HomeMy WebLinkAbout1992-12-07; Traffic Safety Commission; MinutesMINUTES MEETING OF: TRAFFIC SAFETY COMMISSION DATE OF MEETING: December 7, 1992 (Regular Meeting) TIME OF MEETING: 3:OO p.m. PLACE OF MEETING: City Councll Chambers CALL TO ORDER: Chairman Blake called the Meeting to order at 3:OO p.m. ROLL CALL: Present: Commissioners Blake, Fuller and Piel. Absent: Commissioner Stachoviak. Staff Members Present: Bob Johnson, Traffic Engineer Sgt. Don Metcalf, Police Department APPROVAL OF MINUTES: On motion by Commissioner Fuller, the Minutes of the Regular Meeting held November 2, 1992, were approved as presented. AYES: Blake, Fuller and Piel ORAL COMMUNICATIONS: There were no requests to address the Commission on a non-agenda item. PREVIOUS BUSINESS: There were no items. NEW BUSINESS: A. Paseo Del Norte - Citizen Request for a NO PARKING ZONE on the east side from Poinsettia Lane to the entrance to the Sea Cliff community. Bob Johnson gave the staff report, using a transparency to show Paseo Del Norte where the NO PARKING zone was requested by Greg Mc Gaffin, President of Sea Cliff Homeowners Association. There was a letter written to Mayor Lewis last October regarding this matter, and a copy of that letter was included in the packet. Mr. Mc Gaffin was informed of today’s meeting and staff received no request to withdraw the item for discussion at a later time. December 7, 1992 TRAFFIC SAFETY COMMISSION Page 2 NEW BUSINESS: (Continued) Mr. Johnson stated that additional red curb had been painted in that area to line up with the red curb on the east side of the street. As to a NO PARKING zone on the east side of Paseo Del Norte, from the exit gate of Sea Cliff to Poinsettia Lane, the Traffic Safety Coordinating Committee recommended denial of that request. The reason for denial was that there is no safety issue associated with the parking there. Mr. Johnson stated that Paseo Del Norte is 40 feet from curb to curb and that accommodates parking on both sides of the street. Mr. Johnson commented that as soon as the letter was written to the Mayor, the parking problem cleared up considerably. Staff has been observing the situation there, and there are four or five vehicles parked there or a motorhome. However, this does not create any problem with ingress or egress from Sea Cliff. Mr. Johnson said this issue has come up several times, but if a NO PARKING zone was established in that area, it would only push the problem to some other area. People do park there during the day and staff is aware of that. In reply to Commission query regarding how long some of the vehicles are parked there, Mr. Johnson stated that by City Ordinance, any vehicle may park on the street for a period Of 72 hours. Commissioner Fuller stated he opposed any action of this kind, as it would set a precedent and staff would be besieged with requests for NO PARKING zones throughout the City. There is no safety hazard involved in this area, and Commissioner Fuller stated he was in favor of the Coordinating Committee recommendation. ACTION: On motion by Commissioner Piel, the Traffic Safety Commission adopted the recommendation of the Traffic Safety Coordinating Committee to deny the request for a NO PARKING zone on the east side of Paseo Del Norte between Poinsettia Lane and the Sea Cliff gate. AYES: Blake, Fuller and Piel 6. Palomar AirDort Road - Police Department request to establish a new prima facie speed limit between Paseo Del Norte and the Price Club signalized intersection. Bob Johnson gave the staff report, using a transparency to show Palomar Airport Road. He stated that since the Price Club opened, the traffic situation in that area has changed. The signalized intersection is approximately 1,600 feet east of Paseo Del Norte, and when the 1-5 overpass and interchange has been widened, the lane striping will change. However, due to the increased volume of traffic (several thousand a day), the speeds have gone down. A speed survey was conducted, with the critical speed being 49 m.p.h. The speed limit from Paseo Del Norte to the west is 35 m.p.h., and from Paseo Del Norte to the east is 55 m.p.h. The survey indicates that it would be appropriate to establish a 45 m.p.h. prima facie speed limit on Palomar Airport Road from Paseo Del Norte east to the signalized entrance to the Price Club. December 7, 1992 TRAFFIC SAFETY COMMISSION Page 3 NEW BUSINESS: (Continued) ACTION: On motion by Commissioner Fuller, the Traffic Safety Commission adopted the recommendation of the Traffic Safety Coodinating Committee to establish a 45 m.p.h. prima facie speed limit on Palomar Airport Road between Paseo Del None and the signalized intersection to the Price Club. The other prima facie speed limits on Palomar Airport Road are to remain as currently posted. AYES: Blake, Fuller and Piel REPORT FROM TRAFFIC SAFETY COMMISSIONERS: None. REPORT FROM TRAFFIC ENGINEER: Bob Johnson stated that at the January meeting, the Commission will review the Rules and Procedures and adopt a Resolution approving those. Mr. Johnson stated that the appointment of the new Traffic Safety Commissioner is on tomorrow night’s City Council Meeting Agenda, December 8, 1992. The Resolution of Appreciation was delivered to Mr. Rifkin. Streetscape Phase V is to be discussed December 15, 1992, by the City Council, for direction for staff to meet with the merchants to establish a construction schedule. This phase of the streetscape involves Carlsbad Village Drive through the downtown area from Washington Street to Pi0 Pic0 Drive. Mr. Johnson wished everyone Happy Holidays and thanked the Commissioners and the Minutes Clerk for another successful year. He added that the Commission met each month during the past year.
