HomeMy WebLinkAbout1993-04-05; Traffic Safety Commission; MinutesMINUTES MEETING OF: TRAFFIC SAFETY COMMISSION DATE OF MEETING: April 5, 1993 TIME OF MEETING: 3:OO p.m. PLACE OF MEETING: City Council Chambers CALL TO ORDER: Traffic Engineer Bob Johnson called the Meeting to order at 3:OO p.m. ROLL CALL: Present: Commissioners Courtney, Fuller and Green. Absent: Commissioners Blake and Stachoviak. Commissioner Blake arrived at 3:05 p.m. Mr. Johnson stated the first order of business was to elect a Temporary Chairman for this Meeting. By unanimous vote, Commissioner Fuller was elected Temporary Chairman. Staff Members Present: Bob Johnson, Traffic Engineer Sgt. Don Metcalf, Police Department Clyde Wickham, Associate Engineer Steve Jantz, Associate Engineer APPROVAL OF MINUTES: On motion by Commissioner Green, the Minutes of the Regular Meeting held March 1 , 1993, were approved as presented. AYES: , Fuller, Courtney and Green ORAL COMMUNICATIONS: Thelma Hayes, 580 Laguna Drive, stated she would not be able to remain for the meeting, but requested that Item 8, Pedestrian Action Plan, be discussed by the Commission today. This item had been placed on the agenda at the request of Mrs. Hayes. PREVIOUS BUSINESS: Bob Johnson reported that the City Council heard the appeal on the guardrail at Alicante Road and Corte de la Vista and denied the appeal. The guardrail will remain in place at that location. In response to query by Temporary Chairman Fuller, Mr. Johnson stated that the speed limit on Park Drive was approved by City Council. Alaa Road/Cazadero Drive Intersection - Citizen request for intersection improvements Chairman Blake stated he would abstain from the discussion and vote on this matter due to a possible conflict of interest, and left the dais. Temporary Chairman Fuller assumed the Chair for this item. Clyde Wickham, Associate Engineer, gave the staff report, stating this request was initiated by Karen Campbell, 7141 Argonauta Drive, and involved potential improvements to the Alga Road/Cazadero Drive intersection. Mr. Wickham used transparencies to show the intersection and the proposals considered by staff. The alternatives are as follows: Alternative No. 1 : Install a traffic signal, including an 'Advance Warning' device. Alternative No. 2: Construct a 300 foot long, two-to-three foot high retaining wall along the south side of Alga Road, west of Cazadero Drive. Remove the majority of vegetation to increase sight visibility. Alternative No. 3: Close the southerly leg of the Alga Road/Cazadero Drive intersection between Alga Road and Luciemaga Street. Alternative No. 4: Modii Cazadero Drive to provide for southbound ONE-WAY travel only from Alga Road to Luciernaga Street. Alternative No. 5: Construct raised channelization to eliminate the northbound left-turn movement. Alternative No. 6: Take no action at this time, but continue to monitor the intersection. Mr. Wickham went into detail on each Alternative, giving the advantages and disadvantages of each one. The Traffic Safety Coordinating Committee recommended Alternative No. 5, and the cost to construct this raised channelization would be approximately $1,500, with the work being done by the City Utilities and Maintenance Department. This intersection is ranked Number 11 on the Ci of Carlsbad 1992 Traffc Signal Qualification List. Staff indicated that a petition had been received from citizens requesting Cazadero be ONE WAY ONLY from Alga Road - ingress only with no egress. Temporary Chairman Fuller opened the meeting for public comment. Leon Heinle, 6705 Abedul Place, stated he supported the staff recommendation. George Corales, 2629 Cazadero, spoke in favor of Alternative No. 5. He stated he was concerned about the sight distance at Corintia and Luciernaga outbound to Alga Road. April 5, 1993 TRAFFIC SAFm COMMISSION Page 3 NEW BUSINESS: (Continued) Karen Campbell, 7147 Argonauta Way, stated she was the neighbor who approached the City with regard to this intersection. She showed a short video of this intersection. Ms. Campbell stated she favored the raised channelization (pork chop) as recommended in Alternative No. 5. Jerry Collins, 2606 Luciernaga Street, stated that his property is on the southeast corner, and he gets cars in his backyard periodically. He said that a traffic light would be the safest solution, but until that is possible, he favored Alternative No. 4, to provide southbound ONE-WAY travel only from Alga Road to Luciernaga Street. Rita Shine, 251 0 Luciernaga Street, stated she was not in favor of a stop light, but felt no cars should be allowed to go out on to Alga Road-with a one-way ingress only. Temporary Chairman Fuller closed the Public Testimony at 3:37 p.m. Commissioner Green recommended rumble strips in addition to the channelization installation. Temporary Chairman Fuller stated he opposed the installation of rumble strips, due to the danger to motorcycles and bicycles. He recommended moving the traffic on Alga inward to increase the sight distance at the intersection, and to bring the raised portion of the channelization out as far as possible to allow the cars on Alga to see a car in that area The pork chop installation will help, with the traffic on Alga Road being flared toward the center, if that is possible. Commissioner Courtney stated that it isn’t possible to have the traffic light installed there in the near future. He would like to see some method of slowing traffic down to alert them to that intersection. ACTION: On motion by Commissioner Green, the Traffic Safety Commission approved the recommendation of the Traffic Safety Coordinating Committee to implement Alternative No. 5, which is to construct a raised channelization to eliminate the northbound left-turn movement at Alga Road/Cazadero Drive; to also include investigation of staff as to whether the striping on Alga Road could be modified to direct the traffic inward away from the channelization are and if rumble strips might be installed. Commissioner Courtney stated this action would not accomplish anything, as the speeding of the cars up the hill toward this intersection is the problem. AYES: Fuller and Green NOES: Courtney ABSTAIN: Blake Chairman Blake returned to the dais and assumed the Chair. Chairman Blake declared a Recess at 3:s p.m., and the Traffic Safety Commission re-convened at 355 p.m., with four Members present and Commissioner Stachoviak absent. Pedestrian Action Plan - Request for status report Bob Johnson stated that. this status report had been requested by Thelma Hayes. There have been no changes in the items, with the fiie key elements of the plan remaining the same. This was an information item, with no action necessary. C. 1993 TDA Funding - Review projects requested to receive funding Steve Jantz gave the staff report, stating a resolution by the City Council is required authorizing submittal of the funding request to the San Diego Association of Governments. The Traffic Safety Coordinating Committee recommended a funding request for PI 93/94 TDWransNet funds in the amount of $588,350, to be used for'the widening of the Poinsettia Lane/l-5 bridge to provide two bike lanes, sidewalk construction in various locations and widening of Jefferson Street to provide bicycle lanes. This would constitute a substantial safety improvement for bicycles by providing these lanes. ACTION: On motion by Commissioner Fuller, the Traffic Safety Commission approved the recommendation of the Traffic Safety Coordinating Committee to request $588,350 for PI 93/94 TDWransNet funds from the San Diego Association of Governments (SANDAG). AYES: Blake, Courtney, Fuller and Green REPORT FROM TRAFFIC SAFETY COMMISSIONERS: In response to Commission query regarding the improvements to Palomar Airport Road east of El Camino Real, Mr. Johnson stated that the notice for construction to start was for today, April 5. REPORT FROM TRAFFIC ENGINEER: Bob Johnson stated that the Traffic Safety Commission item with regard to the distance to move a parked vehicle will be on the Council agenda two weeks from tomorrow (April 20). ANNOUNCEMENT: Sgt. Metcalf announced that there have been violations of the vehicles to pedestrians on Carlsbad Boulevard between Tamarack and Carlsbad Village Drive, and the Police Department is going to be monitoring that area.
