Schumacher From: Doug Bilse, Senior Engineer Via: Marshall Plantz, Transportation Director Re: MINUTES OF SEPTEMBER 10, 2018, TRAFFIC SAFETY COMMISSION MEETING ROLL CALL Present: Chair Hunter, Vice-Chair Gocan, Commissioners Penseyres, and Fowler. Absent: Commissioner Johnson APPROVAL OF MINUTES By proper motion, the minutes of the June 4, 2018, Traffic Safety Commission meeting were approved. Approved: 4-0-1-0 PUBLIC COMMENTS Arvin Abadilla addressed the Commissioners representing a total of five residents living near Carlsbad Highschool. He identified safety related issues and requested the TSC study the following intersections (please see Exhibit 2 for the hand-out submitted by Mr. Abadilla): 1. Chestnut Avenue and Highland Drive, 2. Chestnut Avenue and Donna Court, 3. Gayle Way and Ann Drive, and 4. Ann Drive and Janis Way. Walt Stringer addressed the Commissioners to request a review of the traffic signals at the intersections of Manzanita Street at Aviara Parkway, and Dove Lane at El Camino Real. DEPARTMENTAL REPORTS 1. AVENIDA ENCINAS TRAFFIC CALMING – (ACTION) The Traffic Safety Commissioners recommend that City Council approve the revised speed limit on Avenida Encinas between Cannon Road to Palomar Airport Road from 40 miles per hour (mph) to 35 mph. Vice-Chair Gocan asked about the benefit of the proposed speed limit; Senior Engineer Doug Bilse responded that the proposed speed limit supports complete street designs that consider all roadway user needs. The power point presentation is listed as Exhibit 1. Traffic Safety Commission September 11, 2018 Page 2 Vice-Chair Gocan made a motion to support City Council approval of the revised speed limit on Avenida Encinas between Cannon Road to Palomar Airport Road from 40 mph to 35mph. Commissioner Penseyres seconded the motion. Approved: 4-0-1-0 2. POLICE MONTHLY REPORT – (INFO) Lieutenant Calderwood reported on recent police department enforcement activities and traffic collisions. The power point presentation is listed as Exhibit 1. SENIOR ENGINEER COMMENTS Senior Engineer Doug Bilse noted that staff would follow-up on the two issues presented during the public comment period as service requests. Mr. Bilse mentioned that the adaptive traffic signals are designed to address the public comments made about traffic signal operations; the CIP project is on schedule with the first installation of adaptive equipment being completed on Paseo Del Norte. Mr. Bilse invited commissioners to attend the upcoming “Traffic Engineering Workshop for Public Officials” and offered to organize a carpool to the workshop. TRAFFIC SAFETY COMMISSION COMMENTS Vice-Chair Gocan made a motion to add an item to a future agenda to discuss the TSC work program and recommended it to include: 1) a thorough assessment of high profile collisions locations and 2) an evaluation of lighting at the pedestrian crossings along Carlsbad Boulevard. Commissioner Penseyres seconded the motion. Approved: 4-0-1-0 Chair Hunter made a motion to add an item to a future agenda to review changes to the traffic calming devices on Cassia Road. Vice-Chair Gocan seconded the motion. Approved: 4-0-1-0 Commissioner Fowler made a motion to add an item to a future agenda to evaluate southbound U-turn movement at the intersection of Carlsbad Boulevard and southbound Beech Avenue. Vice-Chair Gocan seconded the motion. Approved: 4-0-1-0 Commissioner Penseyres made a motion to add an item to a future agenda to evaluate the four intersections that were identified by Arvin Abadilla during the public comment portion. Commisioner Penseyres asked that the evaluation include public outreach consistent with the CRTMP. Chair Hunter seconded the motion. Approved: 4-0-1-0 Chair Hunter asked Senior Engineer Doug Bilse to report on reverse angled parking in the Carlsbad Village, and Mr. Bilse committed to identify any issues as part of his next monthly report. Traffic Safety Commission September 11, 2018 Page 3 Chair Hunter made a motion to add an item to a future agenda to review the recent re-stripping of northbound Melrose Drive and Palomar Airport Road. Commissioner Penseyres seconded the motion. Approved: 4-0-1-0 Commissioner Penseyres had concerns with the operation of the traffic signal at Camino Vida Roble and El Camino Real. The eastbound left turns green indication is too short for bikes to travel completely through the intersection before the light turns yellow. Senior Engineer Bilse will address this as a service request. Vice-Chair Gocan noted that one of the westbound traffic signal indications on Carlsbad Village Drive at Pio Pico Drive near I-5 is blocked by a tree. Senior Engineer Bilse will address this as a request for service. Vice-Chair Gocan noted that the City of Carlsbad @ Your Service software application reports many requests “in process” and wondered if these requests were being tracked, and if the requestor will get a notice when the work is completed. The hazardous intersections include (but are not limited to the three areas indicated on the map below). We believe that these intersections pose a risk to our fellow pedestrian residents, as well as the foot traffic generated by high school students during peak school hours. There are many things to consider when proposing changes that affect the appearance and function of our community pathways. On the left are practical and anecdotal concerns that we have used as metrics to rank each safety measure. Valle)•''. dctlP School Traffic traveling westbound on Chestnut has been witnessed on many occasions accidentally running or performing emergency braking at the Chestnut stop sign. Being at the crest of a hill, it is arguable that drivers may not be able to properly anticipate the stop sign at this intersection. 4 A -CHESTNUT & HIGHLAND Potential Safety Measures 5 Vtlli:!ge Chestnut .Ave Che B -CHESTNUT & DONNA El Pdynm Conqregat1onal Church ® Para Clean C~moo ~d Core concern: Cars pose three potential multi-directional hazards at the Donna crossing, as well as ingress into Donna street from the sidewalk, (which only extends a few feet into Donna Dr). Oncoming traffic from the hill peak on Chestnut is visually obstructed, until the westbound cars suddenly appear from around the corner -Our community members have had to keep a close eye on rapid oncoming traffic to ensure safe crossing. 6 B -CHESTNUT & DONNA Potential Safety Measures 7 C -GAYLE & ANN ············• Core concern: Gayle Way & Ann Dr. is a major thoroughfare for high school traffic. Although there are three stop signs here on Gayle, this area has no sidewalks to visually indicate the safest pathways for pedestrians. Most pedestrians navigate this juncture by hugging the inner curb. Blind spots obstruct pedestrian-driver visibility and there have been several close calls at this corner. Being directly adjacent to the high school, Ann & Janis serve as a frequent curb parking and thoroughfare for high school students. Several families with infants & toddlers live on these 2 streets.
