The masks are compliant with the Centers for Disease Control and Prevention (CDC) and California Department of Public Health (CDPH) guidelines for face coverings which are intended to reduce the spread of coronavirus. Background Masks were purchased from the vendor, Our Custom Masks, at a cost of $16,577.50. Funding was made available through the Coronavirus Relief Fund, established by the Coronavirus Aid, Relief, and Economic Security Act (CARES Act). The CARES Act requires that funding be used to cover expenses that: 1. Are necessary expenditures incurred due to the public health emergency with respect to the Coronavirus Disease 2019 (COVID-19); 2. Were not accounted for in the budget most recently approved as of March 27, 2020 (the date of enactment of the CARES Act) for the state or government; and 3. Were incurred during the period that begins on March 1, 2020, and ends on Dec. 30, 2020. Discussion Face coverings are important to reduce the spread of coronavirus. Providing masks with city branding will maintain visual consistency and help to make city employees more easily identifiable to each other and to the public. Next Steps To ensure all employees have a compliant face mask, the city will distribute two masks to all city employees prior to Dec. 24, 2020. Masks will be packaged with an end-of-year greeting and mailed to the employee's home address. The COVID Task Force will continue to closely monitor federal, state and local face covering Administrative Services Branch Human Resources Department 1635 Faraday Avenue I Carlsbad, CA 92008 I 760-602-2440 t Council Memo -Coronavirus Aid, Relief, and Economic Security Act Funding Dec. 10,2020 Page 2 guidelines to ensure employees remain properly equipped to slow the spread of disease.
