HomeMy WebLinkAbout2016-05-02; Traffic Safety Commission; MinutesMEETING OF: DATE OF MEETING: TIME OF MEETING: PLACE OF MEETING: CALL TO ORDER MINUTES TRAFFIC SAFETY COMMISSION May 2,2016 ·5:00p.m. City Council Chambers Chairperson Fox called the Meeting to order at 5:00p.m. ROLL CALL Present: Chair Kathryn Fox, Vice-Chair Chuck Hunter, Commissioner Ervin Poka, Commissioner Fred Muir Absent: Commissioner Mychal Dourson Staff Present: Craig Williams, Transportation Manager Doug Bilse, City Traffic Engineer Lolly Sangster, Program Manager Pam Drew, Associate Planner Jennifer Horodyski, Assistant Engineer Lieutenant Greg Koran, Police Department APPROVAL OF MINUTES Chairperson Fox asked if there were any corrections or revisions to the minutes from the meeting of March 7, 2016. ACTION: VOTE: AYES: NOES: ABSTAIN: Motion by Commissioner Hunter (second by Commissioner Muir) to approve the minutes ofthe meeting held on March 7, 2016. 4-0-0 Hunter, Fox, Poka, Muir None None ORAL COMMUNICATIONS: None PREVIOUS BUSINESS: None May 2, 2016 Traffic Safety Commission Meeting ·Page 2 NEW BUSINESS: ITEM 6B: Village, Barrio, & Beach Parking Study Associate Planner, Pam Drew, presented information regarding the Village, Barrio, & Beach Parking Study that is expected to commence by the end of May and take approximately 12 months to complete. Kimley-Horn will conduct the parking study, which will develop near and long term parking strategies in the Village, Barrio, and beach areas. Commissioner Muir questioned how the study related to the Village and Barrio Master Plan, especially regarding which study is coming first. Pam Drew clarified that the Village and Barrio Master Plan will be approved separately from the parking study, but the master plan can subsequently be amended based on the results of the parking study. Commissioner Poka asked whether we are currently enforcing time-restricted parking; Lieutenant Koran responded that enforcing time-restricted parking is not currently a police department focus. This was an informational item. There was no action required by the Traffic Safety Commissioners. ITEM 6F: Coastal Corridor Mobility Readiness Plan Doug Bilse, City Traffic Engineer, and Lolly Sangster, Program Manager, presented information on the Coastal Corridor Mobility Readiness Plan. Attractive mobility options were discussed; key technologies that are most applicable to Carlsbad include bike sharing, trollies, electric vehicles, and parking management. Implementation recommendations were also presented. Commissioner Poka asked about how a trolley service would be set up and funded, and whether it would be run by NCTD. Lolly Sangster replied that there may be different scenarios, butthat NCTD would be involved, especially in the planning stages. This was an informational item. There was no action required by the Traffic Safety Commissioners. REPORT FROM TRAFFIC SAFETY COMMISSIONERS Chairperson Fox asked about the centerline striping recently added on Xana Way between Alga Road and Unicornio Street. Doug Bilse replied that it was added as a response to a citizen complaint and that he would check back in with more information. Fred Muir asked about the thermoplastic striping in the bike lane buffers on Cannon Road west of College Boulevard and stated that it is not ideal from a bicyclist perspective. Craig Williams replied that staff has been evaluating the pros and cons of thermoplastic striping. He stated that a benefit to the thermoplastic striping was that it serves as a warning to cyclists and drivers as they cross the stripe and enter into the buffer zone. He stated that due to maintenance concerns, we will May 2, 2016 Traffic Safety Commission Meeting Page 3 continue to use thermoplastic for bike lane striping and legends. Craig Williams asked if Commission Muir had any suggestions on how to get the word out to the bicyclist community about thermoplastic striping. Commissioner Hunter asked about the lane reduction study on Carlsbad Boulevard near Solamar Drive. Doug Bilse replied that there is a striping plan that was implemented on a temporary basis to close a southbound travel lane (adjacent to the bike lane) on Carlsbad Boulevard south of Solamar Drive to Island Way. He stated that subsequent reports would be submitted to the TSC to keep them informed of striping changes in that vicinity.
