Commissioner Linke presented a slide show illustrating the percentage of people in the City of Carlsbad commuting by mode of transportation. Based on this historic information, there has not been a significant change from driving alone to work. Engineering Manager Geldert replied that the City of Carlsbad understands that TOM is challenging because it involves behavioral change. □ Commissioner Fowler asked if the TOM is a work in progress. Engineering Manager Geldert stated that TOM is a work in progress and that staff will be able to give the TSC an opportunity to provide input on the TOM program and associated handbook. Commissioner Fowler asked if the TOM program and handbook was included in the TSC workplan. Senior Engineer Bilse answered that the TSC commissioners can recommend including the TOM program in the TSC workplan that is still being developed. Senior Engineer Bilse asked staff to elaborate on why the TOM was not brought to the TSC before it went to the City Council for approval. Engineering Manager Geldert stated that the schedule for City Council approval was driven by a lawsuit settlement and did not allow time for TSC review. He added that staff had been working directly with City Council on the TOM and therefore hearings were not warranted from the Planning Commission or Traffic Safety Commission. ~Commissioner Penseyres mentioned that there is a free class on smart cycling and staff should get that type of information to the public. □ Commissioner Hunter asked how non-residential development like Via-Sat was involved with implementing the TOM. Engineering Manager Geldert answered that Via-Sat has a TOM program. Power point presentation is listed as Exhibit 4. 5. POLICE MONTHLY REPORT-(Staff contact: Lt. Christie Calderwood, Police Department) Informational item reporting on recent policy activity related to traffic safety. Last month CARS 4 location program focused on Carlsbad Boulevard to educate the public. On March 15 Countywide Law Enforcement prevented an illegal street racing group using joint forces including members from Carlsbad Police Department, Oceanside Police Department, CHP and La Mesa Police Department. SENIOR ENGINEER COMMENTS: Senior Engineer Doug Bilse thanked commissioner Linke for his diligence and work preparing information related to TSC items. Director of Transportation Marshall Plantz introduced the new City Traffic Engineer Massoud Saberian, to the commissioners. Commission Hunter made a motion to create an Ad-Hoc committee comprised of Chair Gocan and commissioners Linke and Fowler to craft a letter to go to the City Council as discussed tonight. Commissioner Penseyres seconded the motion. Motion approved 6/0/1, (Johnson-Absent).
