CALL TO ORDER: 'MINUTES TRAFFIC SAFETY COMMISSION December 4, 2017 5:00 p.m. City Council Chamber Chair Hunter called the Meeting to order at 5:00 p.m. 2. ROLL CALL: Present: Chair Chuck Hunter Commissioner Mona Gocan Commissioner Jonnie Johnson Commissioner Pete Penseyres Absent: None Staff Members Present: Doug Bilse, Senior Engineer Craig Williams, Transportation Manager Marshall Plantz, Engineering Manager John Kim, Associate Engineer Sergeant Matt Lowe, Police Department Jim Gale, Engineering Technician II 3. APPROVAL OF MINUTES: November 6, 2017 ACTION: Motion by Commissioner Gocan and seconded by Commissioner Johnson to approve the minutes of the regular meeting held on November 6, 2017 with the following statement added to Item 6A: "Mr. Kim also stated that the existing 40 mph speed zone on Avenida Encinas between Cannon Road and Palomar Airport Road will be re-evaluated when construction is complete." Harbor Drive Traffic Management Plan John Kim presented the staff report, including a PowerPoint presentation (on file in the Office of the City Clerk). Commissioner comments: Chair Hunter inquired about the height of the proposed speed cushions on Harbor Drive. John said they will be three inches high, twelve feet long, and have a target speed between 15 and 20 miles per hour. Motorists traveling between those speeds will not be penalized. Public Comments: Jackie Peregoy, a resident of Harbor Drive, said she opposes any type of traffic calming as she is of the opinion there is no speeding problem on Harbor Drive. ACTION: VOTE: AVES: NOES: ABSENT: ABSTAIN: Motion by Commissioner Gocan and seconded by Commissioner Johnson to agree with staff's recommendation that the Harbor Drive Traffic Management Plan be approved by City Council. 4/0/0/0 Hunter, Gocan, Johnson, Penseyres None None None 6. NEW BUSINESS: None 7. POLICE MONTHLY REPORT: Sgt. Matt Lowe of the Carlsbad Police Department presented the report including a PowerPoint presentation (on file in the Office of the City Clerk). Sgt. Lowe said current efforts of the Traffic Division of the Police Department include the following: • Two evening enforcement details on Rancho Santa Fe Road to focus on high speed drivers. December 4, 2017 Traffic Safety Commission Meeting Page 3 • Extra enforcement on Tamarack Avenue, Alicante Road, Estrella de Mar Road, Corintia Street, Carlsbad Boulevard, Poinsettia Lane, and fifteen other areas where citizens expressed concerns. Commissioner comments: Commissioner Johnson asked if enforcement is only done by motorcycle officers. Sgt. Lowe explained that the sole focus of the motor officers is traffic but patrol officers also assist with enforcement when time allows. Commissioner Johnson inquired as to how many persons comprise the Police Traffic Division. Sgt. Lowe said normally there are two accident investigators and six motor officers. Commissioner Penseyres asked if there is any bicycle patrol in the city. Sgt . Lowe explained that bicycle officers are utilized in the summer in areas common to bicyclists including the beach. Chair Hunter inquired as to what the priorities of the Traffic Division will be during the holiday season. Sgt. Lowe said officers will continue enforcing speeds on Rancho Santa Fe Road, Carlsbad Boulevard, and 15 to 20 other roadways based on complaints received. 8. SENIOR ENGINEER COMMENTS: a) Mr. Bilse said since the first Monday of the coming year, January 1, 2018, is a holiday, the Traffic Safety Commission meeting scheduled for that date will be cancelled. b) Mr. Bilse expressed his appreciation for the time that Fred Muir was part of the commission. 9. TRAFFIC SAFETY COMMISSIONER MEMBER COMMENTS: a) Chair Hunter requested that a Commendation be given to Fred Muir for his service on the commission. Mr. Bilse committed to accommodate this request. 10. ADJOURNMENT: By proper motion, Chair Hunter adjourned the meeting of December 4, 2017 at 5:26 p.m. Respectfully submitted,
