Jones-Cone 6030 Avenida Encinas, Suite 220 Carlsbad, California 92011 Subject: Acoustical Addendum for Eco Friendly Auto Spa (Project ID: CUP 2017-0009) Eilar Associates, Inc. has reviewed the building plans for the proposed Eco Friendly Auto Spa, to be located at 6010 Avenida Encinas in the City of Carlsbad, California. The purpose of the addendum is to revise calculations to incorporate the newly proposed equipment and to determine whether the proposed project will meet the noise requirements set by the City of Carlsbad, as detailed in the approved noise study, prepared by Eilar Associates, Inc., dated December 5, 2017. A summary of the revised calculations is included herein; all methodology from the original report dated December 5, 2017 was used. The original report follows Appendix 2 of this addendum. Project Description and Noise Sources The proposed project description for the Eco-Friendly Auto Spa remains unchanged from that which is described in the 2017 report; however, the proposed car wash dryer equipment has been changed since the prior report was issued. The car wash dryer equipment is anticipated to be the Stealth 150 HP blower system, manufactured by International Drying Corporation. Noise levels for this equipment were provided by the manufacturer as A-weighted sound pressure levels of 87 dBA at 10 feet from equipment. No octave band data has been given for the dryer, and therefore, octave band noise levels of a similar carwash dryer have been used to estimate the spectral content of the Stealth 150 HP blower system. Manufacturer sheets are provided in Appendix 1. The dryer equipment remains the primary source of noise on the project site, as originally anticipated in the 2017 report. No other proposed equipment on site is anticipated to generate significant levels of noise at off-site receivers. Noise Impacts Noise levels of the proposed equipment were calculated using Cadna at residential properties to the west and southwest across Avenida Encinas with the same receiver locations evaluated in the 2017 report. All receivers were placed along the property line and calculated at a height of five feet above grade, to account for the height of an average individual’s ears above the ground. Calculations include the shielding that will be provided by the proposed on-site structures as well as the topography of the site and surrounding area. The auto spa is proposed to operate as a continuous conveyer. According to Ezra Fierro, the dryer equipment manufacturer representative, the dryer equipment will not shut off at any time when operating at full capacity. For this reason, a 100% duty cycle was applied to the car wash equipment operating on site. This scenario is assumed Eilar Associates, Inc. Results of the noise analysis are shown in Table A below. Noise contours are shown in Figure A. Please refer to Appendix 2 for additional information. Table A. The calculated receivers represent the highest amount of noise exposure at off-site properties, and any other noise- sensitive receivers are expected to have lesser noise impacts due to added distance attenuation. No additional project design features are deemed necessary to attenuate noise impacts. With the proposed Stealth 150 HP blower system installed at the project site, as evaluated herein, noise impacts generated at off-site receivers are expected to be equal to or lesser than the noise impacts projected herein. Conclusion As shown herein, with the currently proposed on-site equipment, noise levels generated at the project site are expected to comply with the applicable noise limits of the City of Carlsbad at the nearest residential receivers. With the proposed Stealth 150 HP blower system, as evaluated herein, noise impacts generated at off-site receivers are expected to be equal to or lesser than the noise impacts projected herein. This analysis is based upon a worst-case scenario of proposed equipment for this facility. Substitution of equipment with higher noise emission levels may invalidate the recommendations of this study. These conclusions and recommendations are based on the best and most current project-related information available at the time this study was prepared. Job #B70908N1 December 5, 2017 Page 1 1.0 EXECUTIVE SUMMARY The proposed project, Eco-Friendly Auto Spa, includes the demolition of an existing structure and the construction of a new car wash, pay station, and vacuum station. The project site is located at 6010 Avenida Encinas in the City of Carlsbad, California. The purpose of this report is to assess noise impacts from the equipment associated with the proposed car wash, and to determine if mitigation is necessary and feasible to reduce project-related noise impacts to comply with applicable noise limits. Noise limits specified within the City of Carlsbad Noise Element to the General Plan must be met at neighboring noise-sensitive property lines. Calculations show that, with the currently anticipated equipment in the original tunnel orientation, exterior noise levels generated at the project site are expected to exceed the applicable City of Carlsbad noise limits at the nearest noise-sensitive property lines. Therefore, the tunnel was reoriented to mitigate noise impacts. Calculations show that, with the currently anticipated equipment in the mitigated tunnel orientation, exterior noise levels generated at the project site are expected to comply with the applicable City of Carlsbad noise limits at the nearest noise-sensitive property lines. It should be noted that, in order to maintain compliant noise levels at off-site receivers, the car wash equipment must be selected such that the equipment generates a noise level of not greater than 90 dBA at a distance of 10 feet from the dryers, which is a condition satisfied by the currently evaluated Elephant Ear Air Dryers, manufactured by Sonny’s Tunnel Equipment. With the car wash equipment selected accordingly, noise impacts at off-site receivers would be expected to be equal to or lesser than the projected noise impacts shown herein. 2.0 INTRODUCTION This acoustical analysis report is submitted to satisfy the noise requirements of the City of Carlsbad. Its purpose is to assess noise impacts from proposed project-related noise sources, and to determine if mitigation is necessary to reduce the noise impacts to be compliant with applicable limits. All noise level or sound level values presented herein are expressed in terms of decibels (dB), with A-weighting, abbreviated "dBA," to approximate the hearing sensitivity of humans. Time-averaged noise levels are expressed by the symbol “LEQ.” Unless a different time period is specified, “LEQ” is implied to mean a period of one hour. Some of the data may also be presented as octave-band- filtered and/or A-octave-band-filtered data, which are a series of sound spectra centered about each stated frequency, with half of the bandwidth above and half of the bandwidth below each stated frequency. This data is typically used for machinery noise analysis and barrier calculations. Sound pressure is the actual noise experienced by a human or registered by a sound level instrument. When sound pressure is used to describe a noise source, the distance from the noise source must be specified in order to provide complete information. Sound power, on the other hand, is a specialized analytical method to provide information without the distance requirement, but it may be used to calculate the sound pressure at any desired distance. _______________________________________________________________________________ Eilar Associates, Inc. Job #B70908N1 December 5, 2017 Page 2 2.1 Project Description The proposed project, Eco-Friendly Auto Spa, includes the demolition of an existing structure and the construction of a new car wash, pay station, and vacuum station. The automatic car wash will be installed in a tunnel near the center of the property, and the vacuum motor will be housed in the tunnel equipment room and a remote roofed building. The proposed automatic car wash with dryer unit is the primary focus of this analysis, as the car wash dryers are the prominent noise source. The proposed hours of operation are 7 a.m. to 7 p.m. For additional project details and equipment positioning, please refer to the project plans provided in Appendix A. 2.2 Project Location The subject property is located at 6010 Avenida Encinas in the City of Carlsbad, California. The site is currently occupied by an existing building, which will be demolished, and a new building will be constructed. For a graphical representation of the site, please refer to the Vicinity Map, Assessor’s Parcel Map, Satellite Aerial Photograph, and Topographic Map provided as Figures 1 through 4, respectively. 2.3 Applicable Noise Standards The City of Carlsbad Noise Element to the General Plan provides noise standards for non- transportation noise sources such as car washes. As measured from the property line of noise- sensitive receivers, non-transportation noise sources must not exceed 55 dB LEQ between the hours of 7 a.m. and 10 p.m. As the car wash operating hours are expected to be 7 a.m. to 7 p.m., the dryer equipment noise must not exceed 55 dB LEQ at noise-sensitive property lines. As the surrounding properties to the north, east, and south are zoned as Planned Industrial (PI), they are not considered to be noise-sensitive receivers, and no noise limits would apply in these locations. The property line noise limits shall apply only to the residential (R-15) properties across Avenida Encinas and beyond the nearby rail line. Pertinent sections of the City of Carlsbad Noise Element to the General Plan are provided as Appendix B. 3.0 ENVIRONMENTAL SETTING 3.1 Existing Noise Environment An on-site inspection was conducted at 3:00 p.m. on Monday, October 2, 2017. The existing noise environment consists primarily of traffic traveling on surrounding roadways and some aircraft noise associated with McClellan-Palomar Airport. Long-term ambient noise measurements were made near the southwest corner of the subject property (Location 1) and to the south of the property near the railroad tracks (Location 2). The microphone position was approximately 2.5 feet above the existing grade at both locations. The measured noise levels can be seen in Table 1, with hours when the car wash will be nonoperational shown in grey. The minimum ambient noise level at Location 2 in the time period during which the car wash will be operational was observed to be 57.7 dBA between the hours of 6 p.m. and 7 p.m. on October 3. 3.2 Future Noise Environment The future noise environment in the vicinity of the project site will be primarily a result of the same ambient noise sources, as well as the noise generated by the proposed car wash equipment. The car wash dryer equipment is anticipated to be Elephant Ear Air Dryers manufactured by Sonny’s Tunnel Equipment. Noise levels for this equipment were provided by the manufacturer as A-weighted sound pressure levels of 90 dBA at 10 feet from equipment. No octave band data has been given for the dryer, and therefore, octave band noise levels of a similar carwash dryer have been used to estimate the spectral content of the Elephant Ear Air Dryers. Noise levels are shown in Table 2, and manufacturer sheets are provided in Appendix C. Table 2. The central vacuum unit contains the motor and blower for all of the individual suction units. Since the motor and blower are the main sources of noise typically associated with a vacuum, the majority of noise will be generated by the central unit, while the individual suction units at each stall are expected to generate a minimal amount of noise within the user’s vehicle when in use. Additionally, the central unit will be located within a covered enclosure, and therefore, will not emit a significant amount of noise on the exterior. For these reasons, no noise has been evaluated as emanating from the individual stalls or the central vacuum unit enclosure. Job #B70908N1 December 5, 2017 Page 5 4.0 METHODOLOGY AND EQUIPMENT 4.1 Methodology Modeling of the outdoor noise environment is accomplished using Cadna Version 2018, which is an industry-standard, model-based computer program developed by DataKustik for predicting noise impacts in a wide variety of conditions. Cadna (Computer Aided Noise Abatement) assists in the calculation, presentation, assessment, and mitigation of noise exposure. It allows for the input of project information such as noise source data, barriers, structures, and topography to create a detailed model and uses the most up-to-date calculation standards to predict outdoor noise impacts. Noise standards used by Cadna that are particularly relevant to this analysis include ISO 9613 (Attenuation of sound during propagation outdoors). Cadna provides results that are in line with basic acoustical calculations for distance attenuation and barrier insertion loss. Further explanation may be provided upon request. 4.2 Measurement Equipment Some or all of the following equipment was used at the site to measure existing ambient noise levels: • Larson Davis Model 720 Type 2 Sound Level Meter, Serial # 0219 and # 0462 • Larson Davis Model CAL150B Type 2 Calibrator, Serial # 2056 • Digital camera The sound level meter was field-calibrated immediately prior to the noise measurement and checked afterwards, to ensure accuracy. All sound level measurements conducted and presented in this report, in accordance with the regulations, were made with sound level meters that conform to the American National Standards Institute specifications for sound level meters (ANSI S1.4). All instruments are maintained with National Bureau of Standards traceable calibration, per the manufacturers’ standards. 5.0 NOISE IMPACTS 5.1 Original Tunnel Orientation Noise levels of the proposed equipment with the original orientation of the tunnel were calculated using Cadna at residential properties to the west and southwest across Avenida Encinas. All receivers were placed along the property line and calculated at a height of five feet above grade, to account for the height of an average individual’s ears above the ground. Calculations include the shielding that will be provided by the proposed on-site structures as well as the topography of the site and surrounding area. The auto spa is proposed to operate as a continuous conveyer, and according to the dryer equipment manufacturer representative, Ezra Fierro, at full capacity, the dryer equipment will not shut off at any time. For this reason, a 100% duty cycle was applied to the car wash equipment operating on site. This scenario is assumed to be a worst-case estimate of usage at the car wash. Results of the original tunnel orientation analysis are shown in Table 3 below. Noise contours are shown in Figure 6. As the noise levels with the original tunnel orientation do not comply with the City of Carlsbad limits, mitigation is required. 5.2 Mitigated Tunnel Orientation As shown in Section 5.1, with the original orientation of the tunnel, the noise impacts of the auto spa are not compliant with the City of Carlsbad noise limits. Therefore, the project design has been changed, and the tunnel has been reoriented in order to reduce noise levels at noise-sensitive property lines. The mitigated design consisted of the rotation of the tunnel 180 degrees such that cars will enter from the southwest end of the tunnel and exit in a northeasterly direction. Dryers would be placed near the northeast end of the tunnel, near the southern edge of the project site. Noise levels of the proposed equipment, with the mitigated orientation of the tunnel, were calculated using Cadna at residential properties to the west and southwest across Avenida Encinas. All receivers were placed along the property line and calculated at a height of five feet above grade, to account for the height of an average individual’s ears above the ground. Calculations include the shielding that will be provided by the proposed on-site structures as well as the topography of the site and surrounding area. The calculated receivers represent the highest amount of noise exposure at off-site properties, and any other noise-sensitive receivers are expected to have lesser noise impacts due to added distance attenuation. No additional project design features are deemed necessary to attenuate noise impacts. As this analysis was conducted using typical assumptions regarding car wash equipment, it should be noted that the car wash equipment must be selected appropriately in order to maintain compliance. Provided the car wash dryer does not generate a noise level of greater than 90 dBA at a distance of 10 feet from the dryers (a condition satisfied by the Elephant Ear Air Dryers manufactured by Sonny’s Tunnel Equipment, as evaluated herein), noise impacts generated at off-site receivers are expected to be equal to or lesser than the noise impacts projected herein. 6.0 CONCLUSION Calculations show that, with the currently anticipated equipment in the mitigated tunnel position, exterior noise levels generated at the project site are expected to comply with the applicable City of Carlsbad noise limits at the nearest noise-sensitive property lines. It should be noted that, in order to maintain compliant noise levels at off-site receivers, the car wash equipment must be selected such that the equipment generates a noise level of not greater than 90 dBA at a distance of 10 feet from the dryers, which is a condition satisfied by the currently evaluated Elephant Ear Air Dryers, manufactured by Sonny’s Tunnel Equipment. With the car wash equipment selected accordingly, noise impacts at off-site receivers would be expected to be equal to or lesser than the projected noise impacts shown herein. This analysis is based upon a current worst-case scenario of anticipated equipment for this facility. Substitution of equipment with higher noise emission levels may invalidate the recommendations of this study.
