ROLL CALL: Present Members: Vice Chair Briggs, Commission Members Prietto, Steindlberger, Colby, O’Malley, Bradley and Woolsey Absent Members: None Guests: Josie McKinley and Peter MacLaggan from Poseidon Water City/State Staff: Kyle Lancaster, Tim Selke, Kasia Trojanowska, Michael Tully, and Adriana Alvarez APPROVAL OF MINUTES Minutes for the meeting of Feb. 4, 2020 were approved (4-0-3-0) on proper motion by Vice Chair Briggs and Commissioner Prietto. PRESENTATIONS None CONSENT CALENDAR None PUBLIC COMMENT None DEPARTMENTAL REPORTS 1. SR # 1020-1 ELECTION OF OFFICERS FOR CALENDAR YEARS 2020 AND 2021 2. On proper motion by Commissioner Prietto and Commissioner Steindlberger, the commission nominated and unanimously appointed Vice Chair Briggs as the new Chairperson and Commissioner Steindlberger as the Vice Chair for calendar years 2020 and 2021. 3. SR # 1020-2 ADOPTION OF MEETING CALENDAR FOR FISCAL YEARS 2020-21 THROUGH 2021-22 Commissioners reviewed and adopted the meeting calendar for fiscal years 2020-21 through 2021- 22, on proper motion by Chairperson Briggs and Vice Chair Steindlberger. 4. SR # 1020-3 ADOPTION OF WORK PLAN FOR FISCAL YEAR 2020-21 The commission reviewed the work plan for fiscal year 2020-21. On proper motion by Vice Chair Steindlberger and Commissioner Prietto, the commission made a decision to consider and reevaluate the work plan for fiscal year 2020-21 at the Dec. 1, 2020 meeting. City staff will send out the current draft of the work plan for fiscal year 2020-21 to all commissioners who will then provide comments back to the city staff for consideration into the adoption of work plan for fiscal year 2020- 21. 5. SR # 1020-4 REPORT ON MAINTENANCE DREDGING PROJECT FOR AGUA HEDIONDA LAGOON Peter Maclaggan and Josie Mckinley from Poseidon Resources gave a presentation on the maintenance dredging project for Agua Hedionda Lagoon. Cabrillo Power I LLC and Poseidon Resources LP plan to conduct a maintenance dredging and beach nourishment project in 2020/21 to remove a flood-tide shoal in the outer basin (also referred to as the west basin) of Agua Hedionda Lagoon in order to maintain tidal exchange between the lagoon and ocean. Similar operations have been performed over the last six decades. Between 159,000 to 429,000 cubic yards (cy) of sand may typically be removed from the lagoon – outer basin. The most recent operation, completed in 2018, accounted for 205,482 cy. In keeping with past projects, the dredged sand will be placed on adjacent beaches: north beach (from the lagoon’s inlet jetty to approximately Pine Avenue), middle beach (between the lagoon’s inlet and outlet jetties), and south beach (from the outlet jetty to approximately the Terramar residential development). The dredging project operations will be conducted between November 2020 and April 2021. Sand placement quantities for each receiver beach is determined based on the conditions reflected in a beach profile survey conducted within 45 days of the commencement of the dredging project. Currently it is anticipated to place approximately 200,000 cy on the north beach, 42,000 cy on the middle beach, and 58,000 cy on the south beach. All dredging work is anticipated to be completed by April 15, 2021. The city is one of several regulatory agencies, including the San Diego Regional Water Quality Control Board, the California Coastal Commission, the California State Lands Commission, the California Department of Parks & Recreation, and the U.S. Army Corps of Engineers, to review plans and issue permits to Cabrillo Power I LLC and Poseidon Resources LP for the dredging work. On Aug. 5, 2020, Community Development staff distributed first review comments to Poseidon Resources LP on the Special Use Permit application for the Agua Hedionda Lagoon - Outer Basin 2020-21 Maintenance Dredge and Beach Nourishment Cycle Sand Disposition Plan. Once the review comments are addressed and the application is returned, staff will resume its standard activities in processing such permits. Cabrillo Power I LLC and Poseidon Resources LP will be responsible for funding, monitoring and inspecting the maintenance dredging project. 6. SR # 1020-5 REPORT FROM AD-HOC COMMITTEE ON NORTHERN BEACH CLEAN-UP EVENT Chairperson Briggs provided a report on the planning and coordinating of a beach clean-up event on the city controlled northern beach. On Feb. 4, 2020, the Commission nominated and appointed Commissioners Briggs, Prietto, and Steindlberger as the ad-hoc committee to work with Parks & Recreation staff, their primary focus was to coordinate a beach clean-up event, and provide public safety protocols for the COVID-19 pandemic, and public outreach. Since the appointment, the ad- hoc committee has been meeting regularly with Parks & Recreation Department staff to plan and coordinate a beach clean-up event. On proper motion by Chairperson Briggs and Commissioner Prietto, the Commission unanimously made a decision that due to Covid-19 pandemic red tier status, the beach cleanup must be postponed until the County of San Diego is moved to a lower tier. 7. COMMISSIONER/COMMITTEE REPORTS AND AGENDA ITEMS FOR FUTURE COMMISSION MEETINGS Adoption of the work plan for fiscal year 2020-21. ADJOURNMENT By proper motion, the meeting was adjourned at 11:39 am.
