HomeMy WebLinkAbout2012-05-07; Traffic Safety Commission; MinutesMEETING OF: DATE OF MEETING: TIME OF MEETING: PLACE OF MEETING: ITEM 1 -CALL TO ORDER MINUTES TRAFFIC SAFETY COMMISSION May 7, 2012 (Regular Meeting) 3:00 p.m. City Council Chambers Acting-Chair Guy Roney called the Meeting to order at 3 :00 p.m. ITEM 2 -ROLL CALL Present: Absent: Staff Members Present: Commissioner Guy Roney Commissioner Jairo Valderrama Commissioner Hope Wrisley Vice-Chair Gordon Cress John Kim, Associate Engineer, Transportation Department Jim Murray, Associate Engineer, Transportation Department Bryan Jones, City Traffic Engineer ITEM 3 -APPROVAL OF MINUTES Due to the lack of at least three Commissioners who were present at the April 2, 2012 TSC meeting, the approval of these minutes is postponed until the next scheduled meeting. ITEM 4 -ORAL COMMUNICATIONS: None. ITEM 5 -PREVIOUS BUSINESS: None. May 7, 2012 Traffic Safety Commission Meeting Page2 ITEM 6 -NEW BUSINESS: ITEM 6A: Investigate the need to establish a Stop on Camino Alvaro at its intersection with Sombrosa Street. Jim Murray presented the staff report to investigate the need to establish a Stop on Camino Alvaro at its intersection with Sombrosa Street. Camino Alvaro and Sombrosa Street are in a T-intersection configuration in a residential neighborhood with Camino Alvaro being considered the "stem" of the T-intersection and Sombrosa Street considered the "top" of the T. Currently, this intersection is uncontrolled on all approaches. Mr. Murray stated based on the study results, staff finds that the 10-mile per hour safe approach speed criteria is not being met for northbound Camino Alvaro drivers and a Stop sign can be considered for installation on Camino Alvaro at Sombrosa Street. In addition, the Traffic Safety Coordinating Committee recommends the installation of a Stop sign on Camino Alvaro at its intersection with Sombrosa Street. This would include painting a limit line and a Stop legend on the roadway. ACTION: VOTE: AYES: NOES: ABSTAIN: Motion by Commissioner Wrisley, and duly seconded by Commissioner Valderrama, to approve the installation of a Stop on Camino Alvaro at its intersection with Sombrosa Street. 3-0-0 Roney, Valderrama, Wrisley None None ITEM 6B: Consider adoption of a Traffic Safety Commission Resolution of Commendation for Steve Gallagher. Mr. Kim stated Commissioner Steve Gallagher was appointed to the Traffic Safety Commission by the City Council on July 21, 2009. He served on the Commission from August 2009 through April 2012. Commissioner Gallagher served as Chairperson from September 2011 to April 2012. Mr. Gallagher's term of service on the Traffic Safety Commission is ending due to his resignation. In the past, the Traffic Safety Commission has honored each Commissioner that has completed his/her appointment on the Commission with a Resolution of Commendation. Today's requested a.ction is to consider adoption of a Traffic Safety Commission Resolution of Commendation for Steve Gallagher for his service. May 7, 2012 ACTION: VOTE: AYES: NOES: ABSTAIN: Traffic Safety Commission Meeting Page 3 Motion by Commissioner Valderrama, and duly seconded by Commissioner Wrisley, to adopt a Traffic Safety Commission Resolution of Commendation for Steve Gallagher. 3-0-0 Roney, Valderrama, Wrisley None None Mr. Kim stated he would have the Resolution prepared, signed, and delivered to Mr. Gallagher. ITEM 7: REPORT FROM TRAFFIC SAFETY COMMISSIONERS Commissioner Wrisley asked if there are ever discussions with the School District about all of the schools departing at the same time. Mr. Kim replied there have not been specific conversations. In the past, staff has made suggestions about traffic operations at individual schools and how things could be improved. It would be in the city's best interest if the schools could stagger start and end times. Some schools have done this, and others have not. ITEMS: REPORT FROM TRAFFIC ENGINEER Mr. Kim stated the Traffic Calming Program is moving forward. The first public meeting was held with the residents of Levante Street. A proposed plan was developed to install additional Stop signs on Levante Street in accordance with the Residential Traffic Management Program. It was well received. A survey will be sent out to all of the residents on Levante Street to gain public support for the proposed plan. Once that survey is returned to staff, the proposal will be brought to the Traffic Safety Commission for the ordinances for the Stop signs involved. Additional public meetings are scheduled for Esfera and Magnolia upcoming this and next week. The remaining 6 streets on the waiting list to be addressed by the Traffic Calming Program will be scheduled as well. The voting for the new Chair and Vice-Chair positions will be postponed until the June or July meeting. The next regularly scheduled Traffic Safety Commission meeting is scheduled for June 6, 2012 at 3 :00 p.m. to be held in the City Council Chambers.
