Commissioner O'Day arrived at 3:Ol p.m., and Commissioner Herring arrived at 3:03 p.m. Absent: None. Staff Members Present: Bob Johnson, Traffic Engineer Sgt. Carpenter, Police Department Ron Ball, Assistant City Attorney Robert German, Risk Manager APPROVAL OF MINUTES: The Minutes of the Meeting held November 6, 1989, were approved as presented. ORAL COMMUNICATIONS : There were no requests to address the Commission on a non- agenda item. OLD BUSINESS: Bob Johnson reported that Councii had introduced the Ordinances for a speed limit and no parking on Calle Barcelona, and they were to be adopted December 5, 1989. In reply to Commission query regarding Adams Street, Mr. Johnson stated that the Management Analyst in the Engineering Department had summarized the results in a memorandum; with Council adopting Alternative D, 34 feet of roadway with bicycle lanes on both sides and a sidewalk on one side. By consensus, the Traffic Safety Commission agreed to move Item 6 C. to the end of the meeting. NEW BUSINESS: A. College Boulevard - Request to establish a 45 mile-per- hour prima facie speed limit. Bob Johnson gave the staff report, stating College Boulevar was constructed several years ago and no prima facie speed limit has been established. It is a major arterial and there are only two streets intersecting College; Faraday Avenue and Aston Avenue, and both are controlled by STOP signs. A traffic signal has been designed for Faraday and College, and will be installed approximately in March of 1990. The critical speeds are quite high, and the Traffic Safety Coordinating Committee recommended a 45 m.p.h. prima facie speed limit. B. Elect New ChairDerson and Vice-Chairperson for Calendar Year 1990. Commissioner Herring was unanimously elected Chairman for the year 1990. Commissioner Stachoviak was unanimously elected Vice Chairman for the year 1990. REPORT FROM TRAFFIC SAFETY COMMISSIONERS: Commissioner Fuller requested staff look at Jefferson Stree west of Marron, and asked that advisory signs be installed. Mr. Johnson replied that "Duck Crossing" signs were being designed at this time, and he will follow up on that. Commissioner Fuller inquired about Alga Road and the detoured traffic. Mr. Johnson said that some drivers are not stopping at the sign at El Fuerte Street and are giving the crossing guard and children problems. He said the traffic had increased significantly due to the detour. REPORT FROM TRAFFIC ENGINEER: Bob Johnson thanked the Commissioners and the Minutes Clerk for another year successfully completed. He commented that the Commission had met each month, which was the first time that has happened for several years. C. Traffic Safety Commission Workshop on the Brown Act and Robert's Rules of Order. Ron Ball, Assistant City Attorney, said the City Attorney's Office was attempting to talk with all Commissions regarding the Brown Act, and added that they are available at any time--during a meeting, if needed--to answer any questions that may arise with regard to proper procedure fa the Commission. Mr. Ball suggested the Commission adopt a set of procedures to be followed at each meeting. This information is given to the public at the beginning of each meeting, and they then are aware of the procedure to be followed at that meeting . The Commission, by consensus, agreed to study other procedures before the next meeting, and at the January meeting decide how to proceed with setting up procedures fa this Commission.
