CALL TO ORDER: MINUTES TRAFFIC SAFETY COMMISSION November 6, 2017 5:00 p.m. City Council Chamber Chair Hunter called the Meeting to order at 5:00 p.m. 2. ROLL CALL: Present: Chair Chuck Hunter Commissioner Fred Muir Commissioner Mona Gocan Commissioner Jonnie Johnson Absent: None Staff Members Present: Doug Bilse, Senior Engineer Craig Williams, Transportation Manager Marshall Plantz, Engineering Manager John Kim, Associate Engineer Lt. Jason Jackowski, Police Department Jim Gale, Engineering Technician II 3. APPROVAL OF MINUTES: September 11, 2017 ACTION: VOTE: AYES: NOES: ABSENT: ABSTAIN: Motion by Commissioner Gocan and seconded by Commissioner Muir to approve the minutes of the regular meeting held on September 11, 2017 with a revision to item #7 changing "Palomar Airport Road" to "Cannon Road". 4/0/0/0 Hunter, Muir, Gocan, Johnson None None None No meeting was held on October 2, 2017. November 6, 2017 Traffic Safety Commission Meeting Page 2 4. PUBLIC COMMENT: None 5. PREVIOUS BUSINESS: None 6. NEW BUSINESS: A. Re-Striping Plans for Avenida Encinas John Kim presented the staff report, including a PowerPoint presentation (on file in the Office of the City Clerk). Commissioner comments: Commissioner Hunter inquired as to how traffic counts were obtained and expressed concern of increasing traffic volumes. John Kim explained that historical counts were obtained before any construction began and said staff feels confident that future volumes will not exceed the LOS D threshold of 10,000 ADT. Commissioner Johnson asked how Avenida Encinas, a neighborhood connector street, has a posted speed limit of 40 mph while Cannon Road, an arterial roadway, is posted at 35 mph. Mr. Kim said the classification of a roadway is not used to determine the posted speed limit. Mr. Kim also stated that the existing 40 mph speed zone on Avenida Encinas between Cannon Road and Palomar Airport Road will be re-evaluated when construction is complete. Commissioner Muir asked about future improvements to Avenida Encinas south of Palomar Airport Road and if they include bike lanes. Mr. Kim said he is not aware of any proposed bike lanes north of the Poinsettia Transit Station. Commissioner Gocan asked if there are bike lanes parallel to Avenida Encinas. Mr. Kim said both Paseo del Norte and Carlsbad Boulevard have bike lanes. The proposed project will add new bike lanes to the portion of Avenida Encinas which is important because it is a multi- modal link serving the adjacent land uses. ACTION: VOTE: AYES: NOES: ABSENT: ABSTAIN: Commissioner Gocan made a motion to support staff's recommendation to implement striping modifications on Avenida Encinas between Cannon Road and Palomar Airport Road in conjunction with the construction of the Vista/Carlsbad Interceptor Sewer project. Removal of Northern Crosswalk at El Camino Real/Cassia Road intersection Doug Bilse presented the staff report, including a PowerPoint presentation (on file in the Office of the City Clerk). Commissioner comments: Commissioner Muir asked why the crosswalk was initially installed if it's now going to be removed. Mr. Bilse said pedestrians are best served if crosswalks are installed on all four corners of an intersection. In this case, the volume of the left-turn movement has increased to a point that congestion is caused each time the pedestrians use this crosswalk during the peak commute hours. This problem might be mitigated by the construction of the proposed Poinsettia Lane extension. Commissioner Gecan inquired as to why the northerly crosswalk is being removed rather than the southerly crosswalk. Mr. Bilse explained that the northern crosswalk is activated at the same time that the light westbound traffic is being served; this is not efficient. Traffic flows better when pedestrians cross El Camino Real using the southern crosswalk while the heavy eastbound traffic is being served. The public hearing was opened and closed without members of the public requesting to speak; a letter from Dr. Yut was summarized by Mr. Bilse and included in the records. ACTION: No action was required as this was a public hearing related to a project already approved by City Council. C. Prohibit Parking of Vehicles Beyond Marked Spaces Lt. Jason Jackowski presented the staff report, including a PowerPoint presentation (on file in the Office of the City Clerk). Commissioner comments: Commissioner Muir asked what areas of the city have the biggest challenge with this parking issue related to RV parking. Lt. Jackowski said two areas have received numerous complaints: 1) Garfield Street between Christiansen Way and Beech Avenue adjacent to Carlsbad-By-The-Sea and 2) Pio Pico Drive adjacent to Holiday Park. Lt. Jackowski explained that the proposed change to the muni code would provide a specific enforcement tool and locations would be determined by complaints received. ACTION: Commissioner Gecan made a motion to recommend to City Council approval of an amendment to Carlsbad Municipal Code $10.40.145 to prohibit parking of vehicles beyond marked spaces. POLICE MONTHLY REPORT: Page 4 Lt. Jason Jackowski of the Carlsbad Police Department presented the report including a PowerPoint presentation (on file in the Office of the City Clerk). Lt. Jackowski said current efforts of the Traffic Division of the Police Department include the following: • Concentrated enforcement along Carlsbad Boulevard south of Cannon Road • Additional 16 hours of weekend enforcement of traffic complaints along coast • Concentrated enforcement of driving safety near schools • Investigated fatal traffic collision on Rancho Santa Fe Road involving motorcycle • Nighttime enforcement on Rancho Santa Fe Road and Melrose Drive corridors between 8 pm and 1 am 8. SENIOR ENGINEER COMMENTS: a) Mr. Bilse responded to a previous inquiry regarding trash on Orion Street. He said the matter has been resolved. Chair Hunter said it looked much better today. b) Mr. Bilse said a previous inquiry regarding vegetation in the median on Grand Avenue east of State Street has been addressed and sight distance at the subject crosswalk is improved. c) Mr. Bilse made the commissioners aware of a new Coaster schedule that was attached in the agenda. 9.
