Background The program proposed and approved by City Council in late January 2020 added two full-time Community Service Officers (CSO's) that would act as parking officers and manage the city's parking resources by patrolling primarily the Village, monitoring timed parking areas ultimately enforcing violations, and providing the public with information regarding parking alternatives. In combination with timed parking, these monitoring parking officers increase turnover and help maximize the use of the most desirable spaces. This active management does increase the availability of the Village's limited parking spaces, and the continuous presence of parking officers by the Police Department adds to the overall safety of the city. The initial projected implementation date for the program was Memorial Day weekend 2020. The Police Department immediately staffed two community service officers and purchased the technology for Timed Parking Enforcement, which included an LPR system, electronic citation devices and a vehicle. Due to the global pandemic {COVID-19) and a stay at home order occurring a month later, the program's proposed educational effort prior to actual enforcement continued from February 2020 to July 1, 2020, at which time the program began enforcement. Discussion The Traffic Community Service Officers spent months going into businesses, working with the Carlsbad Village Association, and implementing additional signage to ensure residents and visitors could clearly be aware of the enforcement action prior to it taking place on July 1. A social media campaign occurred in February 2020 advising the public that the timed parking would be enforced. Since July 1, 2020, the two Traffic Community Service Officers have written 615 citations/written warnings for the following violations: • Beech Ave. 3 Hour Limit • Carlsbad Blvd. 2 Hour Limit Police Department 2560 Orion Way I Carlsbad, CA 92010 I 760-931-2100 t I www.carlsbadca.gov Council Memo -Parking Enforcement Program Dec. 10,2020 Page 2 • Christiansen St. 3 Hour Limit • State St. 3 Hour Limit • Grand Ave. 3 Hour Limit • Grand Ave./State St. 3 Hour Limit • Madison St. 3 Hour Limit • Roosevelt St. 3 Hour limit • Oak Ave. 3 Hour Limit • Washington St. 3 Hour Limit • 72 Hour Parking • Oversized Vehicle • Parked in Bike Lane • Parking with no current registration tags • Parked over 18 inches from curb • Parking in safety zones with signage or red curb • Fire Lane • Not Parked within marked space • Street Sweeping (mostly written warnings due to stay at home order) • Unattached Trailer • Within 15 ft. of fire hydrant The Police Department will continue the parking enforcement program within the city, with these two tSO's primarily focusing on the Village area, using the innovative technology and resources approved by City Council.
