Absent: Commissioner Courtney. Staff Members Present: Bob Johnson, Traffic Engineer Sgt. Don Metcalf Jim Murray, Associate Engineer APPROVAL OF MINUTES: On motion by Commissioner Anear, the Traffic Safety Commission approved the Minutes of the following Meetings, as presented: Minutes of the Regular Meeting held April 4, 1994. Minutes of the Regular Meeting held May 2, 1994. AYES: Green, Anear, Blake and Stachoviak ORAL COMMUNICATIONS: There were no requests to address the Commission on a non-agenda item. PREVIOUS BUSINESS: Bob Johnson stated the Ordinances for the Loker Avenue speed zones will be adopted by the City Council on Tuesday, June 7, 1994. Mr. Johnson said that the item on the May agenda regarding the sight distance mitigation at the intersection of Highland Drive and Chinquapin Avenue has been appealed to the City Council by Mr. Jubb. He stated that he would be presenting the staff report to the Council and the Traffic Safety Commission Minutes will be attached to the agenda bill. Commissioner Anear stated that Loker Avenue is a wide street and there should be striping on the street. Mr. Johnson said a work order is in process to stripe that street. June 6, 1994 TRAFFIC SAFW COMMISSION Page 2 NEW BUSINESS: A. Bayshore Drive - Request for parking restriction between 1O:OO p.m. and 6:OO a.m. Jim Murray, Associate Engineer, gave the staff report, using a transparency to show Bayshore Drive. The request was made by Jack Pintar, 4784 Bryce Circle, a resident of Laguna Shores subdivision. Mr. Pintar had stated that there is loud partying and vandalism in that area, with the individuals making the noise parking on Bayshore Drive in the non-restricted locations. Mr. Murray stated that Bayshore Drive is a local cul-de-sac street north of Agua Hedionda Lagoon, south of Park Drive and east of Marina Drive, and provides the only access to the Laguna Shores subdivision. There is a vacant parcel on the west side of Bayshore Drive, which will be developed in the future. There is a public pedestrian access walkway from the southerly end of Bayshore Drive to the north shore of Agua Hedionda Lagoon. At the present time, on-street parking is allowed on the easterly side of Bayshore Drive and there is NO PARKING along a portion of the west side. There is a 20-foot long yellow '20 Minute Loading Zone' on both sides of the pedestrian access walkway for the use of windsurfers at the southerly end of the cul-de-sac. Mr. Murray stated that the Police have indicated there is a history of activity at this location which has resulted in complaints. Staff has reviewed the request for parking restrictions and can support the request. However, staff felt there should be a restriction on all parking on Bayshore, but changing the hours to 11 :00 p.m. and 500 a.m., seven days a week. This is more consistent with other areas in the City and would provide a consistent parking restriction over the entire street. Mr. Murray concluded his report, stating the Traffic Safety Coordinating Committee recommended that all parking on Bayshore Drive be restricted between the hours of 11:OO p.m. and 5:OO a.m., seven days a week. Chairman Green inquired whether the NO PARKING that does exist on the westerly side would remain, and Mr. Murray stated that it would. Mr. Murray stated he had talked with Mr. Pintar, and he concurred with staffs recommendation. Commissioner Anear inquired about the width of Bayshore Drive, and Mr. Murray stated it is less than 36 feet in width, and when a street is less than 36 feet wide and has a berm on one side, according to Code, one side must be posted NO PARKING. When the project on the west side is developed, there will be curb and gutter constructed there and then parking will be allowed. Chairman Green referred to the letter dated April 21, 1994, from Mr. Pintar, with a statement that the police have been called numerous times to break up boisterous behavior in this area. Sgt. Metcalf confirmed that and added that it is definitely a party area that the Police feel needs restrictions. 2 June 6, 1994 TRAFFIC SAFETY COMMISSION Page 3 NRN BUSINESS: (Continued) ACTION: On motion by Commissioner Stachoviak, the Traffic Safety Commission adopted the Traffic Safety Coordinating Committee recommendation to restrict all parking on Bayshore Drive between the hours of 11:OO p.m. and 5:OO a.m., seven days a week. AYES: Green, Anear, Blake and Stachoviak REPORT FROM TRAFFIC SAFETY COMMISSIONERS: Commissioner Anear stated the Workshop held last Saturday was very worthwhile, and he thanked Bob Johnson. All the Commissioners concurred, stating it was an excellent meeting. Commissioner Blake stated there were three boat trailers hooked up to cars to get around the NO PARKING ban on trailers in the City. Sgt. Metcalf stated that tickets are being issued and ignored at this time. Commissioner Anear suggested the Police tow the cars that are parked in that area, and Sgt. Metcalf stated they do not remain in one spot for 72 hours. Commissioner Stachoviak complimented Sgt. Metcalf on the traffic control during the Saturday afternoon graduation ceremonies at the Army-Navy Academy. REPORT FROM TRAFFIC ENGINEER: Mr. Johnson reported that the July Commission meeting will be on July 11, instead of the first Monday, which is July 4. The meeting must be over before 300 p.m., due to another meeting in the Council Chambers at that time.
