HomeMy WebLinkAbout2016-03-07; Traffic Safety Commission; MinutesMEETING OF: DATE OF MEETING: TIME OF MEETING: PLACE OF MEETING: CALL TO ORDER MINUTES TRAFFIC SAFETY COMMISSION March 7, 2016 5:00p.m. City Council Chambers Chairperson Fox called the Meeting to order at 5:00 p.m. ROLL CALL Present: Chair Kathryn Fox, Vice-Chair Chuck Hunter, Commissioner Ervin Poka, Commissioner Fred Muir Absent: Commissioner Mychal Dourson Staff Present: Doug Bilse, City Traffic Engineer Jennifer Horodyski, Assistant Engineer Kim Stankavich, Secretary, Transportation Sergeant Jeff Smith, Police Department APPROVAL OF MINUTES Chairperson Fox asked ifthere were any corrections or revisions to the minutes from the meeting of February 1, 2016 ACTION: VOTE: AYES: NOES: ABSTAIN: Motion by Commissioner Hunter to approve the minutes of the meeting held on Feb. 1, 2016. 4-0-0 Hunter, Fox, Poka, Muir None None ORAL COMMUNICATIONS: None PREVIOUS BUSINESS: None March 7, 2016 Traffic Safety Commission Meeting Page 2 NEW BUSINESS: ITEM GE: New Traffic Control Devices-Buena Vista Way at Arland Road -Request for ALL-WAY STOP The subject intersection is located in the northwest quadrant of the city close to City Hall. Due to the vertical curvature of Buena Vista Way at Arland Road, sight distance to the east from Arland Road is severely restricted. The request was submitted by a resident of Carlsbad who expressed concerns about turning from Arland Road due to limited sight distance to the east. Staff proposed installing All-Way STOP signs to address the limited sight distance. Commissioner Hunter questioned the need to use ALL-WAY STOP control devices and noted other intersections along the Buena Vista Way corridor near Arland Road had varying approached to the legs that were STOP controlled. Staff concurred with the idea of investigating traffic calming measures as a preferred alternative since it could address the sight distance issues without requiring vehicles to stop when there are no conflicts at the intersection. ACTION: Motion by Commissioner Hunter and duly seconded by Commissioner Muir to Evaluate the Buena Vista Way corridor near Arland Road and look at traffic calming devices (e.g., traffic circle or mini-roundabout) that could address the sight distance issues at the following intersections, Highland Drive & Elmwood Avenue, Buena Vista Way & Arland Road, Buena Vista Way & Highland Drive. VOTE: 4-0-0 AYES: Hunter, Fox, Poka, Muir NOES: None ABSTAIN: None ITEM GF: Legislation and Policies-General Plan Mobility Element City Traffic Engineer, Doug Bilse presented the General Plan-Mobility Element. Presentation was for informational purposes only. There is no action required by the Traffic Safety Commissioners. REPORT FROM TRAFFIC SAFETY COMMISSIONERS Commissioner Muir asked staff to report on the yellow informational signs posted along Poinsettia Lane between El Camino Real and Cassia Road. Vice-Chair Hunter inquired about the construction on El Camino Real and the timeline involved. Mr. Bilse stated that there are currently three projects on El Camino Reat between Chestnut and Cannon. The work will most likely be ongoing for several more months. Vice-Chair Hunter also inquired about Carlsbad Boulevard south of Palomar Airport Road where the road is down to one traffic lane, and when it might be opened back up to two lanes of traffic. March 7, 2016 Traffic Safety Commission Meeting Page 3 Mr. Bilse said he is currently looking at the impact of keeping the traffic lane down to one lane long term, from that location to camp ground. This would open up approximately 150 new parking spaces. Mr. Bilse will be looking at the level of service and do a test case for a couple of month, looking at the impacts. REPORT FROM CITY TRAFFIC ENGINEER Mr. Bilse reported that the Measure A ballot initiative was still being evaluated and results were not yet finalized.
