APPROVAL OF MINUTES: Motion by Vice-Chair Johnson, seconded by Commissioner Hunter, to approve the minutes for Aug. 5, 2019. Motion carried 6/0/1 (Gocan -Abstained). PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA: No public comments. DEPARTM ENTAL REPORTS: 1. POLICE MONTHLY REPORT-(Staff contact: Lieutenant Christie Calderwood, Police Department) -Cancelled Motion by Chair Gocan to switch item 2 with item 3, seconded by Commissioner Hunter. Motion carried 7 /0. 2. OCTOBER AND NOVEMBER TRAFFIC AND SAFETY COMMISSION MEETING SCHEDULE -(Staff Contact: Doug Bilse, Public Works). Staff announced the schedule of upcoming meetings previously approved by the TSC: 0 Special Traffic and Mobility Meeting on October 7, 2019 at 1635 Faraday Ave. Room 173A starting at 4:00 p.m. 0 Special Traffic and Safety Mobility Meeting on November 4, 2019 at 1635 Faraday Ave. Room 173A starting at 4:00 p.m. 3. WORK PLAN WORKSHOP -(Staff Contact: Doug Bilse, Public Works and David Graham, City Manager Office). This was the second workshop for the Traffic Safety Commission Work Plan, facilitated by Chief Innovation Officer Graham. The following reflects the commission's consensus: Mission Statement: "The Traffic and Mobility Commission is committed to enhancing safe mobility for the city and its residents by using data-driven, decision-making and forward-looking approach to transportation. We are transparent and do the right thing the right way". Public Works 1 Transportation 1635 Faraday Avenue I Carlsbad, CA 92008 I 760-434-2730 t Goals: 0 Review staff recommendations and provide advice to City Council. 0 Review the policy and procedures used to Evaluate and Monitoring Report Deficiencies of multi modal transportation system, including review of Transportation Demand Management and Transportation System Management 0 Advise on General Plan Mobility Element implementation and on mobility and transportation safety policies, protocols and procedures. 0 Develop a protocol to communicate with City Council reflecting the input of this advisory board and reporting the subsequent action of the City Council to the Traffic and Mobility Commission. 0 Review staff recommendations and advise City Council based on best practices, public input and data. Next steps: work plan session# 3 staff will review the draft work plan developed by staff consistent with this mission statement and associated goals. Vice-Chair Johnson requested an organizational chart of the Transportation Department.
