officio member to the Traffic Safety Coordinating Committee to represent the group concerned with pedestrian safety. The motion failed due to a lack of majority. Traffic Safety Commission referred the recommendation of a Pedestrian Education Program to the City Manager for his review and comments. B. Pontiac Drive - Request to establish prima facie speed limit and create 4-way STOP sign at the Pontiac/Southampton intersection. Bob Johnson gave the staff report as contained in the Commission report. Chairman O'Day opened the public hearing at 4:52 p.m., and issued the invitation to speak. One gentlemen spoke about the fast traffic on Southampton, stating there should be a four-way stop there. Chairman O'Day closed the public testimony portion at 4:55 p.m. Traffic Safety Commission adopted the Traffic Safety Coordinating Committee recommendation to designate Pontiac Drive as a through street, with no stop signs to be placed on Pontiac Drive at the four-leg intersection with Southampton Road. The recommended prima facie speed limit for Pontiac Drive beginning at Tamarack Avenue and proceeding northerly 0.7 miles is 35 miles per hour. REPORT FROM TRAFFIC SAFETY COMMISSIONERS: Commissioner Melideo stated there is a parking problem by the ballfield on Harding and Chestnut. Commissioner Melideo asked again about restaurants putting chairs on the sidewalks. Commissioner Herring stated Tamarack and Crescent Point needs to be studied.
