HomeMy WebLinkAbout2020-12-07; Traffic and Mobility Commission; ; VALLEY STREET AND MAGNOLIA AVENUE COMPLETE STREETS PROJECT, CAPITAL IMPROVEMENT PROGRAM PROJECT NOS. 6019 AND 3904Item 2 Meeting Date: Dec. 7, 2020 To: Traffic and Mobility Commission Staff Contact: Jonathan Schauble, Senior Engineer Jonathan.Schauble@carlsbadca.gov, 760-602-2762 Subject: Valley Street and Magnolia Avenue Complete Streets Project, Capital Improvement Program Project Nos. 6019 and 3904 Recommended Action Support staff’s recommendation to implement the engineering design of the Valley Street and Magnolia Avenue Complete Streets Project, Capital Improvement Program (CIP) Project Nos. 6019 and 3904 (Project). Background Staff is working on the engineering design phase of a complete, green streets project to improve safety and traffic flow on two residential streets: Valley Street and Magnolia Avenue. The project is located along both sides of Valley Street from Chestnut Avenue to Magnolia Avenue. The Project is also located on the north side of Magnolia Avenue from Valley Street to 500 feet east of the intersection. The Project area is near four schools and is well-traveled by pedestrians, bicyclists and motorists. Currently, large portions of the project area have no sidewalks or dedicated bike lanes. Pedestrians and bicyclists must share the narrow street with motorists. The Project includes various improvements along portions of Valley Street and Magnolia Avenue in the vicinity of Carlsbad High School, Valley Middle School, Magnolia Elementary School and North County Academy. Complete streets improve the safety and efficiency of existing roads by balancing the use of the public right-of-way for all modes of travel including biking and walking. Green street designs include drainage features that use vegetation and soil to filter and treat storm water before it enters the storm drain system. The Project will include approximately 27 new tree wells and sections of permeable concrete pavers as green features. Project safety improvements include: • The Americans with Disabilities Act (ADA) compliant pedestrian curb ramps and sidewalks on both sides of Valley Street and on the north side of Magnolia Avenue. • Separated bike paths on both sides of Valley Street • Paved, parallel parking in the existing right-of-way where feasible • High-visibility crosswalks in the project area • Activated flashing beacon lights at Valley Street and Brady Circle • Eight new streetlights in the project area to increase night-time visibility • Overhead utilities placed underground in the project area, contingent upon funding availability In addition to the road improvements outlined above, the Project will replace an old water main in Valley Street in coordination with the Carlsbad Municipal Water District (CMWD). Necessary Council Action After completion of the Project plans and specifications, and upon coordination with the overhead utility companies, staff will bring this item to the City Council to approve the plans and specifications, and to authorize advertisement for construction bids. Next Steps Following the Traffic and Mobility Commission’s input on the current design, staff will work with the consultant engineer and CMWD staff to finalize the plans, specifications and cost estimate in early 2021. In addition, staff will work with San Diego Gas and Electric (SDG&E), Spectrum, and AT&T to coordinate undergrounding of the overhead utilities in the project area. This coordination will include the relocation of SDG&E’s gas main and service laterals in Magnolia Avenue. Staff expects to bring a staff report to the City Council in late 2021 to approve the plans and specifications, and to authorize advertisement for bids. Exhibits 1.
