Chairperson Muir called the Meeting to order at 5:00 p.m.

APPROVAL OF MINUTES
Chairperson Muir asked if there wer~ any corrections or revisions to the minutes of the meeting
from November 3, 2014.

Mr. Bilse presented an overview and PowerPoint presentation of current land use development
projects currently being planned or constructed in Carlsbad. Mr. Bilse discussed project data
including acreage, construction timeline and costs involved with Robertson Ranch West and La
Costa Town Square. Mr. Bilse gave an explanation ofthe following projects: La Costa Town Center,
Quarry Creek Master Plan, State Street Townhomes, ViaSat Expansion, Holiday Inn and Staybridge
Suites, Blackstone Ranch, Westfield Carlsbad, and the Make Project.
ITEM 6D: TRANSPORTATION PROJECTS
Mr. Bilse presented an overview of the El Camino Real Widening project which included timelines,
construction cost, and traffic control plans. Mr. Bilse presented an overview of the Pedestrian
Signal at ViaSat Campus and explained the decision to construct a pedestrian traffic signal as
opposed to constructing a pedestrian bridge across El Camino Real.

Mr. Bilse handed out a listing of phone numbers and departments to contact for city services.

The Traffic Safety Commission will not meet in January, but will reconvene on February 2, 2015.
