ROLL CALL Present: Chair Hope Wrisley, Vice-Chair Fred Muir, Commissioner Kathryn Fox, Commissioner Chuck Hunter Absent: None Staff Present: Doug Bilse, City Traffic Engineer Scott Donnell, Senior Planner Janean Hawney, Secretary APPROVAL OF MINUTES Chairperson Wrisley asked if there were any corrections or revisions to the minutes of the meeting from June 2, 2014. ACTION: VOTE: AYES: NOES: ABSTAIN: Motion by Commissioner Hunter, and duly seconded by Commissioner Fox, to approve the minutes of the meeting held on June 2, 2014, as presented. 4-0 Wrisley, Muir, Fox, Hunter None None Traffic Safety Commission meetings were not held in July 2014 or August 2014. ORAL COMMUNICATIONS: None September 8, 2014 Traffic Safety Commission Meeting Page 2 PREVIOUS BUSINESS: None NEW BUSINESS: Doug Bilse introduced himself as the new City Traffic Engineer informing the Commissioners that he will now be overseeing the Traffic Safety Commission Meetings and commended John Kim for all of his efforts while the organization was going through some changes. ITEM 6A: Receive presentation regarding Village and Barrio Plan and appoint a Traffic Safety Commission representative to interview with the project consultant Scott Donnell ofthe Planning Department presented an informative presentation on the Carlsbad Village and Barrio Plan. Council believes the Barrio should be included in the Master Plan process that will define a vision and establish development standards for the Village and Barrio areas. Dover, Kohl & Partners, a consultant for the City of Carlsbad, will be providing several different opportunities for residents, business owners and general public to "get involved" including a Kick- Off Event, Hands-On Design Sessions, Design Studios and Technical Meetings, Open House and a Work-in Progress Presentation. Commissioner Muir asked if there is an estimated date of completion for this part of the process. Mr. Donnell stated a plan should be produced by spring of 2015. Doug Bilse added that this process includes a series of projects that will be completed at different times, including a street lighting fixture plan in the Barrio area that will be completed fairly soon. Chair Wrisley asked if the Master Plan will include details such as specific fa~ade treatments and roof types. Mr. Donnell stated that the master plan could include these types of details, but that has not been finalized. Commissioner Muir requested more information regarding the public input process. Mr. Donnell said this process is largely driven by the residents, public, business owners and city staff. Staff will submit their recommendations to Planning Commission and City Council for a final decision and the staff reports are expected to include a discussion on any major discrepancies. Commissioner Muir asked if opinions from non-residents and Carlsbad residents living outside of the Barrio area will have the same weight. Mr. Donnell reassured that everyone's opinion is equal. Commissioner Muir stated we rely on tourism and wanted to know if there was a way to survey the tourists to ask them what would keep them engaged in Carlsbad. Mr. Donnell said that Visit Carlsbad and the city's consultant for the Village Urban Place have and provided feedback from and about tourists. September 8, 2014 Traffic Safety Commission Meeting Page 3 Mr. Bilse stated that the Master Plan is not expected to solve all of the transportation issues near the Village, but it will identify major issues that need to be addressed. Staff is about to start a separate Multimodal Study for the Village area that identifies what transportation infrastructure is needed so that someone arriving in Carlsbad by bus, train or vehicle can make their time in Carlsbad more enjoyable without having to rely on an automobile. Mr. Donnell recommended that a Traffic Commissioner be appointed to interview with the project consultant. Commissioner Muir and Commissioner Hunter agreed to participate with the interview process. ITEM 6B: Elect a new Chairperson and Vice-Chairperson of the Traffic Safety Commission ACTION: VOTE: AYES: NOES: ABSTAIN: Motion by Chair Wrisley, and duly seconded by Commissioner Fox, to appoint Commissioner Fred Muir as the new Chairperson of the Traffic Safety Commission. 4-0-0 Wrisley, Muir, Hunter, Fox None None Commissioner Fox was nominated and elected as the new Vice-Chairperson. ACTION: VOTE: AYES: NOES: ABSTAIN: Motion by Commissioner Muir, and duly seconded by Commissioner Hunter, to appoint Commissioner Katheryn Fox as the new Vice-Chairperson of the Traffic Safety Commission. 4-0-0 Wrisley, Muir, Hunter, Fox None None ITEM7: REPORT FROM TRAFFIC SAFETY COMMISSIONERS None ITEM 8: REPORT FROM TRAFFIC ENGINEER Doug Bilse, City Traffic Engineer updated the commission on a few topics: Mr. Bilse announced that there is a vacancy on the Traffic Safety Commission Board and anyone that might be interested should contact the City Clerk. Commissioner Hunter asked how much longer will there be desalinization construction traffic on Melrose Avenue. Mr. Bilse stated that the construction on Melrose will continue to the end of the year also adding that construction will be proceeding east on Faraday Avenue past El Camino Real September 8, 2014 Traffic Safety Commission Meeting Page 4 which will cause further delays in the area. Construction on Cannon Road is almost complete. Mr. Bilse also commended city staff on the diligent work that has been done to keep traffic moving throughout the city. Commissioner Muir said he had a discussion in the past with Mr. John Kim regarding some speed signs that he saw in the state of Utah that are programmable based on weather and other conditions and wanted to know if signs like these could better inform drivers of speed limits near schools. Mr. Bilse said that the California Vehicle Code sets the speed limits and variable speed limits on changeable signs was not an option in California, and there are programmable flashing beacons that can be timed to operate when school is in session (but noted that the lower speed limit is in place whenever children are at play-not just when school is in session). Commissioner Fox said two new bike racks were placed by Cafe Elise, however, there is an old bike rack that is still there, making it difficult to use the new racks and wanted to know if there was a reason why the old rack was not removed. Mr. Bilse stated the bike racks were installed with a grant and it was most likely just an over sight at that time and will have staff follow up on the removal of the old rack. Chair Wrisley expressed some concerns with reversed angled parking. Commissioner Fox added that reversed angled parking is installed for safety issues, especially near bicycle lanes.
