Kelly Cain, Carlsbad Police Department APPROVAL OF MINUTES May 6, 2013 ACTION: VOTE: AYES: NOES: ABSTAIN: Motion by Commissioner Wrisley, and duly seconded by Commissioner Muir, to approve the minutes of the meeting held on May 6, 2013, as presented. 4-0-0 Valderrama, Wrisley, Fox, Muir None None ORAL COMMUNICATIONS: None PREVIOUS BUSINESS: None June 3,2013 Traffic Safety Commission Meeting Page 2 NEW BUSINESS: ITEM 6A: Highland Drive at Buena Vista Way/Elmwood Street - Request ALL-WAY STOP Control Mr. Murray presented the staff report to propose an ALL-WAY STOP at the intersection of Highland Drive and Buena Vista Way/Elmwood Street. The staff report described the location of the Intersection and the existing conditions including surrounding land uses, current traffic control, traffic volumes, accident history, pedestrian activity and avaiiable sight distance. Mr. Murray explained that the justification for considering an ALL-WAY STOP installation is found in the Califomia Manual on Uniform Traffic Control Devices (MUTCD). Mr. Murray stated that based on staff findings, the Traffic Safety Coordinating Committee recommended that an ALL-WAY STOP be considered at the intersection of Highland Drive and Buena Vista Way/Elmwood Street. Commissioner Muir asked what has changed with the intersection over the years and why is the STOP being proposed now. Mr. Murray responded that no significant changes have occurred atthe intersection but that there have been ongoing resident complaints about vehicle speeding and the safety ofthe children that attend the school adjacent to the Intersection. Mr. Kim explained that in the past these requests were evaluated solely on the basis of vehicle volumes and the number of collisions and couldn't be supported based on those factors alone. Staff is now able to consider other factors such as pedestrian activity and sight distance and is now able to support these requests if these factors are satisfied. Commissioner Wrisley spoke that she uses this intersection often and that vehicle speed does affect safety atthe intersection. ACTION: Motion by Commissioner Wrisley, and duly seconded by Commissioner Muir, to approve the request for an ail-way stop control at Highland Drive at Buena Vista Way/Elmwood Street. VOTE: 4-0-0 AYES: Valderrama, Wrisley, Fox, Muir NOES: None ABSTAIN: None ITEM 6B: Laguna Drive at Roosevelt Street/Buena Vista Orcle - Request ALL-WAY STOP Control Mr. Murray presented the staff report to propose an ALL-WAY STOP at the intersection of Laguna Drive and Roosevelt Street/Buena Vista Circle. The staff report described the location of the intersection and the existing conditions including surrounding land uses, current traffic control, traffic volumes, accident history, pedestrian activity and available sight distance. ACTION: Motion by Commissioner Wrisley, and duly seconded by Commissioner Fox, to approve the request for an all-way stop control at Laguna Drive at Roosevelt Street. VOTE: 4-0-0 AYES: Valderrama, Wrisley, Fox, Muir NOES: None ABSTAIN: None ITEM 7: REPORT FROM TRAFFIC SAFETY COMMISSIONERS None ITEM 8: REPORT FROM TRAFFIC ENGINEER Mr. Jones explained that one possible reason forthe recent Increase in requests for ALL-WAY STOP control is the fact that private property landscaping is maturing and causing sight distance restrictions in many places. Also, the MUTCD has changed some ofthe guidelines that focus on safety, so requests in the past that have been denied can now be considered. ADJOURNMENT: By proper motion.
