This memo focuses on actions and information that are new since the last update. Emergency Operations Center • Emergency Operations Center activated to support COVID-19 mitigation and response operations and information sharing. Since the change, gift card purchases have risen dramatically. • Update on Carlsbad Business Loan Program: o 126 total applications received o 71 loans approved to date, totaling $1.41 million • Business engagement and communications: o Staff has sent 23 joint communications in partnership with the Carlsbad Chamber and CVA. The next one, to go out tomorrow, highlights newly announced state business relief programs and updates to industry guidance. o Staff are contacting all Carlsbad hotels to provide support and ask for their support to keep visitors, residents and businesses safe over the holidays. o A survey of businesses on the ongoing impacts of COVID-19 closed on November 25. Staff are analyzing the results and will use the data to recommend new relief programs and support services. CORONAVIRUS ACTIONS Dec, 2, 2020 Page 4  Preliminary information suggests businesses have a strong degree of confidence in the city’s response to the health emergency, giving an average of four stars out of five. Library & Cultural Arts • Library patrons can pay their overdue or lost material fines online starting Dec. 1. Patrons can pay via PayPal or credit card. Previously, patrons had to visit a library in person to pay their fines or mail in a check. This new feature provides library patrons with a convenient and contactless way to keep their accounts current. • Update on curbside service: o As the days get shorter and winter storm season approaches, all three Carlsbad library locations are adjusting their contactless curbside service by moving staff indoors. Beginning Tuesday, Dec. 1, patrons pull into a designated curbside parking space and call a number provided at curbside signage. Staff inside the building will answer the call, confirm patron information, retrieve the materials requested and bring them out to the vehicle. Service days and times, between 10 a.m. and 5 p.m. Monday through Saturday, have not changed, and book return bins will continue to be available outside 24/7. Participants enjoyed holiday themed sing-alongs, story times and crafts. o History Mystery - Beautiful hand painted ceramic antique decorative container belonging to the Carrillo family and found on the Rancho de los Kiotes property was shared and revealed on the Friends of Carrillo Ranch Facebook and Instagram pages. o Festival of Lanterns: A Night of Light & Reflection - Community members shared messages of hope, reflection and love during the floating virtual Festival of Lanterns event in honor of National Gratitude Month. o Lunch at the Culinary Lab - Featured Cambodian dishes including Khmer Bor Bor, a type of rice porridge/stew, and Banh Mi, a baguette sandwich filled with a variety of ingredients. The Thanksgiving week’s menu focused on pumpkin eats. o UCSD Osher Lifelong Learning - The educational Osher lecture series for adults presented the Evolution of the Human Diet. Other topics included A Knight’s Tour of the Great Castles of Medieval England. o Successful Aging in Place: Understanding Your Home Care Options - Last month’s session gave participants practical tips for making good home care decisions.
