HomeMy WebLinkAbout2016-09-12; Traffic Safety Commission; MinutesMEETING OF: DATE OF MEETING: TIME OF MEETING: PLACE OF MEETING: CALL TO ORDER MINUTES TRAFFIC SAFETY COMMISSION September 12, 2016 5:00p.m. City Council Chambers Chair Fox called the Meeting to order at 5:02 p.m. ROLL CALL: Present: Absent: Chair Kathryn Fox Vice-Chair Chuck Hunter Commissioner Fred Muir Commissioner Mychal Dourson Commissioner Ervin Poka Staff Members Present: Doug Bilse, City Traffic Engineer Craig Williams, Transportation Manager John Kim, Associate Engineer Lieutenant Greg Koran, Carlsbad Police Department Jim Gale, Engineering Technician II APPROVAL OF MINUTES: July 11, 2016 ACTION: VOTE: AYES: NOES: ABSTAIN: Motion by Commissioner Hunter, and duly seconded by Commissioner Muir to approve the minutes of the regular meeting held on July 11, 2016. 2-0-1 Fox, Muir None Hunter September 12, 2016 Traffic Safety Commission Meeting Page 2 ORAL COMMUNICATIONS: Ms. Teresa Barnes spoke regarding the challenges that the hearing-impaired and deaf community face when traveling within Carlsbad as a pedestrian, as a bicyclist, and as a motorist. She asked that signs be installed along the coast informing motorists and others of the presence of hearing- impaired persons. Ms. Barnes also presented her views regarding the pros and cons of installing a roundabout at the intersection of Carlsbad Boulevard/Tamarack Avenue. She concluded by saying May is National Hearing Month. PREVIOUS BUSINESS: None NEW BUSINESS: ITEM GA: Black Rail Road-Modify limits of existing 40 mph speed zone John Kim presented the staff report explaining that a 40 mph speed limit was established on all of Black Rail Road some years ago. The 40 mph speed zone extends from Sapphire Drive on the very north end down to Aviara Parkway on the south end. Poinsettia Lane intersects the speed zone. John said a small portion ofthe roadway north of Poinsettia Lane differs from the rest ofthe road in that it has residential driveways. A request was received to post a 25 mph speed limit adjacent to the homes. John said staff recommends modifying the limits oft he existing 40 mph speed zone to only include the portion south of Poinsettia Lane which would allow staff to issue a work order to install SPEED LIMIT 25 signs adjacent to the homes. John explained that the roadway portion adjacent to the homes qualifies as a /{Residence District" per the California Vehicle Code. Discussion: ACTION: VOTE: AYES: NOES: ABSTAIN: Motion by CommissionerMuir and duly seconded by Vice-Chair Hunter to recommend that City Council modify the limits of the 40 mile per hour prima facie speed limit on Black Rail Road as recommended by staff. 3-0-0 Muir, Hunter, Fox None None September 12, 2016 Traffic Safety Commission Meeting Page 3 ITEM 6B: CIP Project-Carlsbad Boulevard at Tamarack Avenue-Information Item Only Mr. Craig Williams, Transportation Manager, presented the Traffic Safety Commission with an informational report regarding the Tamarack Coastal Project. The presentation included background oft he project, feasibility stage, and conceptual design including three alternatives. Mr. Williams said staff is still in the early stages of the project and explained but explained the proposed timeline would have the project under construction one year from now. Discussion: ITEM 6C: Traffic Calming Primer-Information Item Only Doug Bilse gave a comprehensive presentation regarding traffic calming in general and specifics of Carlsbad's Traffic Calming Residential Management Program. Discussion: ITEM 6E: Elect a new Traffic Safety Commission Chairperson and Vice-Chairperson Chair Fox recommended that Vice-Chair Hunter be elected Chairperson for the following year. It was decided to postpone the election ofthe new Vice-Chairperson until a future meeting. ACTION: VOTE: AYES: NOES: ABSTAIN: Motion by Chair Fox and duly seconded by Commissioner Muir to electVice- Chair Hunter as Chairperson of the Traffic Safety Commission for the one- year period beginning October, 2016. 3-0-0 Fox, Muir, Hunter None None ITEM 6E: Monthly Public Education Theme-Information Item Only Mr. Bilse mentioned that the Traffic Division ofthe Carlsbad Police Department has been very busy at all of the schools in Carlsbad since school has been back in session the last two weeks. September 12, 2016 Traffic Safety Commission Meeting Page 4 REPORT FROM TRAFFIC SAFETY COMMISSIONERS None. REPORT FROM CITY TRAFFIC ENGINEER The City Traffic Engineer noted that staff has revised the design of the proposed mini-roundabout on Kelly Drive to address specific public comments made at the July TSC meeting. The October TSC agenda is expected to have an item to review these proposed changes. Mr. Bilse mentioned some of the items the commission will be hearing at upcoming meetings for the remainder of 2016. Mr. Bilse also encouraged all of the commissioners to attend the "2016 Boards & Commissions Appreciation Event" which will be held on Thursday, September 29th.
