APPROVAL OF MINUTES: Commission Hunter made a motion to approve the Minutes of the Regular Meeting held on December 3, 2018, and Vice-Chair Johnson seconded. Minutes of the Regular Meeting held Dec. 3, 2018, were approved 5-0-0 after a minor correction was made. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA: There was no public comment. OEPARTMENTAL REPORTS: 1. PALOMAR AIRPORT ROAD AND MELROSE DRIVE STRIPING PLAN (Staff contact: Marshall Plantz, Public Works). Informational item reporting on the Palomar Airport Road and Melrose Drive Striping Plan in response to a request made by the Traffic Safety Commission (TSC). Construction to fix the left turn lane was done during Summer of 2018. a. Commissioner Hunter brought up an issue in relation to the northbound lane adjacent to wide walk curb becomes a trap lane (i.e., a driver in this lane is forced to either make a right turn movement or merge into a thru lane) once you cross the Palomar Airport Road. There was cause for concern that the existing trap lane resulted in unnecessary lane changes and possible driver conflicts. b. Transportation Director, Marshall Plantz, noted that the traffic staff will review and analyze the trap lane and will bring the results back for review at a future TSC meeting. 2. TRAFFIC SAFETY COMMISSION MEETING SCHEDULE (Staff contact: Doug Bilse, Public Works) The Traffic Safety Commissioners agreed to start the Special TSC Meetings on Sep. 9 and Nov. 4, 2019, around 4:00 p.m. (meeting time will be finalized and brought back to the TSC at a future date) Public Works Transportation 1635 Faraday Avenue I Carlsbad, CA 92008 I 760-434-2730 t 3. TRAFFIC SAFETY COMMISSION WORK PLAN UPDATE (Staff contact: Doug Bilse, public Works) Informational item on the guidelines and municipal code relating to the Traffic Safety Commission Work Plan. The revised Muni Code calls for 7 members appointed to the TSC; therefore, is expected to be two new TSC commissioners appointed this year. The power point presentation is listed as Exhibit 2. Vice-Chair Johnson asked if the process of nominating the next two Traffic Safety Commissioners will be the same as in the past or will be the new process. Senior Engineer Doug Bilse explained that the nominations of the two new Traffic Safety Commissioners are expected to follow the new process 4. POLICY MONTHLY REPORT-Informational item reporting ongoing enforcement around schools, CARS4 location targeting problem areas and Special Enforcement during the holidays. The power point presentation is listed as Exhibit 3. Commission Fowler thanked Lieutenant Smith for CARS4 location enforcing the rules on College Avenue. SENIOR ENGINEER COMMENTS: Senior Engineer Doug Bilse commented that during the upcoming Carlsbad Marathon, the Traffic Staff will work together with the Police Department to monitor activity at the special event using the Traffic Management Center video equipment. TRAFFIC SAFETY COMMISSION COMMENTS: Commissioner Fowler made a comment about a concern of brush fires, evacuations and the impact of road diets. Senior Engineer Doug Bilse explained that the City of Carlsbad has an Emergency Operations and Evacuation Process and he will bring the information to the next TSC meeting. Vice-Chair Johnson recommended that the work plan review a policy on rentals of motorized vehicles like scooters, bikes, and work proactively to prevent misuse of these motorized vehicles. Chair Gocan reiterate to Senior Engineer Doug Bilse to bring an educational item on the Emergency Operations Center Evacuation Plan for an upcoming Agenda . Commissioner Hunter inquired about the La Costa Avenue Striping Plan east of El Camino Real if it has been approved by the City Council. Director ofTransportation Marshall Plantz explained that it has been approved, and work is expected to commence later this year contingent on resolving issues with the contractor. Commissioner Hunter had a question on the Northbound of El Camino Real between College Ave. and Cannon Rd. if he could get a briefing on the plans to address the traffic issue. He considered it a big mobility item. Commissioner Hunter inquired about Poinsettia Extension plans and Senior Engineer Craig Williams explained that the developer was given 30 months to complete the job. Expected completion date to be at the end of 2020.
