Schumacher From: Doug Bilse, Senior Engineer Via: Marshall Plantz, Transportation Director Re: SUMMARY OF MAY 7, 2018 TRAFFIC SAFETY COMMISSION MEETING APPROVAL OF MINUTES By proper motion, the minutes of the April 2, 2018, Traffic Safety Commission meeting were approved. Approved: 5-0-0-0 PUBLIC COMMENTS Ann. Mueller addressed the commission with concerns about speeding along Park Drive in the area of Neblina Drive. Judy Frankel spoke about the Carlsbad At Your Service app and issues with bicycle detection at traffic signals that have loop detectors. She requested that two items be added to a future agenda for discussion. DEPARTMENTAL REPORTS 1. LA COSTA AVENUE RE-STRIPING PLAN – (ACTION) Assistant Engineer Emad Elias presented the staff report proposing re-striping of La Costa Avenue in conjunction with the construction of the 2018 Pavement Overlay project. Commissioner Gocan made a motion to support the implementation of striping modifications on La Costa Avenue between El Camino Real and Rancho Santa Fe Road in conjunction with the construction of the 2018 Pavement Overlay project. CARLSBAD BLVD AND TAMARACK AVE PEDESTRIAN IMPROVEMENT PROJECT – (INFO) Transportation Director Marshall Plantz and Assistant Engineer Emad Elias presented the staff report regarding project progress for pedestrian improvements on Carlsbad Boulevard near Tamarack Avenue. 3. AMBROSIA LANE – (ACTION) Senior Engineer Doug Bilse presented the staff report proposing establishment of a 30 mph prima facie speed limit on Ambrosia Lane between Conosa Way and Aviara Parkway. Commissioner Gocan motioned to keep the prima facie speed limit on Ambrosia Lane between Conosa Way and Aviara Parkway at 35 mph rather than lower it to 30 mph. Approved: 3-2-0-0 4. POLICE MONTHLY REPORT – (INFO) Lieutenant Calderwood reported on recent police department enforcement activities along Tamarack Avenue between Highland Avenue and El Camino Real and along the entire length of Carlsbad Boulevard. SENIOR ENGINEER COMMENTS Senior Engineer Doug Bilse reminded the commissioners that staff is actively transparent and encourages them to ask questions relevant to any subject at hand. As a follow-up, he presented a cross-section drawing of the current speed cushion design for informational purposes only. Mr. Bilse mentioned a current CIP project to address traffic concerns on Park Drive. TRAFFIC SAFETY COMMISSION COMMENTS Chair Hunter asked for a follow-up on the Park Drive project. Mr. Bilse will provide an update as soon as the conceptual plan is available. Chair Hunter also asked about when a bike loop stencil might be available. Mr. Bilse promised to provide an update on the detection project at the June or August meeting with the number of intersections to be addressed and the proposed approach. Commissioner Gocan suggested using a changeable message sign to warn motorists of pedestrians crossing at Park Drive and Neblina Drive. Mr. Bilse promised to research an interim solution. Commissioner Gocan thanked staff for getting the tree trimmed on Cannon Road. She mentioned bushes along the southbound (west curb line) of El Camino Real between Chestnut Avenue and Tamarack Avenue that are so tall they are blocking traffic signs. Commissioner Penseyres mentioned that video detection is not always reliable for detecting bicycles. Doug Bilse said he would be bringing forth information about the two types of detection and some new information obtained from the manufacturer.
