This memo focuses on actions and information that are new since the last update. Emergency Operations Center • Emergency Operations Center activated to support COVID-19 mitigation and response operations and information sharing. Parks & Recreation • Ensured The Canyons Restaurant of The Crossings at Carlsbad Municipal Golf Course remained compliant with the state requirement for limiting service to take-out orders only. • Monitored parks for compliance with the applicable county and state protocols and requirements, including on athletic fields, basketball courts and pickleball courts. Tried to educate non-compliant patrons, and contacted Police Department dispatch if those efforts were unsuccessful. • Update on senior meal program: o During the past week, provided 890 meals to Carlsbad residents 60 or older.  510 meals were delivered to residents’ homes by staff  380 meals were picked-up at the Senior Center by residents o Total number of meals provided represents a 27% increase in the average total number of meals provided before the pandemic. o Picked up boxes of donated fresh produce from the Carlsbad Strawberry Company and re-distributed the produce through the senior meal program. • Provided the following virtual recreation programs: o Lunch at the Culinary Lab - English cuisine and prepared glazed carrots and meat pie. o Writers’ Bloc – A weekly critique group dedicated to honing skills for publication or simply for fun for participants of all levels and writing formats. o UCSD Osher Lifelong Learning - A lecture titled Maya Civilization: Lost and Then Found o Intermediate/Advanced Watercolor - Advanced watercolor techniques CORONAVIRUS ACTIONS Jan. 13, 2021 Page 5 Communication & Engagement • Communicated via city communication channels about the following topics related to the COVID-19 public health emergency: o Daily case data and update on county and state triggers o Vaccine updates, including state announcement about the flexibility to vaccinate Phase 1B groups o Importance of monitoring for symptoms during holiday transmission o Compilation of all financial assistance resources for Carlsbad businesses o New federal COVID relief payments o IRS economic impact payments o Local hospital and ICU capacity o State travel advisory and quarantine guidelines o Transmission of COVID-19 to gorillas at the San Diego Zoo o Spread of the new U.K. variant o Recap of the special City Council meeting on public health order enforcement o Reminder of all the public health guidelines o Virtual city programs:  Teens Teach Tech  Winter Reading Challenge  Bilingual family story time  Public meetings and input opportunities  Family yoga  Mental health and stress relief resources • Sent employee update 67 o COVID updates, employee cases o Use of city masks o Employee stress relief examples o Caring for Carlsbad through community connection o Cybersecurity training • Prepared updated bulletins for city cable channel and added new videos from county, state and CDC • Posted updated signage for city facility entrances and interiors to help raise awareness of health precautions and face covering policy • Worked with Public Works to arrange updating of street pole banners (taking down holiday banners and putting original COVID face mask banners back up) • Printed public health rules for beach access points and temporary closure signs for library CORONAVIRUS ACTIONS Jan. 13, 2021 Page 6 cc: Celia Brewer, City Attorney Geoff Patnoe, Assistant City Manager Gary Barberio, Deputy City Manager, Community Services Paz Gomez, Deputy City Manager, Public Works Laura Rocha, Deputy City Manager, Administrative Services Michael Calderwood, Fire Chief Neil Gallucci, Police Chief Maria Callander, Information Technology Director David Graham, Chief Innovation Officer Judy von Kalinowski, Human Resources Director Kristina Ray, Communication & Engagement Director Nick Ordille, Assistant Fire Chief Kyle Lancaster, Parks & Recreation Director
