ORAL COMMUNICATIONS/PUBLIC COMMENT Francis Lynch expressed concerns relating to the potential traffic impacts due to the proposed expansion of La Costa Meadows Elementary School. Mehdi Sarram encouraged the Commission to carefully consider measures to actively reduce the speed of traffic on Estrella de Mar. December 5, 2016 Traffic Safety Commission Meeting Page 2 Cathy Bellon requested that the Commission consider classifying La Costa Avenue the same as Calle Barcelona. She further explained that several homes have driveways along La Costa Avenue which increases the chance of accidents due to the current speeds that motorists travel along the road. Aaron McCarty asked that the Commission place traffic calming measures for La Costa Avenue on a future agenda. Gene Bellon, President of Alta Verde Homeowners Association, also requested that traffic calming for La Costa Avenue be placed on a future agenda. 5. PREVIOUS BUSINESS: None. 6. NEW BUSINESS: A. New Traffic Control Devices • Cassia Road Complete Street Project Associate Engineer John Kim presented the report and reviewed a PowerPoint presentation (on file in the Office of the City Clerk). In response to an inquiry from Commissioner Muir, staff explained that the location of the speed zone entry signs were selected to give adequate notification to the drivers that they are entering a traffic calming area. Chair Hunter requested that staff explain the rationale for the proposed locations of the traffic circles. Engineer Kim explained that the success oftraffic calming projects is based on spacing the features at regular intervals (approximately 500 to 700 feet apart). He stated that based on the desired spacing, staff is recommending that the traffic circles be placed at Kalmia Circle (West), Kalmia Circle (East) and Nicolia Drive. Speakers in Support of Staff's Recommendation: Eric Osterberg (in addition suggested that a pedestrian crosswalk be added at a future date). Speakers in Opposition of Staff's Recommendation: Fred Sandquist (regarding the traffic circle proposed for Kalmia Circle East); Marshall Goddard (regarding the traffic circle proposed for Kalmia Circle East). REPORT FROM TRAFFIC SAFETY COMMISSIONERS: Chair Hunter requested that staff provide the Commission with a traffic primer for Carlsbad Boulevard and Palomar Airport Road. 9. ADJOURNMENT: By proper motion, Chair Hunter adjourned the meeting of December 5, 2016 at 6:18p.m. Respectfully submitted, Engineering Technician II CITY OF CARLSBAD TRAFFIC SAFETY COMMISSION STAFF REPORT COMMISSION MEETING OF: December 5, 2016 ITEM NO. 6C-1 Page 1 LOCATION: Cassia Road Traffic Calming INITIATED BY: Eric Osterberg 1710 Fairlead Ave Carlsbad, CA 92011 STAFF RECOMMENDATION: Information Only BACKGROUND: Staff has heard various traffic concerns on Cassia Road between Poinsettia Lane and El Camino Real and has been working with residents to address those concerns. Cassia Road serves as a highly traveled connection between Poinsettia Lane and El Camino Real. The concerns reported to staff included high speeds on Cassia Road as well on the 90 degree turn at Poinsettia Lane, the presence of and excessive noise from oversize trucks, and the lack of available pedestrian crossings. Staff has implemented various improvements to address these concerns and is currently implementing a traffic calming plan for the corridor that utilizes performance-based practical design elements including cost-effective traffic circles. DATA: Cassia Road is classified as a Local/Neighborhood Street according to the Mobility Element of the Carlsbad General Plan. It serves as the existing connection for eastbound and westbound traffic traveling between Poinsettia Lane and El Camino Real (See Exhibit 1). According to the Mobility Element, Poinsettia Lane is classified as an Arterial Connector Street in the proximity of Cassia Road, while El Camino Real is classified as an Arterial Street. Although Cassia Road is classified as a Local/Neighborhood Street, the unconstructed section of Poinsettia Lane between Cassia Road and Skimmer Court/Oriole Court diverts traffic to Cassia Road and as a result, it functions as an Arterial Connector. Cassia Road has a curb-to-curb width of 40 feet. The roadway is fully improved with curb, gutter, sidewalk and street lights on both sides of the road. The roadway is striped with painted centerline and a bike lane in each direction. Parking is currently prohibited on both sides of Cassia Road. The speed limit on Cassia Road between EL Camino Real and Poinsettia Lane is currently posted at 35 miles per hour. The speed zone is based on a valid Engineering and Traffic Survey conducted in 2013. There are approximately 8,000 vehicles a day that travel on Cassia Road between Poinsettia Lane and El Camino Real. CITY OF CARLSBAD TRAFFIC SAFETY COMMISSION STAFF REPORT COMMISSION MEETING OF: December 5, 2016 ITEM NO. 6C-1 (continued) Page 2 In response to reported concerns of the 90 degree curve on Poinsettia Lane at Cassia Road, staff has completed the following improvements:  Reconfiguration of the eastbound left turn on Poinsettia Lane at Cassia Road  Curve warning signs and speed advisory plates (15 mph) for each direction of travel  Concrete barriers installed along the outside of the curve  Bike lanes and pedestrian travel routed behind concrete barriers to provide protection for bicyclists and pedestrians In response to concerns about vehicle speeding on Cassia Road, staff has completed the following improvements:  Vehicle lane narrowing via installation of bike lanes in both directions  “35” pavement legends installed to augment posted speed limit signs  Two permanent speed feedback signs installed, one for each direction of travel In response to concerns about excessive noise from oversize trucks on Cassia Road, staff has completed the following improvements:  Installation of truck prohibition signs on Cassia Road, Poinsettia Lane and El Camino Real  Police Department notification of companies in violation of truck prohibition On August 9, 2016, city staff met with residents to discuss on-going concerns about speeding on Cassia Road. At this meeting, staff committed to preparing a traffic calming plan for Cassia Road using cost-effective traffic calming measures such as painted traffic circles, similar to what was implemented on Kelly Drive in the vicinity of Kelly Elementary School. Key objectives of the proposed traffic calming plan include 1) lowering speeds on the corridor by introducing traffic calming features at regularly-spaced intervals, 2) not penalizing drivers traveling at the speed limit, 3) using devices that are self-enforcing, 4) improving the roadway environment for all users, and 5) enhancing the residential character of the roadway. To meet these objectives and address resident concerns on the corridor, a traffic calming plan for the corridor was drafted that included three traffic circles. CITY OF CARLSBAD TRAFFIC SAFETY COMMISSION STAFF REPORT COMMISSION MEETING OF: December 5, 2016 ITEM NO. 6C-1 (continued) Page 3 An important factor for the success of traffic calming projects is the spacing of features at regular intervals of approximately 500 feet to 700 feet. This spacing encourages consistent, low speeds on the corridor and discourages drivers from speeding between devices. It also encourages overall compliance by avoiding a roadway experience that may be irritating to drivers. Based on the recommended spacing, cost-effective traffic circles were proposed at Kalmia Circle (West), Kalmia Circle (East), and Nicolia Drive. The reverse curve between Kalmia Circle (East) and Nicolia Drive functions similarly to a traffic calming “chicane” and this portion of Cassia Road has been historically where the lowest speeds have been measured. In order to enhance the traffic calming characteristics of this reverse curve, staff is planning to relocate the existing speed feedback signs to help reduce speeds even more. (See Exhibit 2) The traffic circles are performance-based practical elements and will be constructed using striping and supplemented with ceramic domes. Painted extensions will narrow the roadway while providing horizontal deflection to reduce speed. Large, reflectorized ceramic domes (8” diameter with a 3” height) are designed to encourage compliance and accommodate the turning movements of larger vehicles. Curb ramps will be constructed for pedestrian use and also to allow bicyclists to and use the sidewalk to bypass each traffic circle. YIELD-control provided on each approach will improve vehicular access from the side streets and pedestrian crossings at the intersections. On October 18, 2016, a public meeting was held at the Dove Library Auditorium. Over 800 notifications were mailed out to residents two weeks in advance of the meeting date and approximately 50 residents attended the meeting. Staff presented the proposed traffic calming plan and gave residents an opportunity to provide feedback on the proposed plan, identify concerns and ask staff questions regarding specific features. Feedback was collected on comments that were evaluated by staff. Comments were found to be mostly positive and staff incorporated suggestions if they were feasible and were in line with the project’s traffic calming objectives. Staff developed final signing and striping design plans based on the public outreach. Staff is in the process of implementing the traffic calming plan on Cassia Road. In order to expedite implementation, components of the work will be conducted by different parties. The majority of the signing and striping will be performed by our Streets Maintenance crews and other work will be done by contractors. BACKGROUND: Estrella De Mar Road between Poinsettia Lane and Alga Road is a Local/Neighborhood Street according to the City of Carlsbad Mobility Element. The portion of Estrella De Mar Road between Poinsettia Lane and approximately 600’ south of Olivine Court features single family homes fronting the east side of the street. The roadway is 40 feet wide and is fully improved, featuring curb, gutter, sidewalk and street lights on both sides of the street. The roadway is unmarked and uncontrolled at its intersections with Cobalt Drive, Marcasite Place, Peridot Court and Olivine Court. Traffic is controlled by traffic signals at the intersections of Poinsettia Lane and Estrella De Mar Road and Alga Road and Estrella De Mar Road. Estrella De Mar Road is curvilinear and features varying grades approaching 9%. The portion of Estrella De Mar Road between Poinsettia Lane and 600’ feet south of Olivine Court meets the residence district definition found in the California Vehicle Code and is appropriately posted as a 25 mph speed zone. The portion of roadway from 600’ feet south of Olivine Court to Alga Road serves several multi-family developments and does not meet the California Vehicle Code definition of a residence district, and there is no speed limit currently posted. The section of Estrella De Mar Road under consideration as an exception to the program is the segment between Poinsettia Lane and 600’ south of Olivine Court that meets the definition of a residence district and is currently posted at 25 mph. The Carlsbad Residential Traffic Management Plan was designed to address speeding on residential streets. The program defines a residential street as one that meets the residence district requirement of the California Vehicle Code and has a curb-to-curb width of 40 feet or less. The program is a three-phase process, which offer solutions at increasing levels of cost and complexity. Phase I: Enforcement and Education includes measures such as the installation of speed limit signs and pavement legends, the temporary deployment of speed feedback signs, and police enforcement. Phase II: Traffic Management features performance based practical design using enhanced signing and striping to help reduce speeds. The program allows Phase II to be considered on streets having a critical speed (the speed at which 85% of the vehicles surveyed are driving at or below) of 32 miles per hour or higher. Typically, speed data, including determination of critical speed, is collected during Phase I. DATA: On September 14, 2016, staff met with Mehdi Sarram and other residents to discuss their concerns of speeding on Estrella De Mar Road between Poinsettia Lane and Alga Road. Staff outlined the Carlsbad Residential Traffic Management Plan (CRTMP) and informed the residents that speed studies would be conducted to help quantify the reported issues and to determine possible solutions. As part of the Phase I process, it was confirmed that Estrella De Mar Road between Poinsettia Lane and 600’ south of Olivine Court met the Phase I requirements, including a curb-to-curb street width of 40’, meeting the legal definition of a residence district, and staff receiving a request from a resident to consider the street for inclusion in the CRTMP process. Speed feedback signs were deployed on Estrella De Mar Road. Locations of the speed feedback signs were determined during the meeting with Mr. Sarram and other residents to ensure that the signs were placed where speeds were perceived to be the highest. Speed feedback signs are commonly deployed for a two-week period. The display is turned off during the first week of deployment to obtain speed data. The display is turned on during the second week. The speed feedback signs were deployed with the display turned off during the week of September 19, 2016 with the recorded speed data shown in Table 1. However, the Carlsbad Residential Traffic Management Program allows exceptions to this criteria. It states, “Any street that does not meet the program eligibility criteria but is nevertheless considered by city staff to be a candidate for traffic calming will be scheduled for review and possible approval by the Traffic Safety Commission. If the Commission’s review leads to the conclusion that the street merits an exception, it will be processed through the CRTMP as if program eligibility criteria were met. Any street recommended by the Traffic Safety Commission as not qualifying for an exception may be requested by a citizen to be reviewed by the City Council for a final determination.” As Estrella De Mar Road between Poinsettia Lane and 600’ south of Olivine Court meets the geometric requirements of the CRTMP program, meets the definition of a residence district, has demonstrated neighborhood support for improvements, and experiences prevailing speeds that are compatible with traffic calming devices, it is considered by city staff to be a candidate for traffic calming. If the exception is approved by the Traffic Safety Commission, staff would proceed with Phase II on Estrella De Mar Road. Phase II would include a public meeting to formulate a concept plan and a mail survey to all residents to determine support for the concept plan. The CRTMP requires a minimum 50% return on mailed surveys and an approval rate of at least 67% on returned surveys in order to proceed with the plan. The program requires that the resident-supported plan be approved by City Council prior to implementation. Since there are other streets currently under Phase II consideration, staff would incorporate Estrella De Mar Road between Poinsettia Lane and 600’ south of Olivine Court into the list of active streets.
