HomeMy WebLinkAbout2016-02-01; Traffic Safety Commission; MinutesMEETING OF: DATE OF MEETING: TIME OF MEETING: PLACE OF MEETING: MINUTES TRAFFIC SAFETY COMMISSION February 1, 2016 5:00 p.m. City Council Chambers CALL TO ORDER Chairperson Fox called the Meeting to order at 5:00 p.m. ROLL CALL Present: Chair Kathryn Fox, Vice -Chair Chuck Hunter, Commissioner Ervin Poka, Commissioner Mychal Dourson, Commissioner Fred Muir Absent: None Staff Present: Doug Bilse, City Traffic Engineer Lolly Sangster, Program Manager Kim Stankavich, Secretary, Transportation Lieutenant Greg Koran, Police Department APPROVAL OF MINUTES Chairperson Fox asked if there were any corrections or revisions to the minutes from the meeting of December 7, 2015 ACTION: Motion by Commissioner Hunter to approve the minutes of the meeting held on Dec. 7, 2015. VOTE: 5-0-0 AYES: Hunter, Fox, Poka, Muir, Dourson NOES: None ABSTAIN: None ORAL COMMUNICATIONS: None PREVIOUS BUSINESS: None February 1, 2016 Traffic Safety Commission Meeting Page 2 NEW BUSINESS: ITEM 6H: Review and Approve TSC Procedure Rules and Adopt TSC Resolution 2016-1 On April 2, 1990 the Traffic Safety Commission adopted TSC Resolution No. 90-1 that established the original procedural rules. The procedural rules have been changed by the Traffic Safety Commission on an as -needed basis since originally being adopted. On a yearly basis, the Traffic Safety Commission reviews the procedural rules forthe conduct of the Traffic Safety Commission meeting. If changes are required based upon needs identified at Commission meetings the previous 12 months, changes can be incorporated into the attached resolution. ACTION: Motion by Commissioner Hunter and duly seconded by Commissioner Muir to adopt TSC Resolution 2016-1 subject to the following changes recommended by the Traffic Safety Commission: • In Section 1, "Introduction", add the words "Advocate forthe" to Item 1 so as to say "Advocate forthe health, safety, and welfare of the general public." • In Section 8, "New Business", the statement "Each person is granted five minutes to speak only on that agenda item" will be changed to say "three minutes". VOTE: 5-0-0 AYES: Hunter, Fox, Poka, Muir, Dourson NOES: None ABSTAIN: None ITEM 61: Carlsbad Coastal Mobility Readiness Plan — Information Item Only City Traffic Engineer Bilse and Program Manager Sangster presented information to the Traffic Safety Commission regarding the Carlsbad Coastal Mobility Readiness Plan. This was for informational purposes only. No action from the commission is required. The Carlsbad Coastal Mobility Readiness Plan develops strategies to take advantage of the rapidly advancing changes in our transportation system. These changes include the introduction of new mobility choices such as car share, bike share, Uber, shuttle/trolley services and the beginning phases of autonomous transportation technology. The objective of this work product is to better connect Carlsbad to the coastline, allowing more people to access more activities and services. Sustainable mobility concepts are a part of a bigger picture that encourages self -travel choices, vehicles that use less energy, and improved mobility connections. The Coastal Mobility Readiness Plan will help our stakeholders envision a seamless, interconnected coastal transportation system that closely links quality of life issues to economic growth. The plan identifies strategies that will strengthen our community and the businesses that serve them. February 1, 2016 Traffic Safety Commission Meeting Page 3 REPORT FROM TRAFFIC SAFETY COMMISSIONERS The Commissioners would like to see their role expanded with respect to being informed of more transportation -related projects and city issues. They would prefer to see items such as the General Plan Mobility Element before they are approved by the City Council. REPORT FROM CITY TRAFFIC ENGINEER Mr. Bilse encouraged the commissioners to regularly visit the city's website.
