Absent -- None. Staff Members Present: Bob gohnson, Principal Civil Mike Shirey, Engineering Tech I1 Engineer APPROVAL OF MINUTES: Minutes of the Meeting held October 5, 1987, were approved as presented. ORAL COMMUNICATIONS: No one was present to speak before the Commission. OLD BUSINESS: Bob 3ohnson reported the Commission had referred the pedestrian education issue to the City Manager. written a memorandum to the City Manager and will meet with him this week to discuss this. He had Mr. Johnson wrote a memorandum to Mike Holzmiller, Planning Director, with regard to a Pedestrian Element, and he responded that Mr. 3ohnson should initiate an agenda bill to go before Council for them to refer the matter to the Planning Commission. Mr. 3ohnson stated that will be done. Mr. 3ohnson reported on the speed limit on Cadencia Street, stating a 25 m.p.h. prima facie speed limit had been established six months ago, and staff was requested to do a speed survey after six months. That survey was done, and on the upper portion near Carpa Court, the critical speed in 3uly of 1986, was 41 m.p.h., and in the recent survey the speed was 42 m.p.h. speed limit was posted, the speed increased one m.p.h. Near Del Rey, in 3uly of 1986, the speed was 42 m.p.h., and recently it was 46 m.p.h., an increase of 4 m.p.h. The Traffic Safety Coordinating Committee has been discussing this speed limit and will be studying this further. As soon as the A report will be forthcoming to this Commission. 0 ' Day Erwin Fuller Herring Melideo . .. - MINUTES November 2, 1987 TRAFFIC SAFETY COMMISSION PAGE ~OMMISSIONERS In answer to Commission query regarding the time of day the survey was made, Mr. 3ohnson stated between 1:45 p.m. and 4:OO p.m. The consensus of the Commissioners was that this is local traffic that is exceeding the speed limit, and Mr. 3ohnson stated that many times the complaints received by them on speeding turns out to be the local residents. NEW BUSINESS: A. Carlsbad Boulevard at Cerezo Drive - Request for painted crosswalk on Carlsbad Boulevard. Bob Johnson gave the staff presentation on this item, stating a painted crosswalk gives a false sense of security to pedestrians, but does not provide the protection people think it does. This is supposed to encourage groups of people to cross at that spot, but to the motorist it is not as visible. motorist views a crosswalk, and Mr. 3ohnson indicated motorists do not observe crosswalks as well as pedestrians. It cannot be assumed that a driver sees the crosswalk. There are up to 7.5 times more accidents at an uncontrolled intersection where there is a crosswalk, than at unmarked corners. A transparency was used to indicate how a Mr. 3ohnson stated at Carlsbad Boulevard and Cerezo Drive the sight distance is good and pedestrian volumes are low. There have been no reported accidents at that location, and the posted speed limit is 35 m.p.h.--however, the critical speed is higher. Staff conducted a gap study during peak hours to determine whether pedestrians had enough time to cross the street, and in every five-minute period, there was a minimum of six gaps that would allow pedestrians to cross before the next vehicle arrived. Mr. 3ohnson reported that in the first nine months of this year, there were twelve accidents involving pedestrians-- five at intersections and four of those with marked crosswalks. Of the four, three had controls. Mr. 3ohnson stated the City does paint crosswalks, where there are traffic signals and heavy pedestrian use, with some at stop signs. Bailey Noble, 5470 Los Robles, addressed the Commission asking for the crosswalk, stating that neighborhood wanted the same tr'eatment as they receive north of Agua Hedionda Lagoon, and the residents in that area feel some help is needed to assist them in getting across the street. Noble stated assistance is needed to improve the pedestrian safety in that area. Mr. Chairman O'Day stated that in approximately a year, a signal will be installed at Cannon Road, and that should help with the gap time for pedestrians to cross the street. MINUTES !> \\ November 2 , 1987 TRAFFIC SAFETY COMMISSION Page 3 COMM~SS~ONERS Marjorie Monroy, 3610 Carlsbad Boulevard, stated she shared Mr. Noble's frustration, as there seems to be no solution. Crosswalks don't work and the traffic can't be slowed down. She requested a copy of the traffic studies and staff indicated they would supply those. Since no one else wished to speak on this matter, the public testimony portion was closed. Commissioner Erwin stated that without a signal or a stop sign, he could not support a crosswalk. He would support a three-way stop or signal in the future. Commissioner Melideo stated the motorists need to be educated to know they should stop when people are trying to cross the streets. Commissioner Fuller stated the police are out there on Carlsbad Boulevard, and he believed the light at Cannon Road would help in providing additional gaps in traffic. He stated the reports are valid and with that information he could not support a crosswalk at this t ime . Commissioner Herring said he knew crosswalks were dangerous and not the answer to pedestrian safety. Chairman O'Day commented he could appreciate the problem and the frustration of the pedestrians. Traffic Safety Commission approved the Traffic Safety Coordinating Committee recommendation, as follows: 1. A painted crosswalk not be installed on Carlsbad Boulevard at its intersection with Cerezo Drive. 2. The Police Department continue to enforce pedestrian right-of-way that is violated by drivers of motor vehicles. 3. Staff develop a policy for the installation and removal of painted crosswalks at uncontrolled intersections and present the findings at a future Traffic Safety Commission meeting. Commissioner Erwin suggested the Commission recommend the Police Department concentrate on that area for a while. 6. Calavera Hills - Request for "NO PARKING" zone on one side of Middleton Drive, Woodstock Street and Glasgow Drive. Bob 3ohnson gave the staff report, using a transparency to show the recommended parking for this area, and listing the requests of Mr. Watson with regard to parking. Staff indicated a no-right-turn out of the park was requested to keep people from turning into the development. reason to require a no-right-turn. There are no obstructions there and no O'Day Erwin Fuller Herring Melideo /"- MINUTES - Ray NcNay, 2905 Lancaster, addressed the Commission, stating a no-right-turn was wanted there to ensure no invasion of the residents' privacy. The City agreed to put signs at Tamarack and Edinburgh and divert traffic up Tamarack, right on Elm and on to Glasgow into the park, to preserve the privacy of the neighborhood and cut down on traffic. Since no one else wished to speak on this item, the public testimony portion was closed. Traffic Safety Commission approved the Traffic Safety Coordinating Committee recommendation, as follows: 1. Do not restrict parking on Glasgow Drive. 2. Create a "NO PARKING" zone on the northerly and easterly sides of Middleton Drive and Woodstock Street. 3. Evaluate the request for a painted crosswalk and 4- way STOP at the park entrance after the park opens and traffic volumes increase. 4. Do not install a llNO-RIGHT-TURN1l sign at the park exit to Glasgow Drive. 5. Do not install a l'STOP1l sign on New Haven Place at the Middleton Drive intersection. 6. Do not install a "STOPt1 sign at the Middleton DrivelWoodstock Street intersection. 7. Install a "STOP" sign on Dover Way at the Woodstock Street intersection. 8. Do not istall a "NO OUTLETI1 sign on Woodstock Street, immediately east of Middleton Drive. REPORT FROM TRAFFIC SAFETY COMMISSIONERS: Commissioner Fuller asked whether there was any form of identification for Traffic Safety Commissioners, and staff stated they would investigate this and report at the next meeting.
