CALL TO ORDER: Chair Hunter called the Regular Meeting to order at 5:00 p.m.
ROLL CALL: Chair Hunter, Vice-Chair Gocan, Commissioners Johnson, and Penseyres.
Commissioner Fowler- Absent.
APPROVAL OF MINUTES:
Minutes of the Special Meeting held Sept. 10, 2018, were approved 4-0-1 (Commissioner Fowler-Absent)
PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA:
Michael McClure discussed pedestrian safety issues related to the intersection of Carlsbad Blvd. and
Sycamore Ave.. He suggested staff look at alternatives to existing traffic control equipment in place and
an educational program.
DEPARTMENTAL REPORTS
1. OVERVIEW OF CITY OF CARLSBAD@ YOUR SERVICE SOFTWARE APPLICATION (INFO)
Tye Gillespie, Business System Specialist, gave a presentation on how to use the software
application on the public site. The power point presentation is listed as Exhibit 1
2. ALL-WAY STOP AT LA COSTA AVENUE AND CAMINO DE LOS COCHES (ACTION)
John Kim, Associate Engineer, gave a presentation on the proposed all-way stop control at the
intersection of La Costa Avenue and Camino de Los Coches. A traffic signal is expected to be
installed at this intersection as part of the La Costa Town Square development and the proposed
all-way stop would be an interim measure. The evaluation indicated that the current traffic
volumes and delay support the proposed all-way stop control. The power point presentation is
listed as Exhibit 2. Staff recommended the Traffic Safety Commissioners support the City Council
approval of an interim all-way stop.
Vice-Chair Gocan asked if a study was conducted on the need of a traffic signal; staff indicated a
study has not yet been completed.
Commissioner Penseyres asked if a rectangular rapid flashing beacon would be an option to the
all-way stop control; staff did not support this recommendation due to recorded vehicle speeds
on La Costa Avenue.
Commissioner Penseyres asked staff if the overall delay would be reduced after all approaches to
the intersection were required to stop; staff responded that it was not evaluated but one possible
outcome is that overall delay is reduced.

Resident Valerie Agnew spoke supporting the all-way stop at La Costa Ave. and Camino de Los
Coches.
Vice-Chair Gocan made a motion to recommend the all-way stop control at the intersection of La
Costa Avenue and Camino de Los Coches. Chair Hunter seconded the motion.
Not Approved: 2-2-1 (Commissioner Gocan and Chair Hunter- No; Commissioner Fowler – Absent)
3. ELECT CHAIRS (ACTION)
Chair Hunter made a motion to elect Vice-Chair Gocan to Chair, and Commissioner Johnson to
Vice-Chair. Commissioner Penseyres seconded the motion.
Approved: 4-0-1 (Commissioner Fowler – Absent)
4. POLICE MONTHLY REPORT – (INFO)
Lieutenant Calderwood reported on recent police department enforcement activities and traffic
collisions. The power point presentation is listed as Exhibit 3. Associate Engineer John Kim made
a brief report on the recent work completed on Cassia Road to remove the traffic calming
measures.
SENIOR ENGINEER COMMENTS:
Senior Engineer Doug Bilse reported that a sign was recently installed to prohibit southbound U-Turns at
the intersection of Carlsbad Blvd. and Beech Ave. in response to a request made by the TSC.
As a follow-up to a TSC request Bilse reported that the reverse diagonal parking on Beach Ave. has been
successfully implements. Police Department, Risk Management and Communications Department have
not received any complaints.
Staff is evaluating the signal timing plan for the intersection of Camino Vida Roble and ECR with respect
to bicyclists. Bilse noted that the signal implements an “all-red” phase after the yellow phase, and staff
will adjust the all-red to allow bicyclists adequate time to safely travel through the intersection.
Bilse requested input from the TSC commissioners regarding the upcoming work plan. Staff and
commissioners will work together on this task once we are given clear direction on the format and content
expected in the work plan.
TSC commissioners (Gocan and Penseyres) and city staff attended an informative workshop overviewing
the Manual on Uniform Traffic Control Devices (MUTCD).
Bilse asked if the TSC request to review recent work on Cassia Street was adequately addressed by John
Kim. Commissioners indicated that was the information they requested.
TRAFFIC SAFETY COMMISSION COMMENTS:
Vice-Chair Gocan recommended that staff include an item related to pedestrian safety issues on Carlsbad
Blvd. as part of next year’s work plan. Vice-Chair Gocan reiterate that staff should look at alternatives to
pedestrian safety issues on Carlsbad Blvd. sooner than next year.

Vice-Chair Gocan proposed that the city conduct a study on alternative treatment for the crossing of
Tamarack Avenue and Valley Street to make it safe to pedestrians. Associate Engineer Kim approached
the commissioners with a quick report on recent activities conducted in this area. Vice-Chair Gocan made
a motion to study alternative treatments for the crossing at Tamarack Avenue and Valley Street.
Commissioner Johnson seconded the motion.

Commissioner Johnson asked the Senior Engineer for a clarification on the ability of a driver to cross the
long bike lane on Palomar Airport Road serving the Costco entrance at the intersection of Armada Drive.
Staff committed to bringing this item back as an informational item.
Commissioner Penseyres proposed that staff look in to alternative treatments for the crosswalk at La
Costa Blvd. and Camino de Los Coches. Commissioner Penseyres made a motion to study alternative
treatments for a crosswalk at La Costa Avenue and Camino de Los Coches. Chair Hunter seconded the
motion.
Approved: 4-0-1 (Commissioner Fowler – Absent)
Chair Hunter reiterated the desire to bring the stripping on the intersection of Melrose Avenue and
Palomar Airport Road up to the agenda, but requested for a later date than November 5, 2018.
ADJOURNMENT:
Chair Hunter adjourned the meeting on October 1, 2018, at 6:19 p.m.
