Kelly Cain, Carlsbad Police Department APPROVAL OF MINUTES: June 3.2002 ACTION: Motion bv Commissioner Mertz, and duly seconded, to amrove the minutes of the mular meeting of June 3,2002 as presented. Lkrhnm, aerputy City Engineer* fran!qmrtatian. mantimd. that. at. the City Council meeting on Tuesday, June 25, 2002 the Council took adion on the streetlight request €or Branta Avenue. The City Council died staff to instalt a standard city streetlight on Branta Avenue. It was determined by the City Council that the ~hetiiiM would be located on the north side of the street between the tot lot and the adjacent lot to the east. This location is one (1) lot westerly of the site that the Traffic Safety Commission recommended. NEW BUSINESS: ITEM 6A Establish a prima facie speed limit upon Chestnut Avenue ftom El Camino Real to 89ena "ena Avenue Referring to an overhead slide, Robert Johnson, Deputy City Engineer, Transportation Division, stated that agenda item #8A is a request to establish a prima fade speed limit upon Chestnut Avenue from El Camino Real to Sierra Morena Avenue. He noted that this segment of road is very short, approximately 0.25 miles in length, and does not qualify as residence district per the California Vehide Code, hence the need to estabiish a prima fscie speed limit based on the results of an Engineering and Traffic Survey. Mr. Johnson reported that staff conducted an Engineering and Traffic Survey and it is included in the staff report. In addition, Mr. Johnson stated that there have been no traffic collisions reported to the Carlsbad Police Department on the subject roadway segment for the -year period ending Febru8t"y 28,2002. Mr. Johnson mentioned that staff conducted a speed survey and determined that the ctiticai speed was 32 mik per hour on Chestnut Avenue at Trieste Drive. Mr. Johnson indicated that parking is allowed on both sides of the roadway and the road functions as a residential collector road. The roadway is fully improved with a 40 foot wrb-tpcurb street, with sidewalks and street lights on both sides. The road is located in a residential area and there is a Carlsbad Fire Station in the vicinity on Catatina immediately south of Chestnut. In summary, Mr. Johnson informed the Commission that over the years them have been some complaints from the public reganling speeding an this short segment of Chestnut. The horizontal and vertical alignment, coupled with the shortness of the road makes it difficult for the Catisbad Police to position themsehres to do the necessary enforcement on that segment of madway. However, he noted that it does appear to be appropriate at this time to estaMi a prima facie speed limit as a reminder to motorists that the speed limit needs to be complied with. Based on the mtts of the Engineering and Traffic Survey, the Trafftc Safety CooFdinating Committee recommends establishing a psima facie 30 mile per hour speed MmR upon Chestnut Avenue from El Camino Real to Sierra Mmna Avenue. An ordinance will be required to be adopted by the City Council to establish the speed limit as recommended. Acting Chairperson Courtney asked if there were questions of staff. As them were no public comments, Acting Chairperson Courtney dosed puMic tsstimony and called for a discussion. DISCUSSION: Acting Chairperson Courtney stated that he was familiar with the area and expressed his support regarding staff‘s recommenclation. Commissioner Schall mentioned that he drove the area and also expressed his support for establishing a prima facie speed limit. Commissioner Heffner and Commissioner Mertz concum. As there was no further discussion, Acting Chairperson Courtney closed discussion and called for a motion. MOTION: ACTION: Motion by Commissioner Schall, and duly seconded, to adopt the recommendation of the Traffic Safety Coordinating Committee, to establish a 30 mile per hour prima facie speed limit upon Chestnut Avenue from El Camino Rea{ to Sierra Morena Avenue. VOTE: 4-04 NOES: None ABSTAIN: None AYES: Courtney, Mertz, Schall, Weffner ITEM 6B: Elect a new Chairperson and Vice-Chairperson to se~~ from August 2002 through July 2003 Robert Johnson, Deputy City Engineer, Transportation Division, stated once a year the Traffic Safety Commission determines if a change in leadership, Chairperson and Vice-Chairperson, should take place. Typically, the election takes place in July of each year and the newly elected off3c8is would begin serving their terms at the next regular meeting in August. page4 The Commission discussed in detail the various options available to them regarding ereding new officers. Commissioner Schdl asked Acting Chairperson CocHtney if he wwkf be willing to sewe as Chairperson. Acting Chairperson Courtney indicated that he would be &\ling to serve as Chairperson. MOTION: ACTION: Motion by Commissioner Schall, and duly seconded, to appoint Acting. Chairperson Courtney to the position of Chaiiperson of the Traffic Safety Commission, to sew8 from August 2002 through July 2003. VOTE 4-0-0 AMs: Courtney, Mertz, Schall, Heffner NOES: None ABSTAIN: None Commissioner Mall asked Commissioner Mertz if he would be willing to sew8 as Vice-Chairperson. Commissioner Mea indicated that he would be willing to serve as Vice-Chairperson. MOTION: ACTION: Motion by Commissioner Schall, and duly seconded, to appoint Commissioner MePtr to the position of Vice-Chairperson of the Traffic Safety Commission, to serve from August 2002 through July 2003. VOTE: 4-0-0 AYES: Courtney, Me&, Schall, Heffner NOES: None ABSTAIN: None ITEM 7 None REPORT FROM TRAFMC COMMISSIONERS July 1,2062 Mr. Johnson mentioned that the next regular meeting of the Traffic Safety Commission would take place on Monday, August 5,2002. Acting Chairperson Courtney asked if the State Motor Vehicle Code definition of a commercial vehicle would be adopted by the City Council on July 23,2002. Mr. Johnson responded that the Traffic Safety Commission did make a recommendation on the definition and the recommendation will be taken forward to the City Council on July 23,2002, ADJOURNMENT: By proper motion the Regular Meeting of June 3,2002 was adjourned at 392 p.m. Dianna Scott Mlnutes Clerk
