CALL TO ORDER: Traffic Safety Commission Meeting MINUTES TRAFFIC SAFETY COMMISSION February 5, 2018 5:00 p.m. City Council Chamber Chair Hunter called the Meeting to order at 5:00 p.m. 2. ROLL CALL: Present: Chair Chuck Hunter Vice-Chair Mona Gecan Commissioner Jonnie Johnson Commissioner Pete Penseyres Commissioner Bill Fowler Absent: None Staff Members Present: Doug Bilse, Senior Engineer 3. APPROVAL OF MINUTES: December 4, 2017 Craig Williams, Transportation Manager John Kim, Associate Engineer Sergeant Matt Lowe, Police Department Lieutenant Jason Jackowski, Police Department Jim Gale, Engineering Technician II Heidi Versteeg, Engineering Technician II Page 1 ACTION: Motion by Vice-Chair Gecan and seconded by Commissioner Johnson to approve the minutes of the regular meeting held on December 4, 2017, as presented. PUBLIC COMMENT: A. Nancy Donovan was concerned that limited sight distance compounded by excessive vehicle speed created an unsafe condition for drivers exiting the Colima de la Costa complex. She requested an evaluation including the need to extend red curb. B. Sam Searson was concerned about vehicle speed on Harding Street near Pine Park causing potential safety issue for pedestrians crossing mid-block at the Pine Park entrance. He suggested traffic calming and parking restrictions to improve visibility. C. Jon Stanley was concerned with excessive pass-through traffic and overnight campers in the Terramar neighborhood. He recommended closing Cerezo Drive at Carlsbad Boulevard. D. Rod Hatefi was ~oncerned about excessive speed on College Boulevard. He supported the proposed extension of College Boulevard. 5. PREVIOUS BUSINESS: A. Daisy Avenue Traffic Management Plan John Kim presented the staff report, including a PowerPoint presentation (on file in the Office of the City Clerk). Commissioner comments: Commissioners Johnson and Penseyres asked for clarification about the spacing of proposed traffic calming measu res. John Kim explained that the proposed spacing was based on the Carlsbad Residential Traffic Management Program (CRTMP). Kim estimated spacing was less than 500' between Batiquitos· Drive and the first cushion as well as between the two cushions. Commissioner Johnson asked about the inclusion of speed cushions were allowed in the CRTMP. John Kim clarified that cushions have always been allowed and included in the CRTMP. Kim said that staff works with the Police and Fire departments regarding design approval and that residents directly affected by the cushions can opt out of placement directly in front of their residence. Public Comments: Steve Barts supported the plan and noted it should addressed excessive speeds of vehicles traveling downhill. Approved 4/2/18 February 5, 2018 Traffic Safety Commission Meeting Page 3 Laura August asked why drivers that must use Daisy Avenue, but do not live on Daisy Avenue, were not allowed to participate in the survey. She suggested that Stop signs should be considered. Thomas McCartes supported project and noted that it will address excessive speed of delivery trucks. Offered to allow speed cushions to be located directly adjacent to his home. Yolanda Daly supported project and offered to allow a speed cushion to be located adjacent to her residence. Jonathan Daly supported the proposed plan and asked for the expected schedule for completion. Nanette Borts has great difficulty exiting her driveway and crossing the street as a pedestrian due to the excessive speeding. She supports the plan and locating a speed cushion adjacent to her residence. Chair Hunter asked staff about the estimated time of completion. John Kim stated that police and fire staff have been assisting his team evaluate a new design for the speed cushions and expects installation to be completed by the end of this fall. Kim noted that the program defines who is surveyed and anyone is welcome to provide input at the public meeting. Commissioner Penseyres noted the CRTMP included both vertical and horizonal displacement measures and asked about the use of Stop signs. John Kim stated that Stop signs are intended to assign right-of-way not designed to slow traffic. He stated that the CRTMP includes Stop signs, but staff supports the use of self-enforcing measures such as speed cushions. Commissioner Fowler asked if there were other speed cushions installed in Carlsbad. Kim explained there are two other locations that currently have speed cushions using an older angular design. Daisy Avenue is expected to use the new parabolic design that is more forgiving to drivers. NEW BUSINESS: None 7. POLICE MONTHLY REPORT: Lieutenant Jason Jackowski of the Carlsbad Police Department presented the report including a PowerPoint presentation (on file in the Office of the City Clerk). Lieutenant Jackowski highlighted that heavy citations were recently issued on College Boulevard south of Rich Field Drive. He also noted recent fatal collisions. Commissioner comments: Commissioner Gecan asked if the fatalities were all Carlsbad residents. Lieutenant Jackowski said they were not all Carlsbad residents. Commissioner Johnson asked if the collisions occurred during the day or the night. Lieutenant Jackowski stated that three of them were at night and one was during the day. Commissioner Penseyres asked about a collision that occurred on Carlsbad Boulevard just south of the city limits. Lieutenant Jackowski said that this was not a fatality but did involve at least one serious injury. 8. SENIOR ENGINEER COMMENTS: a) Mr. Bilse stated City Council recently held a meeting to discuss the Municipal Code regarding Council and Commission meetings and that changes may be forthcoming regarding the charge of this commission and the meeting protocol. b) Mr. Bilse addressed some ofthe items brought forth during public comments as follows: • He will log complaints about speeding issues and coordinate with the Police Department as needed. • Staff will evaluate corner sight distance at the driveway on Alicante Road where a recent fatal collision occurred last year. Chair Hunter asked that staff report findings back to the Commission. • The Barrio Master Plan includes plans that are expected to address some of the issue raised about pedestrian issues and vehicle speed on Harding Street. • The information about Cerezo Drive will be forwarded to the project manager for the Terramar project. • Extension of College Boulevard is tied to development. Chair Hunter asked about enforcement on College Boulevard. Mr. Bilse explained that staff supplies Police Department with information to support their data-driven response to these types of requests. TRAFFIC SAFETY COMMISSIONER MEMBER COMMENTS: a) Chair Hunter asked for clarification on how the residents' survey was defined in the CRTMP and asked how it addresses cul-de-sacs accessing the road proposed for traffic calming. John Kim stated that a map in the staff report indicated residences that were surveyed and it includes Daisy Court. Doug Bilse explained that future TSC agenda items will include informational topics to discuss the CRTMP and other issues (e.g., Speed Limits, Stop signs) so that new commissioners would have a good technical background on these issues. 10.
