Adjournment • Per State of California Executive Order N-29-20, and in the interest of public health and safety, we are temporarily taking actions to prevent and mitigate the effects of the COVID-19 pandemic by holding public meetings electronically or by teleconferencing. • All public meetings will comply with public noticing requirements in the Brown Act and will be made accessible electronically to all members of the public seeking to observe and address the City/Schools Committee. • City/Schools Committee meetings can be watched via livestream on the city website at www.carlsbadca.gov. • You can participate in the meeting by e-mailing your comments to Jason.haber@carlsbadca.qov prior to commencement of the agenda item. All individuals who choose to go into teaching are united by a common goal - to promote a proper learning environment for all those who come into their classroom. A fundamental aspect of a proper learning environment is that the space is accepting and understanding of all, and that no individual feels marginalized for any reason. The smallest actions can make individuals feel marginalized, and its not always conscious action that causes the problem. Implicit bias, according to Kirwan Institute at Ohio State University, is defined as "the attitudes or stereotypes that affect our understanding, actions, and decisions in an unconscious manner." Implicit bias directly affects not only the teacher but students especially; If the goal is to truly provide an equitable learning environment for all, taking accountability for our own biases is the first step in fostering a proper learning space. Moving forward with the proposed diversity, equity, and inclusion initiatives is essential for our local school districts to function how they are expected to function - as healthy environments where inclusion and cultural understanding is learned and celebrated. The Carlsbad Equality Coalition fully supports these local school districts coming together to join forces and ensure equitable, safe learning environments are available for all. From: Aly V < Sent: Friday, November 13, 2020 12:01 PM To: Jason Haber <Jason.Haber@carlsbadca.gov> Subject: Comment for city schools meeting Dear city council, Children in our school districts continue to be excluded from schools where they belong because of disability, race, language, religion, gender, and poverty. While our schools continue to progress and become a more inclusive environment for everyone, it is important to address these disparities directly. Educators directly impact students, and they can make the difference between influencing their students to go to college, feeling like they belong, and reaching their full potential. With that being said I believe it is imperative that educators in our districts are required to have racial sensitivity/implicit bias training. Now more than ever it is important for educators to see how their experiences might be affecting their attitudes and treatment of their students. Implicit bias training can help lessen racial disparities in a school district and help lessen opportunity gaps that desperately need to be closed. According to Yale University, A body of research confirms the ways that microaggressions in particular can affect academic performance, and instructors can consider ways to develop an inclusive class climate that respects all persons in the classroom. Further a recent study published in Sage Journal from by Grissom and Redding ill is treated how children of color are disproportionately unrepresented in gifted programs as they state, " We document that even among students with high standardized test scores, Black students are less likely to be assigned to gifted services in both math and reading, a pattern that persists when controlling for other background factors, such as health and socioeconomic status, and characteristics of classrooms and schools. We then investigate the role of teacher discretion, leveraging research from political science suggesting that clients of government services from traditionally underrepresented groups benefit from diversity in the providers of those services, including teachers. Even after conditioning on test scores and other factors, Black students indeed are referred to gifted programs, particularly in reading, at significantly lower rates when taught by non-Black teachers, a concerning result given the relatively low incidence of assignment to own-race teachers among Black students" (Grissom & Redding 2016). Ultimately, Carlsbad as a community needs to progress towards unity, connection and compassion towards all of its members and this cannot happen until disparities in our schools are dismantled.
