PLACE OF MEETING: CITY COUNCIL CHAMBERS CALL TO ORDER: Chairperson Gillfillan called the Meeting to order at 3:OO p.m. ROLL CALL: Present: Absent: Staff Members: APPROVAL OF MINUTES: July 10,2000 ACTION: VOTE: AYES: NOES: ABSTAIN: Chairperson Gillfillan, Commissioners Blake, Whitton Commissioners Courtney and Allen Robert Johnson, Deputy City Engineer, Transportation Motion by Commissioner Whitton, and duly seconded, to approve the minutes of the regular meeting of July 10,2000 as presented. 30-0 Blake, Gillfillan, Whitton None None ORAL COMMUNICATIONS: Mario Monroy, 749 Magnolia, Ave# B, Carlsbad, CA, expressed concern regarding the following items in the area of Jefferson from Tamarack Avenue to Magnolia Avenue and asked that the issues be addressed at a future Traffic Safety Commission meeting: Need for sidewalks and parking on Jefferson between Tamarack and Magnolia = Telephone poles with transformers South and North of the school should be under- Speeding traffic in the school zone Lack of a storm drains west of Jefferson Illegal parking of vehicles across driveways on Roosevelt Street as well as on Madison Flashing yellow beacon on Jefferson Street in the school zone to indicate the 25-mph grounded Street speed limit October 2,2000 -." TRAFFIC SAFETY COMMISSION Page 2 Advising Mr. Monroy that some of his concerns were enforcement issue, Mr. Johnson stated that he would alert Sgt. Kelly Cain of the alleged violations. In addition, Mr. Johnson stated that Mr. Monroy would be notified as to the date his concerns would be addressed by the Traffic Safety Commission at a regular meeting. PREVIOUS BUSINESS: None NEW BUSINESS: ITEM 6A Request to establish a prima facie speed limit upon Rancho Bravado from Melrose Drive to Paseo Monona Robert Johnson, Deputy City Engineer, Transportation, stated that agenda item #6A is a request for the establishment of a prima facie speed limit on Rancho Bravado. This road is located in the Rancho Carrillo development south of Palomar Airport Road; Rancho Bravado intersects Melrose Drive on the west. It is unclassified on the circulation element, but does function as a collector road with the STOP signs at Paseo Monona. A prima facie speed limit has not been established on this road. The developer of the homes in the area has requested that a speed limit be established. The road is relatively short; approximately 0.64 miles in length, with roadway grades ranging from 1 .OO% to 6.1 1%. West of Paseo Valindo, Rancho Bravado has a curbto-curb width of 48 feet. East of Paseo Valindo, Rancho Bravado has a cubto-curb width of 40 feet with no centerline striping. Traffic volumes, based on recent traffic counts, indicate east of Melrose there is approximately 2,800 vehicles per day and 1,900 vehicles per day west of Paseo Valindo. For the two-year period ending June 30, 2000, one traffic collision was reported to the Carlsbad Police Department. In order to establish a prima facie speed limit an Engineering and Traffic Survey is required to be conducted. The survey was conducted in accordance with the California Vehicle Code. A copy of the survey was included in the staff report. As part of the Engineering and Traffic Survey a speed survey is required. Based upon the results of the Engineering and Traffic Survey, the Traffic Safety Coordinating Committee recommends establishing a prima facie 35-mile per hour speed limit upon Rancho Bravado from Melrose Drive easterly to Paseo Monona. DISCUSSION: Mr. Whitton stated that he traveled the road and was in agreement with the recommendation to establish a prima facie speed limit of 35-mph on Rancho Bravado. October 2,2000 TRAFFIC SAFETY COMMISSION Page 3 Chairperson Gillfillan requested clarification regarding the ADT volumes. Mr. Johnson explained that the traffic volume numbers began to drop as the eastbound vehicles entered the residential area via the side streets. As there were no additional questions of staff, Chairperson Gillfillan called for a motion. ACTION: Motion by Commissioner Whitton, and duly seconded, that a prima facie speed limit of 35-mph be established upon Rancho Bravado from Melrose Drive Paseo Monona. VOTE: 3-0-0 AYES: Blake, Gillfillan, Whitton NOES: None ABSTAIN: None ITEM 6B: Request to establish a prima facie speed limit upon Cannon Road from Paseo Del Norte to Faraday Avenue based upon the results of the new Engineering and Traffic Survey Robert Johnson, Deputy City Engineer, Transportation, stated that agenda item MB is a request for the establishment of a prima facie speed limit upon Cannon Road from LEGOLAND Drive to Faraday Avenue, which is a new segment of Cannon Road. The request includes an evaluation and consideration of raising the existing 40 mph speed on the segment of Cannon Road from Paseo Del Norte easterly to LEGOLAND Drive. Cannon Road is a major arterial on the circulation element of the General Plan with a designed speed of 50 mph. Traffic signals have been installed at Paseo Del Norte and LEGOLAND Drive with the intersection at Car Country Drive uncontrolled on Cannon Road. Cannon Road terminates at Faraday Avenue and drivers must negotiate a 90" turn to proceed easterly on Faraday Avenue. In the future, the CannonIFaraday intersection will be a signalized T-intersection. In order to establish a prima facie speed limit, the Engineering and Traffic survey considers such factors as accident history, roadway features, adjacent land uses, driveway locations, traffic volumes, pedestrian volumes critical speed, horizontal and vertical alignment, stopping sight distances, conditions that may not be readily apparent to drivers and speed surveys must be conducted. The survey was conducted in accordance with the California Vehicle Code. A copy of the survey was included in the staff report. Mr. Johnson mentioned that in the future when Cannon Road extends from Faraday Avenue to El Camino Real the speed limit would have to be re-evaluated. Chairperson Gillfillan asked if there were questions of staff. Commissioner Blake stated that when he traveled the area in question, traffic was moving at 50-mph and would support the recommendation. Mr. Johnson acknowledged that currently the area in question is posted 40-mph. Mr. Whitton asked if the speed limit could be established at 50-mph. Mr. Johnson replied that the 47-mph speed sunrey would have to be eliminated so the speed limit could be raised. He advised the Commission that if a speed were posted higher than the area’s critical speed, this would not be conducive to good speed zoning. Chairperson Gillfillan wanted to know when the extension to El Camino Real would be completed, Mr. Johnson estimated that construction would begin in the latter part of 2001 ACTION: Motion by Commissioner Blake, and duly seconded, that the Traffic Safety Commission accept the recommendation of the Traffic Safety Coordinating Committee that a prima facie speed limit of 45-mph be established upon Cannon Road from Paseo Del Norte to Faraday Avenue based upon the results of the new Engineering and Traffic Survey. VOTE: 3-0-0 AYES: Gillfillan, Whitton, Blake NOES: None ABSTAIN: None REPORT FROM TRAFFIC SAFETY COMMISSIONERS: Commissioner Whitton noted that near the Shea new homes off of Cannon Road onto El Camino Real a traffic signal is in place, which causes vehicles that are approaching Cannon Road making a left hand turn to cut diagonally across north bound traffic. Mr. Johnson advised the Commission that he did report this to the Carlsbad Police Department, because it is an illegal maneuver. The only permitted turn at the signal southbound is a U-TURN. Commissioner Whitton stated that at the intersection of College and Palomar Airport Road there are two right-hand tum lanes southbound onto Palomar Airport Road south. He suggested that due to the opening of Aviara Parkway the second right hand turn lane should be eliminated. October 2,2000 TRAFFIC SAFETY COMMISSION Page 5 Mr. Johnson stated that a heavy right-turn volume still exists in this location, but noted that the situation would be evaluated if one of the lanes needs to be removed.
