Staff's last update on these projects was provided to the City Council on Oct. 8, 2020 (Attachment A). Background Lennar is required to construct the Poinsettia Lane Bridge and gap closure project, which includes construction of a new bridge, roadway segment and associated public improvements. The city imposed this condition on its approval of Lennar's ongoing Poinsettia 61 development project. The project involves development of a condominium subdivision of 123 single family detached homes on 50.8 acres south of Cassia Road between the existing western and eastern segments of Poinsettia Lane and east of Ambrosia Lane. CIP Project Nos. 6329 and 6330 include installation of traffic signals at the intersections of Poinsettia Lane at Cassia Road and Poinsettia Lane at Skimmer Court/Oriole Court. The City Council adopted Resolution No. 2020-021 on Jan. 28, 2020, to accept bids and award the construction contract. Discussion In May 2020, Lennar informed the city that construction of the Poinsettia Lane Bridge project is anticipated to be completed in October 2020. However, delays were subsequently encountered waiting for a prefabricated concrete vault that would be placed underground to regulate water pressure, which was anticipated to be delivered in November 2020. Since then, Lennar has reported additional procurement delays, primarily involving fabrication of this vault, so the anticipated completion date of the Poinsettia Lane Bridge has been changed to February 2021. On Jan. 28, 2020, the construction contract for CIP Project Nos. 6329 and 6330 was awarded to Select Electric, Inc. The project has remained on schedule and within budget. Both signal locations were brought on line the week of Sept. 21, 2020, and are currently operating on Public Works Branch Construction Management & Inspection Department 1635 Faraday Avenue I Carlsbad, CA 92008 I 760-602-2780t Council Memo -Poinsettia Lane Bridge and Traffic Signal Project Updates (District 3) Dec. 10,2020 Page 2 flashing red mode. Both signals will remain on flashing red mode, acting as stop signs, until Lennar completes the Poinsettia Lane Bridge and gap closure project, at which point the new traffic signals will be placed into full service. Next Steps Staff will continue to monitor progress of the Poinsettia Lane Bridge and gap closure project. If there are further delays beyond February 2021, an additional update will be provided to the City Council. Attachment: A.
