HomeMy WebLinkAbout1991-01-07; Traffic Safety Commission; MinutesMINUTES Meeting of: TRAFFIC SAFETY COMMISSION Time of Meeting: 3:OO p.m. Date of Meeting: January 7, 1991 Place of Meeting: City Council Chambers CALL TO ORDER: Chairman Fuller called the Meeting to order at 3:OO p.m. ROLL CAI&: Present: Commissioners Fuller, Blake and Melideo. Commissioner O’Day arrived at 3:lO p.m. Absent: Commissioner Stachoviak. Staff Members Present: Bob Johnson, Traffic Engineer Officer Moore, Police Department Clyde Wickham, Associate Engineer Mike Shirey, Assistant Engineer APPROVAL OF MINUTES: The Minutes of the Meeting held December 3, 1990, were approved as presented. ORAL COMMUNICATIONS: Thelma Hayes, 580 Laguna Drive, addressed the Commission, stating she wished to commend staff for the implementation of the Pedestrian Actio9 Plan. She said with the added enhancement to the pedestrian campaign, hope to enter the Volvo contest with a greater chance to win. Mrs. Hayes asked for two items to be placed on the Commission’s agenda: one, completion of the re-striping of the roadway across the Buena Vista Lagoon, including the approach and on the bridge in time for the Walk for Mankind (sometime in March). Two, she would like an educational campaign to coincide to take advantage of the publicity the Walk for Mankind gets with regard to traffic safety. Bob Johnson stated that John Cahill could give Mrs. Hayes an update with regard to the work being done on Carlsbad Boulevard in connection with the streetscape. Chairman Fuller asked for a staff report on the general over-all educational program as far as pedestrians. The Commission could then determine whether or not more emphasis 011 this item was needed. Eob Johnson stated that at the request of Pete Biltchik, his letter was to be presented under Oral Communications. Mr. Biltchik could not attend today’s meeting, but wanted his letter submitted to the Commission. This is regarding the blockage of the bike lane by the Army Navy Academy. Mr. Johnmn asked tlle Commission to determine whether they wished to place this item on a future agenda. Mr. Johnson stated that staff has reviewed that particular al’ea and the road is signed for “No parking -- bike lane” and it is striped. Anyone violating that, is doing so willfully, and that is an issue of Police enforcement. Officer Moore stated the no parking in that area is enforced on complaints, as that is a low priority area for the Police and Meter Maid. Mr. Johnson said the chip seal program could be modified to handle this area and then re-stripe the street. It would take a special appropriation of $25,000. The Coordinating Committee recommended modification of the contract, with the Utilities/Maintenance Department to administer. The Committee further stated that if the four lanes were needed, the parking should be removed and the bike lanes to be retained. Pat O'Day, 7585 Navigator Circle, speaking as an interested citizen, stated that he was neither for nor against this request. He asked the Commission to consider two things. One, if the Commission decided not to re-stripe the street, there should be signs installed urging people to carpool to events at the Park. Two, if the Commission decides to re-stripe the street, the Commission may want to avoid a problem later by stating this is a temporary re-striping, and when the City Engineer or traffic reports indicate the four lanes are needed, it would automatically be re-striped without any further action. He stated he did not like to see the street narrowed down and was inclined to leave it as it is. Commissioner Melideo stated she would like to see it left just as it is and enforce the "no parking". Chairman Fuller stated he had one concern, and that was that the cost should be paid for by the Parks and Recreation Department. He also agreed with Mr. O'Day that at the time the street was to go back to four lanes, it should be automatic at the discretion of the City Engineer. The Traffic Safety Commission recommended the parking at Stagecoach Park be left as it is now, with no on-street parking allowed except by special permit, and referred the matter to the Parks and Recreation Department for them to search for other parking. Commissioner O'Day returned to the dais. Sidewalk Inventory ReDort - Review and approve. Mike Shirey gave the staff report, stating that three major revisions were made to the report following the February 5 and May 7 discussions by the Commission. The sidewalk rating equation was changed and expanded to include recreational and industrial areas. The school category was expanded under special conditions to be route specific. The second major revision was two additional appendixes, Future Development Link List and Non-Essential Link List. Another change was to up the construction cost per year to $300,000. The total program cost is approximately 9.8 million dollars for 76 items. Mr. Shirey added that staff is working on colored maps of the prioritized areas,and those would be ready by the next Commission meeting. Fuller Blake Me 1 ideo O'Day MINUTES January 7, 1991 TRAFFIC SAFETY COMMISSION Page 4 COMMISSION Thelma Hayes, 580 Laguna Drive, stated that on Page 3, where it states a number of special conditions which would warrant sidewalk construction, that it would be helpful if there were examples given. She felt that the appendixes should be referenced each time telling what Appendix A, for example. Mrs. Hayes said that she felt there was a contradiction in the category of speed where it is less than 25 m.p.h. in a school district, when 25 m.p.h. is what all schools are posted. On A-2, on bridges, overpasses and open trenches for drainage, where no provisions are made for the pedestrian on bridges and overpasses, such as Palomar Airport Road, or the bridge across the Buena Vista Lagoon, Mrs. Hayes felt these are hazardous and suggested that might be added. Mrs. Hayes said that commercial and industrial were put together and commercial zones in themselves are pedestrian-oriented areas, while industrial zones are not. The commercial zones should have a much higher rating and not in the same pedestrian use as industrial zones--they should be divided. Mrs. Hayes asked how Camino Vida Roble got to be #3 on the list--as she thinks of this as an industrial zone, and wondered why sidewalks weren't put in, if needed. Mrs. Hayes stated that Laguna Drive is three blocks long, and B-2 takes care of two blocks, but the third block is in the 1994-95 construction period, and she wondered why all three blocks were not done at one time. Commissioner O'Day commented the 25 m.p.h. speed limit is only during school hours. He said that he felt commercial and industrial should be in the same category, as commercial is paid for by other people. He said that Camino Vida Roble was designed 15 years ago. Mr. O'Day said he would like to see the maps and have staff look at Mrs. Hayes' comments. Commissioner Melideo made a motion to accept the report. Commissioner Blake seconded the motion. There was no action as there was a tie vote. Commissioner O'Day made a motion to consider this item at the next meeting, viewing either working versions of maps or finished maps and have staff comment on Mrs. Hayes' items. Chairman Fuller seconded the motion. Bob Johnson said the final maps would be ready by the next Commission meeting. If the rankings were to be re- prioritized, staff would need direction now. Chairman Fuller withdrew his second of the above motion. The Traffic Safety Commission approved the draft Sidewalk Inventory Report, amended to include staff report at the next meeting, with visual presentation and comments on Mrs. Hayes' items. "Walk Away From Oil Crisis" Pledae - Request for support. Clyde Wickham gave the staff report, asking for a motion from the Commission in support of this pledge. Short trips in cars waste fuel, and alternative modes of transportation should be encouraged. Thelma Hayes, 580 Laguna Drive, referred to the copy of the newspaper articles and her request for this to be an agenda item. She said this is a chance for people to think about a good thing for Carlsbad and to encourage bicycling. Chairman Fuller stated he could not endorse everyone walking if a trip was less than half a mile, as there are times that the type of business you are conducting does not allow you to walk to that destination. The Traffic Safety Commission endorsed the "Walk Away From Oil Crisis" Pledge, as a symbol of their support. D. TSC Rules and Procedures - Review and discuss; adopt Resolution No. 91-1. Bob Johnson stated that this is a yearly item for the Commission to review and discuss. Chairman Fuller inquired about the appropriate time to wait for a quorum for a meeting, and Mr. Johnson said that generally it is 15 minutes, but that it is entirely what the Chairman feels is in the best interest of the Commission. The Traffic Safety Commission adopted Resolution No. 91- 1, adopting the Traffic Safety Commission Procedures. REPORT FROM TRAFFIC SAFETY COMMISSIONERS: Commissioner Melideo inquired about the red curbs downtown, and stated if they were illegal, she wanted them removed. Mr. Johnson replied that after further investigation, staff found that the City had painted them and they were legal. Commissioner Blake inquired about the right turn at the intersection of Tamarack and El Camino Real, and Mr. Johnson said that intersection is being re-designed and the free right turn will be removed.
