HomeMy WebLinkAbout2019-02-04; Traffic Safety Commission; MinutesT RAFFIC SAFETY COMMISSION Monday, February 4, 2019 5:00 p.m. Council Chamber 1200 Carlsbad Village Drive Carlsbad, CA 92008 CALL TO ORDER: Chair Gocan called the Regular Meeting to order at 5:00 p.m. ROLL CALL: Present: Chair Gocan, Vice-Chair Johnson, Commissioners Fowler, and Penseyres. Absent: Commissioner Hunter. APPROVAL OF MINUTES: Vice-Chair Johnson made a motion to approve the Minutes of the Regular Meeting held on January 7, 2019, and Commissioner Penseyres seconded. Minutes of the Regular Meeting held January 7, 2019, were approved 4-0-0-1 (Commission Hunter-Absent) after a minor correction was made. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA: Tracy Seemann, a Carlsbad resident, spoke to request that the speed limit of 25 miles per hour(mph) in front of Kelly School should be enforced all the time and not only 11When children are present". She recognizes that the entire Kelly Drive is 25mph but the sign in front of Kelly School "When Children are Present" is misleading the drivers DEPARTMENTAL REPORTS: 1. CAPITAL IMPROVEMENT PROGRAM (CIP): PROJECT STATUS REPORT -(Staff contact: Marshall Plantz, Public Works). Informational item reporting on the CIP Project Status Report overview, the funds that are dedicated to transportation and the budget. Marshall gave an update on the La Costa Overlay that was scheduled to start January of 2019 but instead is going out to bid again. The power point presentation -CIP Spreadsheet is listed as Exhibit 1 The power point presentation -CIP Overview is listed as Exhibit 2 ~Commissioner Penseyres asked about the wording of all acronyms listed in the CIP Status Report. Director Plantz! indicated where this information is located in the documents and committed to provide this information to the commissioners via email. 0 Vice-Chair Johnson asked about page 5 Carlsbad Realignment Project and what the fund GCC stand for and Director Plantz! explained that it stands for General Capital Construction. Public Works Transportation 1635 Faraday Avenue I Carlsbad, CA 92008 I 760-434-2730 t ~Chair Gocan inquired about Alicante Rd, what action is being taken to minimize the problems on that area. Lieutenant Smith explained that education and enforcement are the main action, to increase awareness of the issues. Director Plantz explained that the City of Carlsbad will be adding the rectangular flashing beacons on the crossing walk and the speed feedback signs. SENIOR ENGINEER COMMENTS: Senior Engineer Doug Bilse commented that the Manual on Uniform Traffic Control Devices (MUTCD) will be revising signage to reflect a law recently passed by the state legislators that allows pedestrians to enter an intersection after the pedestrian countdown (e.g., flashing red hand) is activated. Senior Engineer Bilse also noted to commissioners the importance of looking both ways before entering an intersection, even when you have a green light. TRAFFIC SAFETY COMMISSION COMMENTS: Chair Gocan noted the TSC relates to mobility and she inquired when the name of the traffic commission will change. Senior Engineer Bilse said that the City Council has approved the decision to change the name of the TSC but it is still in the process of determining the new name and revising the municipal code. Commission Penseyres asked if we contacted the parent that mentioned on the past TSC meeting that she did not feel safe to let her kid ride a bike to school, the measures that was taken by the City of Carlsbad and the police to ensure safety. Senior Engineer Bilse commented that the TSC serves as the public outreach for traffic safety issues and staff often responds to comments like these as part of follow-up reports to the TSC. Specifically, staff is committed to following up with specific requests made at the TSC, but is not expected to contact each member of the public that makes a general comment on an item.
