Melideo and Stachoviak. Commissioner O'Day arrived at 3:12 p.m. Absent : None. Staff Members Present: Bob Johnson, Traffic Engineer Sgt. Don Metcalf, Police Department John Cahill, Municipal Projects Kathy Graham, Housing & Gary Kellison, Associate Engineer Manager Redevelopment Director APPROVAL OF' MINUTES: The Minutes of the Regular Meeting held February 4, 1991, were approved as presented. ORAL COMMUNICATIONS: There were no requests to address the Commission on a non- agenda item. OLD BUSINESS : There were no items under Old Business. NEW BUSINESS : A. Ocean Street Sculpture Park, Streetscape Phase IV - Request for Status Report Bob Johnson introduced the item, and Gary Kellison continued the report, together with John Cahill. Mr. Cahill explained Phase IV of the Streetscape, which includes the Sculpture Park, which was designed by Andrea Blum and will be at the corner of Carlsbad Boulevard and Ocean Street. Ocean Street will be closed at Carlsbad Boulevard and a parking lot consisting of 53 formal spaces will be constructed on Ocean Street. The park will transitioned into the completed bluff-top walkway to the south. Staff stated this project has been approved and is scheduled to be constructed starting in April of 1991. Fuller Blake Me1 ideo Stachoviak MINUTES March 4, 1991 TRAFFIC SAFETY COMMISSION Page 2 COM NEW BUSINESS: (Continued) The Commissioners were concerned about the loss of parking spaces in the parking lot, and staff explained that many of those spaces were sub-standard or illegal spaces and would have been removed at some time. They also explained that parallel parking is not physically possible on the street with a sidewalk, ramp and a bike lane. The State Parks Department owns the land in that area, and they allow people to park there. It is possible that in the future the State would either post this for no parking, put up barriers or install pay parking. In reply to Commission query, Mr. Cahill explained that Phase IV had been developed over a series of years and meetings, and it had always been known that there would be less parking. That issue was weighed during the meetings of all Commissions over several years of considering this project, and the present design was approved. Commissioners Stachoviak and Melideo expressed their concern over the loss of parking. The Commission requested staff to research the files to find whether or not the Commission took a formal position on this project . John Cahill stated he would inform Council of the concerns of the Commissioners. The Commission took no action as this was an information item. B. Downtown Carlsbad, Redevelopment Area - Request for Status Report of Projects Kathy Graham gave the report on this item, stating that probably the most important project in the Redevelopment Area is a complete Master Plan for the Redevelopment project area. It was felt that it was time to do this type of a plan to implement the goals of the Redevelopment Plan and add new goals. Ms. Graham said that parking is a concern, and the consultant will review that with a plan for the future. Ms. Graham said there are a number of other things-- such as the remodel and updating of the Army Navy Academy and a consolidation of the campus. This will be done over a long period of time as funding is available. Ms. Graham said there is a developer proposing a single-room occupancy project along Carlsbad Boulevard with mixed-use, and she explained the project. Ms. Graham stated that she had requests for proposals for the Community Development Block Grant Program with her, and would distribute them to the Commissioners for their use. Affordable Housing is another issue in the Redevelopment Area, as the City has received direction from SANDAG that 1,125 units of affordable housing for low and very low income people are needed. \ \\ MINUTES March 4, 1991 TRAFFIC SAFETY COMMISSION Page 3 COMMISSIONERS \ NEW BUSINESS: (Continued) C. The revised Housing Element will be implemented, and the Department is working with CalTrans and the Engineering Department on the name change for Elm Avenue. NCTD is working on the commuter rail station, and there is to be a new Redevelopment Survey Area that will include all the property west of 1-5 to the ocean and anything not in the present Redevelopment Area from the north and south City limits. Bob Johnson stated there would be a blue ribbon committee established for the Master Plan and the Traffic Safety Commission request that a Member from this Commission be on that committee has been conveyed to the City Manager. Hishland DrivefMaanolia Avenue Intersection - Request to Relocate Bus Stop Bob Johnson gave the staff report, using a transparency to show the present bus stop, and stating that there are problems with the junior high students who wait there after school for the bus. There are 20 to 25 students who walk to that stop in order to get a seat on the bus. The students loiter there and create a nuisance and do damage with their vandalism. Tom Lichterman, Manager of Operations at NCTD, conducted a study of this bus stop for one week, and based on the data, stated NCTD could eliminate this stop and provide a stop directly in front of Valley Junior High School. The bus stop is used almost exclusively by the students and would not inconvenience other bus riders. The recommendation of the Traffic Safety Coordinating Committee was to relocate the bus stop and paint the curb white between the two driveways at the school. Susan Bardwell, 3700-8 Highland Drive, representing Highland Townhouses Owners Association, stated that because of the number of students using this bus stop, there have been a number of problems as far as property damage and liability. The property owners are requesting that the bus stop in front of their building be eliminated. Chairman Fuller closed the public testimony portion and asked for Commission discussion. The Traffic Safety Commission adopted the recommendation of the Traffic Safety Coordinating Committee to relocate the bus stop that is now on Highland Drive approximately 100 feet south of Magnolia Avenue and move it to the junior high school location on Magnolia Avenue. The curb between the two westerly driveways is to be painted white. If problems occur, the curb will be painted red. REPORT FROM TRAFFIC SAFETY COMMISSIONERS: None.
