HomeMy WebLinkAbout1988-09-01; Traffic Safety Commission; MinutesMINUTES Meeting of: TRAFFIC SAFETY COMMISSION Time of Meeting: 3:OO p.m. Date of Meeting: August 1, 1988 Place of Meeting: City Council Chambers COMMISSIONERS CALL TO ORDER: Chairman Pro-Tem Fuller called the Meeting to order at 3:07 p.m. ROLL CALL: Present -- Commissioners Fuller, Herring and Ward. Absent -- Commissioners Melideo and O'Day. Staff Members Present: Bob Johnson, Principal Civil Engineer Martin Lauber, Assistant Civil Officer Christensen, Police Engineer Depart me nt APPROVAL OF MINUTES: Minutes of the Meeting held June 6, 1988, were approved as presented. ORAL COMMUNICATIONS: No one was present to speak before the Commission. OLD BUSINESS: Bob 3ohnson announced that Sgt. Shipley was no longer in the Traffic Division of the Police Department and the new traffic sergeant is Sgt. Carpenter. Officer Christensen was in attendance at today's meeting representing the Police Department. Bob 3ohnson reported the Commission had requested copies of Title 10 of the Municipal Code, and he had those copies available for the Commissioners. Mr. Johnson congratulated Commissioners Melideo and Herring on their reappointments to the Commission for two-year terms. on her appointment to the Commission for a two-year term. He also congratulated Commissioner Ward NEW BUSINESS: A. Elect New Chairperson and Vice-Chairperson for remainder of Calendar Year 1988. This item was continued to the September meeting. B. Downtown Carlsbad - Review and comment on the Redevelopment Parking Plan. Bob 3ohnson introduced this item, stating the streetscape was approved by the Housing and Redevelopment Commission, with the stipulation that the Housing and Redevelopment Agency was to acquire offstreet parking before the onstreet parking was removed. The Agency is doing that as explained in the staff report in the packet. Fuller Herring Ward Fuller Herring Ward MINUTES yi\ $ - NEW BUSINESS: (Continued) Patty Cratty, Housing and Redevelopment Department, continued the report, calling attention to Exhibit 4 in the packet, which listed the properties being considered for parking lots. Commissioner Fuller expressed the desire to have an over- all picture of the downtown parking, showing parking lots now available and those planned. Ms. Cratty stated that parking has always been a problem in the downtown area, and as long as there is a problem there, it means that people are coming downtown to shop. However, the Redevelopment Agency is trying to anticipate parking needs for that area and to keep parking comfortable for shoppers by acquiring new lots as the need arises. She said there is no master plan for the area at this time, but the Commissioners could be given a map indicating the parking lots now in existence and those planned. Bob Johnson concurred there needs to be an over-all plan for parking downtown and he knew Chris Salomone, Director of the Redevelopment Agency, was aware of that. Commissioner Ward commented that the Commuter Rail Committee might need to be aware of what plans were anticipated for the railroad right-of -way parking and how that might affect their future plans. Bob Johnson stated he would provide an over-all picture of the parking in the downtown area as an information item at a future meeting. C. Pi0 Pic0 Drive - Request to establish prima facie speed limit from Tamarack Avenue to Elm Avenue. Bob Johnson gave the staff report as contained in the packet. Traffic Safety Commission approved the recommendation of the Traffic Safety Coordinating Committee to establish a 35 mile per hour prima facie speed limit on Pi0 Pic0 Drive from Tamarack Avenue northerly to Elm Avenue. D. Faraday Avenue - Request to establish prima facie speed limit from El Camino Real to College Boulevard. Martin Lauber gave the staff presentation as contained in the staff report. Traffic Safety Commission approved the recommendation of the Traffic Safety Coordinating Committee to establish a 40 mile per hour prima facie speed limit on Faraday Avenue betwen El Camino Real and College Boulevard. ADJOURNMENT: By proper motion, the Meeting of August 1, 1988, was adjourned at 3:37 p.m., to September 12, 1988, at 3:OO p.m., Council Chambers.
