HomeMy WebLinkAbout1992-01-06; Traffic Safety Commission; MinutesMINUTES OF: TIME OF MEETING: DATE OF MEETING: PLACE OF MEETING: TRAFFIC SAFETY COMMISSION 3:OO p.m. January 6, 1992 City Council Chambers CALL TO ORDER: Chairman Stachoviak called the Meeting to order at 3:OO p.m. ROLL CALL: Present: Commissioners Stachoviak, Blake, Fuller and Rifkin. Absent : Commissioner Melideo. Staff Members Present: Bob Johnson, Traffic Engineer Mike Shirey, Assistant Engineer Sgt. Don Metcalf, Police Department APPROVAL OF MINUTES: On Motion by Commissioner Rifkin, the Commission approved the Minutes of the Regular Meeting held December 2, 1991, as presented. AYES : Blake, Fuller and Rifkin ABSTAIN: Stachoviak ORAL COMMUNICATIONS: There were no requests to address the Commission on a non-Agenda item. OLD BUSINESS: Bob Johnson stated that next month the Rancho Santa Fe Road and Questhaven intersection signalization will be on the agenda. This item was continued for six months, with the understanding that it would be back before the Commission in February. NEW BUSINESS: A. Traffic Siqnal Evaluation Policy Update Mike Shirey gave the staff report, stating this request was initiated by the Transportation Division. When the Traffic Signal Evaluation Policy was adopted in 1988, the indication was that it would be updated periodically. Mr. Shirey reiterated that the Traffic Signal Evaluation Policy that establishes the Signal Qualification List does not commit or require the signals to be installed in the order of ranking. He said that staff has conducted traffic studies and only traffic signals meeting CALTRANS signal warrants are indicated on the Traffic Signal Qualification List. Mr. Shirey concluded his report stating the Traffic Safety Coordinating Committee recommended that the 1992 Traffic Signal Evaluation Policy, including the Signal Qualification List, be adopted by the City Council. January 6, 1992 TRAFFIC SAFETY COMMISSION Page 2 NEW BUSINESS : ( Continued ) Mr. Shirey stated that the report was an update of data, but used the existing criteria. ACTION: On motion by Commissioner Rifkin, the Traffic Safety Commission recommended that the 1992 Traffic Signal Evaluation Policy, including the Signal Qualification List, be adopted by the City Council. AYES : Stachoviak, Blake, Fuller and Rifkin B. 1992 TDA Fundinq Mike Shirey gave the staff report, stating that two projects were recommended for funding by the Traffic Safety Coordinating Committee. The two projects are: $120,350 for sidewalk construction throughout the City, and $175,000 for two eight-foot bicycle lanes on El Camino Real from Palomar Airport Road to Faraday Avenue. A resolution by the City Council is required to be adopted authorizing submittal of the funding request to the San Diego Association of Governments (SANDAG). In reply to Commission query about whether or not the funds are carried over yearly, Mr. Shirey said that SANDAG holds the funds until projects are submitted to them. Mr. Johnson stated that the work would be phased, so Palomar Airport Road and El Camino Real would not be torn up at the same time. There was concern about installing sidewalks where they are not needed. Mr. Johnson stated that sidewalks will be constructed on El Camino Real, but this request is for money for bike lanes on El Camino Real. Mr. Johnson further stated that when roads are improved to full standards such as Palomar Airport Road, it will include curbs, gutters and sidewalks. He stated there are people using sidewalks on El Camino Real between Palomar Airport Road and Faraday. ACTION: On motion by Commissioner Fuller, the Traffic Safety Commission recommended submittal of a funding request to SANDAG for construction of two eight foot bicycle lanes on El Camino Real between Palomar Airport Road and Faraday Avenue in the amount of $175,000; and funding €or sidewalk construction in the amount of $120,350. Review TSC Rules and Procedures and AdoDt TSC Resolution NO. 92-1 Bob Johnson gave the report on this item, stating the rules for procedures governing the meetings of the Traffic Safety Commission were adopted to aid the Chairman and the Commissioners in conducting the" meetings. He asked for comments and recommendations from the Commissioners, and said these could either be incorporated into the Resolution, or staff could return with a revised Resolution at the next meeting . Mr. Johnson stated that the Resolution refers to Elm Avenue instead of Carlsbad Village Drive, and that should be changed. Commissioner Rifkin recommended that the word "materials*' be changed to "material" on page 8, Section 30, Line 17. Commissioner Fuller inquired about items under New Business, which are not legally public hearings, and the procedures for allowing public testimony. He was concerned about the public still making comments after the public testimony was concluded. Mr. Johnson stated that perhaps the f5 item, Response of Proponent, should be eliminated, as this is not as formal as the Planning Commission, where there are public hearings that have been noticed. He felt the applicants would not have any technical information to present in rebuttal and would not bring in experts. Commissioner Rifkin stated he objected to removing that section, since the applicant should be able to reply to comments made by other speakers. Chairman Stachoviak stated he would like to see f5 eliminated to give the Chairman more control in the meeting. The consensus of the Commission was that when a public hearing is officially noticed, these rules would apply. However, with the items heard under New Business, it was felt that perhaps different procedures should be set out. Commissioner Fuller reiterated his concern, stating that in the past, after the public testimony was closed under New Business items, the Commission was interrupted by the public when the Commissioners were discussing the item. Commissioner Rifkin felt that the sections shown would take care of the closing of the public hearings. Mr. Johnson recommended that perhaps the words "Public Hearing" should be eliminated and "Traffic Safety Commission Meetings" inserted. ACTION : On motion by Commissioner Fuller, the Traffic Safety Commission referred the TSC Rules and Procedures back to staff for revision; deleting Item f5 on page 8, Section 29 (c) and changing the words "Public Hearing" to "Traffic Safety Commission Meetings", where appropriate.
