HomeMy WebLinkAbout1998-06-01; Traffic Safety Commission; Minutesc , MINUTES MEETING OF : TRAFFIC SAFETY COMMISSION DATE OF MEETING: June 1,1998 (Regular Meeting) TIME OF MEETING: 3:OO p.m. PLACE OF MEETING: City Council Chambers CALL TO ORDER Chairperson Blake called the Meeting to order at 3: 1 1 p.m. ROLL CALL: Present: Commissioners Blake, Allen, and Gillfillan Absent: Courtney Staff Members Present: Bob Johnson, Traffic Engineer Sgt. Jim Byler, Carlsbad Police Department APPROVAL OF MINUTES: Commissioner Allen requested that the Minutes of March 2,1998 (under COMMENTS FROM COMMISSIONERS) be amended to reflect his umcerns regarding the safety of the northbound on-ramp at Las Flores Drive, and his suggestion that perhaps the City should look into the possibility of closing that on-ramp in an effort to reduce congestion at the northbound 1-5 and eastbound Highway 78 merge. Commissioner CMtllan requested that the Minutes of March 2,1998 be amended to clarify and emphasize that he would like to see prima facie speed limits established more in a manner between speed control devices (i.e., stop signs, traffic signals, etc.) and not have fragmented or indeterminate speeds and disparity of speeds such as those present on Highland Drive. On motion by Commissioner Allen, the Commission approved the minutes of the Regular Meeting of March 2,1998, as amended. AYES: Chairperson Blake, Commissioners Allen and Gillfillan Note: There were no minutes recorded for the meeting of April 6,1998 and May 4,1998 as both meetings were canceled due to a lack of agenda items. ORAL COMMUNICATIONS: None PREVIOUS BUSINESS: TraiZc Engineer, Bob Johnson, reported that the ordinance establishing a prima facie speed limit of 30 miles per hour on Las Flores Drive from Jefferson Street to Highland Drive, was adopted by the City Council and the speed limit signs are now in place. NEW BUSINESS: 6A. Hidden Vallev Road, Camino de las Ondas to Palomar Aimort Road - Request to establish a prima facie speed limit. June 1, 1998 TRAFFIC SAFETY COMMISSION Page 2 Trafllc Engineer, Bob Johnson presented the staffreport as follows: This item is to consider establishing a prima facie speed limit on Hidden Valley Road, from Camino de las Ondas northerly to it’s intersection with Palomar Airport Road. This road serves as a collector and is located south of Palomar Airport Road and east of Paseo del Norte. It provides access to the new Poinsettia Park and has a curb to curb width of 48 feet. It has a bicycle lane on each side and turn lanes at each intermtion. Curredy, trsc volumes are hrly light since this is a new and currently developing part of the City. Traffic volumes were obtained on February 10,1998 on Hidden Valley Road and indicated a 24-hour volume of 2,600 vehicles per day near Palomar Airport Road. On the same day, near Camino de las Ondas, a count indicated a 24-hour volume of 3,000 vehicles per day using Hidden Valley Road. Speed surveys were conducted on the roadway and the critical speed, 400 feet south of the Poinsettia Park entrance was 42 miles per hour and about 100 feet south of Saltaire Way was 43 miles per hour. Per the EnguKenng and Trafllc Survey, the accident history is very good, as there have been no accidents on this roadway. This section of Hidden Valley Road covers a distance of about 1 mile. There will be a school constructed on the southeast corner of Camino de las Ondas and Hidden Valley Road and will be completed by September, 1999. Shortly before the school opens, the appropriate school zone signage will be installed. The road has been constructed to full City standards, with curbs, gutters, and sidewalks on both sides, and streetlights. There is a traffic signal at Hidden Valley Road and Palomar Airport Road and a stop sign on Hidden Valley at Camino de las Ondas. Commissioner Gillfillan asked Mr. Johnson to explain how the new school will be accessed fiom Hidden Valley Road. Mr. Johnson indicated that there are two access points from Hidden Valley Road proposed; one at Lighthouse Road and another just north of Lighthouse Road, with the main access taken from Camino de las Ondas. Commissioner GiWlan asked what the speed limit is on the portion of Hidden Valley Road north of Palomar Airport Road. Mr. Johnson replied that there is no speed limit on that portion and explained that that portion is considered a minor road and will function more as a service entrance for the future LEG0 theme park. Commissioner Allen stated his support for the recoMmendation of a 40 mph prima facie speed limit on Hidden Valley Road as has been presented. ACTION: On motion by Commissioner Gillfillan, and duly seconded, the Trac Safety Commission nxmmedd that the City Council establish a prima facie 40 mile per hour speed limit upon Hidden Valley Road fbn Camino de las Ondas to it’s intersection with Palomar Airport Road. VOTE: 3-0 - AYES: Blake, Allen, and Gillfillan 6B. Election of a new Chairoerson and Vice-Chaimerson - Request to elect a new Chairperson and Vice-Chairperson of the Traffic Safety Commissioner, to serve from August 1998 through July 1999, inclusive. With a quorum present, the commissioners discussed the possibility of postponing this election until such time as a full Commission is present. It was pointed out that sometimes there is not a fidl Commission present, due to unavoidable absences, and that the election could be held without further delay. June 1, 1998 TRAFFIC SAFETY COMMISSION Page 3 On a motion by Cu Blake, and duly seconded, the Traffic Safety Commission voted to commence the nominations and election of the Chairperson and Vice-Chairperson, respectively, without further delay. M VOTE* 2- 1 AYES. Blake and Gillfillan NOES: Allen Chairperson Blake nominated Commissioner Gillfillan for the position of Commission Vice-Chairperson, from August, 1998 through July, 1999. The nomination was duly seconded. By a majority vote, Commissioner Gillfillan was elected to the position of Traffic Safety Commission Vice-Chairperson, commencing in August, 1998 and continuing through July, 1999. VOTE: 2-0- 1 AYES: Blake, and Allen NOES: None ABSTAIN Gillfillan (hqmon Blake nomimted Commissioner John Allen for the position of Commission Chairperson, fiom August, 1998 through July, 1999. The nomination was duly seconded. By a majority vote, Commissioner Allen was elected to the position of Traffic Safety Commission Chairperson, commencing in August, 1998 and continuing through July, 1999. VOTE: 3-0 - AYES: Blake, Allen, and Gillfillan NOES: None REPORT FROM TRAFFIC SAFETY COMMISSIONERS: None REPORT FROM TRAFFIC ENGINEER Tral3c I31gineer, Bob Johnson reported the following: The current status of the Operating Budget will be presented at the City Council Meeting, on Tuesday, June 2,1998, in the City Council Chambers. There will then be a public information session regarding the budget held in the City Council Chambers at 12:OO Noon, Thursday June 11, for any interested members of the public. Finally, on June 16, 1998, both the Operating Budget and the Capital Improvement Budget, for 1998- 1999, will be considered for adoption by the City Council.
