PLACE OF MEETING: CITY COUNCIL CHAMBERS CALL TO ORDER: Chairperson Frank Whitton called the Meeting to order at 3:OO p.m. ROLL CALL: Present: Absent: Staff Members: Chairperson Frank Whitton, vice Chairperson Jim Courtney, Commissioners Jerry shall, Bob Mertz Commissioner Keith Gillfillan Robert Johnson, Deputy City Engineer, Transportation Division Sgt Kelly Cain, Carlsbad Police Department, Traffic Division ITEM 3 - APPROVAL OF MINUTES: July 2,2001 ACTION: Motion by Vice Chairperson Jim Courtney, and duly seconded, to approve the minutes of the regular meeting of July 2, 2001 as presented. VOTE: 4-0-0 AYES: Whitton, Courtney, Mertz, Schall NOES: None ABSTAIN: None ITEM 4 - ORAL COMMUNICATIONS: None ITEM 6 - PREVIOUS BUSINESS: Robert Johnson, Deputy City Engineer, Transportation Division, advised the Commission that the issue related to the speed zone on Alga Road between El Camino Real and Melrose Drive that was before the Traffic Safety Commission at the last regular meeting on July 2, 2001, which received a August 6,2001 I TRAFFIC SAFETY COMMISSION Page 2 recommendation from the Traffic Safety Commission that the speed limit be raised 50 mph, will be on the August 7,2001 City Council agenda for consideration of introduction of an ordinance. ITEM 6 - NEW BUSINESS: ITEM 6A Aviara ParkwayNightshade Road intersection - Request for installation of a traffic signal Robert Johnson, Deputy City Engineer, Transportation Division, stated that agenda items 6A is a request by Laura Wineholt, 6664 Curlew Terrace, Carlsbad, CAI for consideration of installing a traffic signal on Aviara Parkway at Nightshade Road. Ms. Wineholt received the staff report last week. After reviewing the report, there are several questions that she wants to further discuss with staff, hence she has requested, via telephone, that this agenda item be continued for one month. Mr. Johnson stated that as this is a formal agenda item, whether it is continued or not is at the discretion of this Commission. Mr. Johnson advised the Commission that Ms. Wneholt was not in the audience. Mr. Johnson commented that it was staffs recommendation that the Commission accept Ms. Wineholt's request for a continuance and schedule this agenda item for the September lol 2001 regular meeting. DISCUSSION: Vice Chairperson Jim Courtney asked if there would be other agenda items for September. Robert Johnson, Deputy City Engineer, Transportation Division, replied yes, tentatively there is one item. Commissioners Bob Mertz questioned the likelihood of this item being approved. Chairperson Frank Whitton stated this could not be determined until further discussion has taken place. Mr. Johnson advised the Commission that staff would make a presentation of the report and that Ms. Wineholt and other concerned neighbors will give their testimony regarding the issue and until this happens it cannot be determine how the Commission would vote on the item. MOTION: ACTION: Motion by Commissioners Jerry Schall, and duly seconded, that agenda item 6A, request for installation of a traffic signat on Aviara Parkway/Nighshade Road intersection, be continued until September 10, 2001. VOTE: 4-0-0 AYES: Whitton, Courtney, Mertz, Schall NOES: None ABSTAIN: None August 6,2001 TRAFFIC SAFETY COMMISSION Page 3 ITEM 7 - REPORT FROM TRAFFIC COMMISSIONERS None ITEM 8 - REPORT FROM TRAFFIC ENGINEER Robert Johnson, Deputy City Engineer, Transportation Division, informed the Commission that due to the holiday, Labor Day, on Monday, September 3, 2001, the next Traffic Safety Commission meeting will be held on Monday, September 10,2001.
